RDA MINS 19900918 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING SEPTEMBER 18, 1990 The meeting was called to order at 7 : 30 P.M. at Hesse Park 29301 Hawthorne Boulevard, by Chairman Melvin W. Hughes. PRESENT: McTaggart, Ryan, Bacharach and Chairman Hughes ABSENT: Hinchliffe Also present were Executive Director Paul D. Bussey, Deputy Executive Director Mark Rohloff, Director of Environmental Services Robert Benard, Agency Attorney Carol Lynch, Agency Secretary Jo Purcell and Public Works Director George Wentz . The City Attorney announced that the Board held a closed session pursuant to Sec. 54956 . 9(a) and discussed the matter of the Rancho Palos Verdes Redevelopment Agency v. Shahin. WAIVER OF FULL READINGS Member Bacharach moved, ORDINANCES AND RESOLUTIONS seconded by McTaggart and carried to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all Members after reading of the title of such ordinance or resolution. APPROVAL OF AGENDA The agenda was approved by Member Bacharach, seconded by Member McTaggart and carried. APPROVAL OF CONSENT CALENDAR The Consent Calendar was approved by Member Bacharach, seconded by Member McTaggart. MINUTES Approved the minutes of June 6, 1990. RESOLUTION NO. RDA 90-20 - Adopted RESOLUTION NO. RDA 90- REGISTER OF DEMANDS 20 ALLOWING CERTAIN CLAIMS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: McTAGGART, BACHARACH AND CHAIRMAN HUGHES NOES: NONE ABSENT: HINCHLIFFE ABSTAIN: RYAN # # # EXPENDITURE OF FUNDS The Board inquired where the money for the Register of Demands would be coming from; the effects of the funding I/ limitations on certain city contracts; and whether the Agency was requesting additional advanced funds from the County. Alluding to his conflict of interest position, Boardmember Ryan inquired when these funds would be coming out of the City' s General Fund and his ability to vote on that transfer of funds. It was the consensus that the City Attorney should investigate this conflict of interest situation and report back to the Board at the October 2, 1990 meeting. The Executive Director reported that the County had set a date of November 29, 1990 to hold a hearing on the formation of the assessment district. He also reported that the Coastal Commission had denied the appeal on the archery range and upheld the City Council ' s action and also upheld the installation of the gabions. Responding to the Board' s inquiry about the on going activity of the Redevelopment Agency, the Executive Director stated that a report would be prepared for the October 2nd meeting indicating which items could be discontinued. AUDIENCE QUESTIONS _ Responding to the call for audience questions for items not on the agenda were the following residents: Lois Larue, 3136 Barkentine, who told the Board that the Coastal Commission had given a permit for two years for the gabions and that the permit had been issued on certain conditions. She inquired whether any action was being taken to preserve natural habitat in the Portuguese Bend area of the landslide that was currently being graded. Richard Bara, 1 Peppertree, inquired about the construction activity occurring on the Hon property. Staff reported that the grading activity is being done pursuant to a grading permit issued by the Planning Commission, that it is an ongoing CDBG funded Project and -2- RDA SEPTEMBER 18, 1990 that it is part of the landslide stabilization efforts. With regard to the preservation of natural habitats staff responded that the permit for this project had the ability to be amended for the protection of such habitates. Upon the discovery that any of them may be disrupted the application would be amended to seek their protection.
