RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
JUNE 19, 1990
The meeting was called to order at 6: 30 P.M. at Hesse Park,
29301 Hawthorne Boulevard, by Chairman Hughes and immediately
recessed to a closed session.
At 7: 30 P.M. the regular meeting was called to order by
Chairman Melvin W. Hughes.
PRESENT: McTAGGART, HINCHLIFFE, BACHARACH AND
CHAIRMAN HUGHES
ABSENT: RYAN
Also present were Executive Director Paul D. Bussey, Deputy
Executive Director Mark Rohloff, Director of Environmental
Services Robert Benard, Director of Recreation and Parks Mary
Thomas, Agency Attorney Ariel P. Calonne, and Public Works
Director George Wentz .
CLOSED SESSION Agency Attorney Calonne stated

that a closed session had been
held pursuant to Sec. 54956. 9(a) and that the Board discussed
Shahin v. RDA and the County of Los Angeles V. RDA.
CEREMONIAL MATTER Chairman Hughes formally
welcomed new City Manager
Paul D. Bussey.
WAIVER OF FULL READINGS Member McTaggart moved,
ORDINANCES AND RESOLUTIONS seconded by Member Hinchliffe
and carried to waive reading
in full of all ordinances and resolutions adopted at this
meeting with consent to the waiver of reading deemed to be
given by all Members after reading of the title of such
ordinance or resolution.
APPROVAL OF AGENDA The Register of Demands was
moved to the end of the
meeting. The Abalone Cove Landslide geotechnical
investigation was moved to New Business, and The Army Corps
of Engineers item was removed from the Consent Calendar, to
be heard before New Business at the request of an audience
member. The amended agenda was approved on motion of Member
Bacharach, seconded by Member McTaggart and carried.
INSTALLATION OF A Member Bacharach moved
REPLACEMENT OF DEWATERING approval of this item with the
WELL IN ABALONE COVE (1801) note that the minutes of the
technical panel be put into
the record. Member McTaggart seconded the motion, which
carried unanimously.

LETTER TO THE ARMY CORPS Director Wentz briefly
OF ENGINEERS (1801) summarized the staff memo of
June 19 with the
recommendation that the RDA make a non-binding commitment to
the Army Corps of Engineers of the intention to sponsor and
cost share with them on the next phase of shoreline erosion
mitigation.
Lois Larue, 3136 Barkentine, suggested that the feasibility
study would be wasteful since the landfill is small .
Member Bacharach moved approval of staff recommendation with
minor corrections. Member McTaggart seconded, and the motion
passed 3-0 with Member Hinchliffe abstaining.
ADDITIONAL GEOTECHNICAL Member Bacharach stated she
INVESTIGATION IN THE removed this item from the
ABALONE COVE LANDSLIDE (1801) Consent Calendar because she
believed a recommendation
on this issue should come from the entire technical panel ,
not merely two members. Chairman Hughes echoed her concern,
stating there was no engineering justification at all for the
conclusion, in which the probability of success was unknown,
and Mr. Hughes suggested sending the matter back for review
by the entire panel requesting full justification of intended
actions and expenditures. Chairman Hughes moved to send the
request back with a "no" vote, Member Bacharach seconded, and
the motion passed without objection.
APPLICATION FOR LEASING Director Wentz presented the
STATE LANDS (1801) June 19 staff memo with the
recommendation that the RDA
enter into a lease agreement with the State Lands Commission
for lands located seaward of the mean high tide line.
Chairman Hughes moved adoption of staff recommendation,
Member Bacharach seconded, and the motion carried without
objection.
RDA/RPV JOINT EXERCISE OF Agency Attorney Calonne
POWERS AGREEMENT (1801) presented the staff report of
June 19 with the
recommendation that the RDA adopt Resolution No. RDA 90-11
approving a joint exercise powers agreement between the RDA
and the City; and authorize the Chairman to execute such

agreement. Attorney Calonne also noted that the agreement
includes additional language placing further restrictions on
use of investment earnings. Member Bacharach moved to waive
full reading and adopt the staff recommendation, Member
McTaggart seconded, and the motion passed 3-0 with Member
Hinchliffe abstaining.
STATUS OF DIRECTIVES Annual Budget for Fiscal Year
1990-91 : It was moved,
seconded and carried to table this item until after the
public hearing.
RESOLUTION NO. RDA 90-12 Deputy Executive Director
REGISTER OF DEMANDS Rohloff noted a change in the
fee charged by Del Smith and
subsequent adjustment of the total . Member McTaggart moved
approval of the register of demands, seconded by Member
Bacharach and carried. The motion carried on the following
roll call vote:

ABSTAIN: HINCHLIFFE
At 8: 00 P.M. the meeting recessed to the City Council
meeting.
REDEVELOPMENT AGENCY At 8: 30 P.M. the Board
BUDGET FY 90-91 (1801) reconvened in a joint City
Council/Redevelopment Agency
public hearing for consideration of the Agency' s budget.
Jeanne Smolley, 56 Limetree, asked for clarification on
dewatering wells participation funds held in trust.
Mr. Rohloff then presented a brief summary of the RDA budget,
which he stated had not changed much through the work
sessions. Councilwoman Bacharach noted that she would like
to see the lobbyist allocations corrected to specifically
indicate the project involved, and the City Manager stated he
would revise that section as necessary.
The public hearings on the City Council and RDA budgets were
closed on the motion of Member Bacharach with a second from
Member McTaggart and carried. Member Bacharach moved
seconded by Member Hinchliffe and carried to continue the RDA
resolution to the next RDA meeting.
