RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
AUGUST 7, 1990
The meeting was called to order at 7: 30 P.M. by the Vice-
Chairman McTaggart, at Hesse Park Community Center, 29301
Hawthorne Boulevard.
PRESENT: McTAGGART, HINCHLIFFE, RYAN AND BACHARACH
ABSENT: HUGHES
Also present were Executive Director Paul Bussey, Deputy
Executive Director Mark Rohloff , Agency Attorney Steve
Dorsey, Public Works Director George Wentz and Agency
Secretary Jo Purcell .
WAIVER OF FULL READING Member Bacharach moved,
ORDINANCES AND RESOLUTIONS seconded by Member McTaggart
and carried to waive reading in
full of all ordinances and resolutions adopted at this
meeting with consent to the waiver of reading deemed to be
given by all members after reading of the title of such
ordinance or resolution.
CONSENT CALENDAR Because of the lack of a voting
quorum no action was taken on
the Consent Calendar items .
ABALONE COVE SHORELINE The Director of Public Works
PARK - DESIGN CHANGES (1801) presented the staff memorandum
of August 7th and summarized
the alternatives and the costs associated with those
alternatives in making corrections to the improvements made
at Abalone Cove Shoreline Park.
Walter Warriner, Parks Superintendent, then proceeded to
summarize the analysis of these improvements and costs:
building and vehicle clearance; construction of a boxed out
window to extend to the edge of the driveway; correction of
the roof height in relation to the driveway and the potential
for access to the roof; the condition and style of the roof
shingles; the 7" space between the driveway retaining wall
and the building; the exterior finish of the building with
regards to vandalism and graffiti; the route of the
electrical conduit, and the location of the transformer; and,
the exterior lighting around the building.
The Agency members then inquired whether any consideration
had been given to moving the driveway to eliminate the
possibility of stepping onto the roof from the driveway; the
practicality of planting bougainvillea adjacent to the
building and whether there was room enough to plant it in
that location.
Lois Larue, 3136 Barkentine; told the Council that her home
overlooks the Abalone Cove Shoreline Park and she described
the poor condition of the restrooms at the facility. She
also complained about the damage caused to a big fir tree in
the immediate area which sustained damage during construction
and was concerned that it would not survive. She also
inquired whether there would be a concession stand at the
park and where the funds for the building came from.
Ms. Larue was informed that the funds for this park came from
the parking lot revenues.
Member Bacharach moved, seconded by Member Ryan to approve
the staff recommendation and also recommendation a and e as
follows:
a) Cut the roof overhang even with the inside face of the
curb. This would eliminate the overhang over the edge of
the driveway. Estimated cost: $1 , 500.
b) Place clearance signs at the corner of the building to
alert the park patrons to the height clearance of the
overhang. Estimated cost: $250.00 .
c) Striping for driveway to delineate the entrance to the
parking lot and to direct the flow of traffic. Estimated
cost: $400. 00.
d) Reverse the swing of the gate so it opens up against
the front of the building. This would serve as a railing and
vehicle barrier. Estimated cost: $150. 00 .
e) Construct a boxed out window which extends to the edge
of the driveway. This would give patrons the ability to
drive up to the window and not feel like they have to drive
their vehicles too close to the building to pay for parking.
Estimated cost: $5 , 000 .
Additionally, that the lights be shielded immediately and
that the issue be brought back to a later Board meeting;
installation of the boxed window would be contingent upon its
feasibility; also, that staff should prepare cost and a
conceptual drawing of these changes.
The motion carried on the following roll call vote:
AYES: McTAGGART, HINCHLIFFE, RYAN AND BACHARACH
ABSENT: HUGHES
STATUS OF BOARD DIRECTIVES:
With regard to the tax increment from the County staff was
requested to get a target date for meeting with the County

on this matter. Staff was also requested to give an update
on this matter at a future closed session.
