CC RES 1975-092 RESOLUTION NO. 75-92 A RESOLUTION OF THE CITY OF RANCHO PALOS VERDES CREATING A PARKS AND RECREATION COMMITTEE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Parks and Recreation Committee, Creation of. There shall be, and there is hereby established, an advisory committee to be known and designated as the Parks and Recreation Committee. This Committee shall formulate, subject to Council direction and control, a Parks and Recreation Program for the City of Rancho Palos Verdes. Section 2. Members. The Parks and Recreation Committee shall consist of five (5) members who shall be appointed by the City Council and who shall serve at the pleasure of the City Council. The term of office for each Member first appointed shall continue to and include March 16, 1976 and thereafter until a successor for the Member whose term is expiring has been appointed. All successive members appointed shall hold office until the second regular meeting of the City Council in March of each even-numbered year, and thereafter until a successor has been appointed. Should any vacancy exist on the Parks and Recreation Committee, an appointment shall be made in like manner for the unexpired portion of the term. The Community Services Officer and Recreation Supervisor shall serve as Ex- Officio members of the Parks and Recreation Committee. Section 3. Absence from Meetings. Notwithstanding any other provision of this code, any member who is absent from any three (3) consecutive regular meetings of said Park and Recreation Committee unless excused from attendance by consent of such Committee expressed by action recorded in its Minutes or who is absent without such absence being excused of record, from a total of five (5) regular meetings of said Committee in any six (6) months period, shall thereby automatically forfeit his or her position as a member of said Parks and Recre- ation Committee. In such case the name of such Member shall be automatically removed from the membership of said Committee immediately after the adjournment of any such third consecutive meeting or of any such fifth meeting in any such six months period, as the case may be, at which such Member has not appeared. The Chairperson or Secretary of the Parks and Recreation Committee shall thereupon promptly notify the City Council and any such per- son so ceasing to be a Member, of the fact of such vacancy. Section 4. Meetings. The Parks and Recreation Committee shall hold at least one regular meeting in each month at such time and place as designated in the rules and regulations of the Committee. The committee shall further determine and provide in its rules and regulations the manner in which special meetings may be held and the notice to be given of such meetings. A majority of the members shall constitute a quorum. Section 5. Duties. The Parks and Recreation Committee shall have the following duties: (1) Act in an advisory capacity to City Council and staff in all matters pertaining to Parks and Recreation, and cooperate with other governmental agencies and civic groups in the advancement of sound Park and Recreation planning and programming; (2) Consider matters involving Park and Recreation and other matters which are brought to its attention by the City Council or staff; (3) Make an annual report each fiscal year of all activities and of all disbursements made in connection with the Parks and Recreation program; (4) Review and comment on Capital Improvement Programs pertaining to Parks and Recreation; (5) Recommend to the City Council subjects which should be studied by the Committee. Section 6. Organization. The City Council shall appoint the Chairperson. The Parks and Recreation Committee shall elect a Vice-Chairperson and a Secretary from among its members, at its first organizational meeting and thereafter at its first regular meeting in April of each even-numbered year. The Committee may also appoint such other officers as may be necessary for the administration of its business, at the same time and for like terms. Said officers shall enter in the duties of their office at the first regular meeting in April of each even-numbered year. The Committee shall adopt rules and regulations for the transaction of its business and shall keep a record of all its resolutions, actions, and determinations.
