A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES CREATING A TRAFFIC
COMMITTEE
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. Traffic Committee, Creation of. There is
hereby established an advisory Traffic Committee with member-
ship, powers, and duties as provided herein.
Section 2. Members. The Traffic Committee shall consist
of five (5) members who shall be appointed by the City Council
and who shall serve at the pleasure of the City Council. The
term of office for each Member first appointed shall continue to
and include March 16, 1976 and thereafter until a successor for
the Member whose term is expiring has been appointed. All suc-
cessive Members appointed shall hold office until the second
regular meeting of the City Council in March of each even-
numbered year, and thereafter until a successor has been appointed.
Should any vacancy exist on the Traffic Committee, an appointment
shall be made in like manner for the unexpired portion of the term.
The Director of Public Works shall serve as Ex-Officio member of the
Traffic Committee.
Section 3. Absence from Meetings. Notwithstanding any
other provision of this code, any Member who is absent from any
three (3) consecutive regular meetings of said Traffic Committee
unless excused from attendance by consent of such Committee
expressed by action recorded in its Minutes or who is absent
without such absence being excused of record, from a total of
five (5) regular meetings of said Committee in any six (6) months
period, shall thereby automatically forfeit his or her position
as a member of said Traffic Committee. In such case the name
of such Member shall be automatically removed from the membership
of said Committee immediately after the adjournment of any such
third consecutive meeting or of any such fifth meeting in any
six months period, as the case may be, at which. such Member has
not appeared. The Chairperson or Secretary of the Traffic Committee
shall thereupon promptly notify the City Council and such person
so ceasing to be a Member, of the fact of such vacancy.
Section 4. Meetings. The Traffic Committee shall hold
at least one regular meeting in each month at such time and
place as designated in the rules and regulations of the Committee.
The Committee shall further determine and provide in its rules
and regulations the manner in which special meetings may be held
and the notice to be given of such meetings. A majority of the
members shall constitute a quorum.
Section 5. Duties. The Traffic Committee shall have
the following duties:
(1) Stimulate and assist in the preparation and pub-
lication of traffic reports;
(2) Consider matters involving traffic safety and
other matters which are brought to its attention by the City
Council or Public Works Director;
(3) Make such recommendations as it may deem advis-
able concerning traffic, safety, or other matters, which are
referred to it by the City Council or to other agencies and
individuals;
(4) Make an annual report each fiscal year of all
activities and of all disbursements made in connection with
traffic safety programs;
(5) Review and Comment of Capital Improvement Programs
pertaining to traffic safety;
(6) Recommend to the City Council subjects which
should be studied by the Committee.
Section 6. Organization. The City Council shall appoint
the Chairperson. The Traffic Committee shall elect a Vice-
Chairperson and a Secretary from among its members, at its
first organizational meeting and thereafter at its first regular
meeting in April of each even-numbered year. The Committee may
also appoint such other officers as may be necessary for the
administration of its business, at the same time and for like
terms. Said officers shall enter in the duties of their office
at the first regular meeting in April of each even-numbered year.
The Committee shall adopt rules and regulations for the trans-
action of its business and shall keep a record of all its
resolutions, actions, and determinations. Resolutions and official
records shall be filed with the City Clerk.
