A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES STATING ITS OPPOSITION TO THE ROLLING HILLS FASHION
CENTER AS PRESENTLY PROPOSED
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND
RESOLVE AS FOLLOWS:
Section 1. The Environmental Impact Report prepared for the City of
Rolling Hills Estates in relation to the proposed Rolling Hills Fashion Center and
the vacation of a portion of Deep Valley Drive does not adequately deal with the
environmental impacts of the proposed development on the City of Rancho Palos Verdes
or the portion of the Palos Verdes Peninsula outside of the City of Rolling Hills
Estates, and is accordingly incomplete and insufficient.
Section 2. The portion of Deep Valley Drive proposed to be vacated is
needed for both present and future public street purposes. Neither said report nor any
other study or report known to this City Council adequately provides for the handling
of the traffic and circulation dislocation that would result from such vacation.
Section 3. Neither said Environmental Impact Report nor any other study
or report known to the City Council adequately considers, if at all, the benefit/cost
relationship to and impact upon either the City of Rancho Palos Verdes or to the
Peninsula as a whole, which matter must be taken into consideration and the necessary
provisions made therefor in the interest of sound development and planning of the
entire Peninsula.
Section 4. The City of Rancho Palos Verdes has been so recently incor-
porated that it does not yet have a General Plan for the City of Rancho Palos Verdes
and several months' time are needed for the development of such a plan and for the
joint planning and cooperation with respect to a major development on the very bound-
aries of the City that are needed for the development of the Palos Verdes Peninsula
in a manner of benefit to all of its residents.
Section 5. This City Council hereby expresses its opposition to the
proposed vacation of Deep Valley Drive and to the proposed Rolling Hills Fashion Center
as presently planned and requests the City of Rolling Hills Estates to take no further
steps for the implementation of such proposals until the necessary studies, reports
and plans have been made and fully considered with an opportunity afforded to the
City of Rancho Palos Verdes for joint consultation with respect thereto.
