A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES ESTABLISHING A POLICY
FOR CITY OFFICIALS AND CITY PERSONNEL ATTENDING
CONFERENCES. `
THE CITY--COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
RESOLVE AS FOLLOWS: .
Section 1. Conferences for the purposes of this policy - '
shall include conferences, seminars, workshops and meetings that .
are longer than one day in duration and necessitate overnight lodg- •
ing and/or exceed $50.00 in cost.
Section 2. Conference attendance shall only be for City
11/ business affiliated matters. . . .
Section 3. City Council member attendance, up to the
amount of budget authorization, at those conferences. conducted by
the following organizations and agencies shall riot require City
Council approval after adoption of the budget: .

a; League of California Cities
b. California Contract Cities
c. Southern California Association of Governments
d. State of California Task Forces
e. National League of Cities, meetings in
California
f. City related trips held in the State of
California that a City Council Member deems
beneficial.
g. There shall be no out-of-state travel with-
. out City Council approval.
Section 4 . Attendance at conferences' by City commission
and committee members shall be as follows:
a. Conferences attended by commission/committee
members shall 'be recommended by a designated
Department Head and approved by the City
Council.
. b. Attendance at conferences shall not be limited
to those recommended by staff. However, adopted
budget appropriations shall not be exceeded.
c. Conferences attended shall not exceed two in-
, state by any member in any one fiscal year,
without Council approval.
d. There shall be no out-of-state travel without
City Council approval.
Section 5. The City Manager may attend up to three in-
state conferences in any one fiscal year. Out-of-state travel shall
be limited to the International City Management Association
Annual Conference, when held in continental United States or Canada,
unless other travel is specifically approved by the City Council.
Section 6. Conferences per Department shall not exceed
three in-state in any one fiscal year. Department Heads holding
an office in a national organization shall be allowed to attend one
out-of-state annual conference with prior City Manager approval.
Section 7. Per diem shall be allowed for all daily ex-
penses, in addition to registration, air fare and lodging expenses.
Per diem shall be computed by figuring arrival at the nearest hour
to the onset of the conference and departure following the conclusion
of the conference, and in no case later than the next succeeding day.
Per diem allowances shall be $30. 00 per day for all personnel.

Section 8 . Transportation allowance shall be computed
on the basis of the cost of coach class air travel, using the short-
est and most direct route. Should a personal vehicle be used for
travel, the transportation allowance shall be based on the cost of
the City' s prevailing mileage reimbursement rate, but shall not
exceed equivalent air fare for the same distance traveled.
Section 9. Conferences and miscellaneous meetings shall
be separated into two objects in the budget and accounting system.
Section 10. Conference expenditures shall be recorded on
a report form, not as a request for payment, but rather to provide
assistance in budget control, conference evaluation, year end total
costs, and date for determining amount to be requested in next year' s
budget. Report forms shall be completed and maintained in the fol-
lowing manner:
a. City Council and City Manager expense re-
ports shall be completed and maintained
by the City Manager' s office.
b. Commission/Committee Members and employees
shall complete the reports, which will be
maintained by the appropriate Department
Head.
c. A conference evaluation report shall appear
in the reading file.
Section 11. In no event shall amounts expended for at-
tendance at conferences exceed those amounts budgeted each year
by the City without the specific authorization and approval of
the City Council.
Section 12. Staff, committees and commissions shall sub-
mit conference expenditure requests and recommendations to the
City Council for review and approval during the budget process.
