A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VE RDE S, CALIFORNIA,
OPPOSING THE PROPOSED OFFSHORE OIL LEASES
IN FEDERALLY CONTROLLED SOUTHERN CALIFORNIA
WATERS IN REFERENCE TO THE DEPARTMENT OF
INTERIOR'S REQUEST FOR COMMENTS
WHEREAS, the United States Department of Interior has requested comments
on their plan to lease ten (10) million acres of offshore areas for offshore
oil exploration or extraction; and
II/ WHEREAS, the area of greatest potential for offshore oil exploration and
extraction may exist in Southern California; and
WHEREAS, accelerated depletion of this finite resource will only hasten
the day of real crisis not only in energy but also in petrochemical products
such as plastics, synthetic fibers, antiseptics, drugs and anesthetics; and
WHEREAS, the potential for environmental degradation to the South Bay
Cities' (Santa Monica Bay) living environment is extremely high; and
WHEREAS, the protection of ocean dependent eco-systems and marine life
would be threatened; and
WHEREAS, the impairment of safe navigation of both commercial vessels,
as well as recreational boating would exist; and
WHEREAS, the visual aesthetics due to the construction of oil platforms
would be downgraded; and
WHEREAS, the area of the South Bay is included in a "protected sanctuary"
for State controlled submerged and tidelands preventing any offshore oil
exploration or extraction (Ref: State Public Resources Code 6871.2) ; and
WHEREAS, Proposition 20 exists as a significant statement of the people
of the State of California that they hold precious the California Coastline
and inherent oceanographic resources that should be protected and preserved
for the existing populations and for the future generations to come;
WHEREAS, a meaningful long-range petroleum conservation program has not
yet been initiated;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rancho Palos Verdes, California, does hereby OPPOSE the Proposed Offshore Oil
Leases for offshore oil exploration or extraction;
BE IT FURTHER RESOLVED that the City Council directs that copies of this
resolution be sent to other cities urging that they take similar action in
opposition to this proposal.
