CC RES 1974-056 RESOLUTION NO. 74-56 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES OPPOSING A PROPOSAL TO ASSIGN LOS ANGELES COUNTY SECOND PRIORITY FOR FEDERAL MASS TRANSIT FUNDING. THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES HEREBY RESOLVES AS FOLLOWS: II/ WHEREAS, the House of Representatives Public Works Committee is drafting a bill, in lieu of the President' s recently Proposed Unified Transportation Assistance Plan, which would authorize funds for public transportation in the amount of approximately Twenty Billion Dollars; and WHEREAS, under the aforesaid bill it is proposed that funds for construction and acquisition of capital facili- ties will be disbursed on a Federal 75 percent-local 25 per- cent formula and that several categories of funds be established, viz. Fund A is slated to contain 60 percent of total authorized dollars; Funds B and C, 30 percent; and Fund, the remainder; and WHEREAS, Fund A is contemplated to be reserved for six cities in the Country which have rapid transit systems operating now, namely, New York, Chicago, Philadelphia, San Francisco, Boston, and Cleveland, plus three additional cities; Atlanta, Baltimore and Pittsburgh; and WHEREAS, Los Angeles must be placed in the Fund A category in order to provide funding for a modern transpor- tation system in view of the urgent and pervasive problems of air pollution and inadequate public transportation; and it would be contrary to the public interest for Los Angeles to be relegated to the Fund B category, NOW, THEREFORE, the City Council of the City of Rancho Palos Verdes resolves as follows: Section 1. The City Council of the City of Rancho Palos Verdes opposes the House of Representatives Public Works Committee plan to relegate Los Angeles County to a secondary priority for mass transit funding in view of the severe and urgent need for an adequate public transportation system in Los Angeles County. Section 2 . The City Clerk is directed to send a copy of this resolution to each member of the Los Angeles County Congressional Delegation, United States Senators Cranston and Tunney and the President' s Office.
