REGULAR MEETING
DECEMBER 18, 1990
The meeting was called to order at 7 : 30 P.M. at Hesse Park,
29301 Hawthorne Boulevard, by Chairman Hughes.
PRESENT: McTAGGART, HINCHLIFFE, RYAN, BACHARACH AND
CHAIRMAN HUGHES
Also present were Executive Director Paul D.; ,Bev y:, ;,pepu :y:, : ,;.
Executive Director Mark Rohloff, Director of Environmental
Services Robert Benard, Agency Attorney Carol Lynch, Agency
Secretary Jo Purcell and Public Works Director George Wentz .
The City Attorney announced that the City Council had held a
closed session pursuant to Government Code Section 54956. 9(b)
and discussed the case of County of L.A. V. All Persons
Interested in the matter of the RDA Plan for the Rancho Palos
Verdes Project.
WAIVER OF FULL READINGS Member Hinchliffe moved,
ORDINANCES AND RESOLUTIONS seconded by Member Bacharach
and carried to waive reading in
full of all ordinances and resolutions adopted at this f
meeting with consent to the waiver of reading deemed to be
given by all members after reading of the title of such
ordinance or resolution.
APPROVAL OF AGENDA The agenda was approved by
Member Bacharach, seconded by
Member Hinchliffe and carried.
APPROVAL OF CONSENT CALENDAR After clarification of the
approval process for the
water well in the Abalone Cove Landslide area the consent
calendar was approved as follows on motion of Member
Bacharach, seconded by Chairman Hughes.

The motion to approve the Consent Calendar carried on the

AUDIENCE QUESTIONS:
Lois Larue, 3136 Barkentine Road, stated that she had
attended the December 15, 1990 budget meeting and said she
was concerned about the expenditure of funds in the Abalone
Cove landslide area and inquired about the controls in effect
for Agency expenditures.
Mr. Bussey responded that on an ongoing basis, staff is
preparing a report on all Agency expenditures. This report
will indicate what the funds are being spent on and the
source of those funds. He said that the r-ePor-t. i s ' ava i l abl&
for examination by the public.
STATUS OF DIRECTIVES:
Lobbying Activities - Mr. Bussey reported briefly on
a meeting that will be
scheduled with the Port Authority sometime in January 1991 .
Additionally, he reported that the Agency' s Was hington = -'
lobbyist will be visiting in January and he suggested that
this would be a good time to review the lobbying strategy.
Implementation of Assessment- The Board eques-ted' th~t stafjf'
Districts determine the timeline and
steps to be taken on this
issue.
