A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES
APPROVING TENTATIVE PARCEL MAP
NUMBER 5986
WHEREAS, Tentative Parcel Map No. 5986 has been filed, which would relocate
the lot lines for four existing contiguous lots, said lots identified as 29254, 29256,
29258 and 29270 Palos Verdes Drive East;
WHEREAS, the Planning Advisory Committee of the City of Rancho Palos Verdes
has reviewed the proposal and has recommended its approval; and
WHEREAS, after notice required by the Subdivision Ordinance, a public
hearing was duly held on the requested approval of Tentative Parcel Map No. 5986 on
October 22, 1975 at which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1. That the approval will not create new lots but will relocate
the property lines of the four existing lots.
Section 2. That the lot line adjustments will not reduce the lot area of
any of the subject properties below 20,000 square feet, and therefore is consistent
with the provisions of the recently adopted General Plan.
Section 3. That such adjustment will not be materially detrimental to the
public health, safety or general welfare, since physical improvements, dedications
and maintenance agreements are required.
Section 4. That such adjustment will not adversely affect the use, enjoy-
ment or valuation of property of other persons located in the vicinity, since many
other lots in the vicinity are of similar size and design.
Section 5. That the tentative parcel map is in conformance with Sections
66473.5 and 66474 of the Subdivision Map Act.
Section 6. For the foregoing reasons, the City Council of the City of Rancho
Palos Verdes hereby grants approval of Tentative Parcel Map 5986 subject to the attached
conditions marked Exhibit "A", which are necessary to protect the health, safety and
general welfare in the area.

EXHIBIT "A"
The conditions of approval are as follows:
1. This approval expires twelve (12) months from the date of approval of this parcel
map by the City Council of the City of Rancho Palos Verdes.
2. That a maintenance agreement which will provide for the upkeep of the access
easement be approved by the City and made a part of the deed to each of the subject
properties.
3. Prior to filing the parcel map, a dedication be made to the City of Rancho Palos
Verdes the right to restrict vehicular access rights from the subject property
directly to Palos Verdes Drive East.
4. The additional widening for Palos Verdes Drive East, 20 feet from the latest ap-
proved centerline, be approved as a private and future street.
Prior to filing a parcel map, execute a future interest road deed to the City for
the required right-of-way, plus 10-foot slope easements.
5. The on-and-off site easement with a minimum width of 20 feet be delineated on
the final map.
6. Easements shall not be granted or recorded within areas proposed to be granted,
dedicated, or offered for dedication for public streets or highways, access rights,
building restriction rights, or other easements until after the final parcel map
or tract map is filed with the County Recorder unless such easements are subordi-
nated to the proposed grant or dedication. If easements are granted after the date
of tentative approval, a subordination must be executed by the easement holder
prior to the filing of the final parcel map or tract map.
A preliminary title report/parcel map guarantee is needed that covers the proposed
parcel map showing all fee owners and interest holders. The account for this title
report should remain open until the final parcel map is filed with the County
Recorder.
A final parcel map or tract map prepared by, or under the direction of, a Registered
Civil Engineer or Licensed Land Surveyor must be processed through this Department
prior to being filed with the County Recorder.
Prior to submitting the parcel map or tract map to the City Engineer for his
examination pursuant to Sections 66442 or 66450 of the Government Code, obtain
clearances from all affected departments and divisions including a clearance from
the Subdivision Section of Mapping Division of County Engineer for the following
mapping items: mathematical accuracy, survey analysis, and correctness of
certificates and signatures.
Submit a preliminary parcel map guarantee if grants, dedications, or offers of
dedication are to be made by certificate on the parcel map. A final parcel map
guarantee will be required at the time of filing of the parcel map with the
County Recorder.
7. There are no public sanitary sewers available to serve this land division. Consult
the local Building and Safety Division of the Department of City Engineer for
sewage disposal requirements.
Easements are tentatively required, subject to review by the City Engineer to
determine the final locations and requirements.
8. All lots shall be served by adequately sized water system facilities which shall
include fire hydrants of the size and type and location as determined by the Fire
Chief.
The water mains shall be of sufficient size to accommodate the total domestic and
fire flows required for the land division. Domestic flows required are to be
determined by the City Engineer. Fire flows required are to be determined by
the Fire Chief.

If the water system facilities are not installed prior to the filing of this land
division, the subdivider must also submit a Labor and Materials Bond in addition
to either:
a. An Agreement and a Faithful Performance Bond in the amount estimated by the
City Engineer guaranteeing the installation of the water system, or
b. An Agreement and other evidence satisfactory to the City Engineer, indicating
that the subdivider has entered into a contract with the serving water utility
to construct the water system as required, and has deposited with such water
utility security guaranteeing payment for the installation of the water system.
There shall also be filed with this Division a statement from the water purveyor
indicating that the proposed water mains and any other required facilities will
be operated by the purveyor and that under normal operating conditions the system
will meet the requirements for the land division.
The Fire Chief's Office requests that one (1) fire hydrant with a 6" x 4" x 2 1/2"
head, James Jones No. 3708, or approved equal, six inch diameter lateral, six
inch diameter lateral, six inch gate valve, and six inch diameter riser or bury
be installed to upgrade the existing fire hydrant located on the east side of
Palos Verdes Drive East approximately 150 feet northwest from the most westerly
corner of Parcel "A".
The Fire Chief's Office advises that under normal operating conditions, the fire
flow for this land division map is to be 1750 gpm for a duration of two (2) hours
at 20 psig residual.
9. The property in and adjacent to natural drainage courses is subject to flood hazard.
Portions of the property are subject to sheet overflow and high velocity scouring
action.
Drainage plans and necessary support documents to comply with the following re-
quirements must be approved prior to filing of a final map:
a. Place a note of flood hazard to the satisfaction of the City Engineer and
dedicate to the City the right to restrict the erection of buildings or other
structures within those portions designated as areas subject to flood hazard.
b. Show and label all natural drainage courses unless they are replaced by
drainage facilities.
Prior to the issuance of building permits, plans must be approved to:
a. Eliminate the sheet overflow or elevate the floors of the buildings with no
openings in the foundation walls to at least 12 inches above the finished
pad grade.
b. Provide drainage facilities to protect the lots from high velocity scouring
action.
c. Provide for contributory drainage from adjoining properties.
10. Provide water mains, fire hydrants, and fire flows as determined by the City Fire
Chief for all land shown on the map to be recorded.
11. The subdivision is reasonably free of flood hazard from channels and streams under
the Flood Control District's jurisdiction. Refer to the report of the City
Engineer concerning local drainage.
12. Although sanitary sewers are not available and the tract will be dependent upon the
use of individual sewage disposal systems, the County of Los Angeles Department of
Health Services has no objection to the approval of proposed Parcel Map No. 5986
on condition that:
a. The private sewage disposal systems will be installed in compliance with Los
Angeles County Ordinances No. 2269 and No. 7583.
b. If, because of future grading, or for any other reason, it is found that the
requirements of the Plumbing Code cannot be met on either of the proposed lots,
