CC RES 1975-067 RESOLUTION NO. 75-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES GRANTING A CONDITIONAL USE PERMIT FOR A PRIVATE ARCHERY RANGE WHEREAS, South Bay Archery Club, Inc. has requested a condi- tional use permit to operate a private recreational facility in a RA-1 district on an approximately 12 acre site north of Palos Verdes Drive South near the Crenshaw right-of-way, with the only improve- ments to be installation of twenty-eight targets, portable toilet facilities, and unpaved parking areas; and WHEREAS, the Planning Advisory Committee of the City of Ran- cho Palos Verdes has recommended its approval; and WHEREAS, after notice required by the City' s Zoning Ordinance, a public hearing was duly held on the requested conditional use per- mit on September 2 , 1975, at which time all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS : Section 1. That, given the conditions contained herein and ap- plying hereto, the requested use at the location proposed will not: a. Adversely affect the health, peace, comfort or welfare of persons residing or working in the surrounding area, be- cause the site is isolated from residential areas,with the nearest residence more than 200 yards from any future target; or b. Be materially detrimental to the use, enjoyment or valua- tion of property of other persons located in the vicinity of the site, for the same reason expressed in (a) above; or c. Jeopardize, endanger or otherwise constitute a menace to the public health, safety or general welfare, because of its limited use and because it will be regulated and con- trolled by its officers; and Section 2. That the proposed site being 12 acres is adequate in size and shape to accommodate the parking and limited non-perma- nent features as prescribed in this Resolution, or as is otherwise required in order to integrate said use with the surrounding area; and Section 3. That the proposed site is adequately served by: a. A major road, Palos Verdes Drive South, of sufficient width and improvement to carry the kind and quantity of traffic such use would generate, and the existing private, dirt access road is sufficient for the approximately 30 cars maximum which would be at the site. b. No private or public service facilities are required. Section 4. That the proposed use is not in substantial con- flict with the General Plan in that: a. The proposed use is for a private recreational facility with no permanent improvements; and b. The Land Use Plan of the City of Rancho Palos Verdes desig- nates the subject property for Natural Environment/Hazard use, which allows for low intensity uses with no permanent structures . Section 5. For the foregoing reasons, the City Council of the City of Rancho Palos Verdes hereby grants a conditional use permit on the property located north of Palos Verdes Drive South, near the Crenshaw right-of-way, whose location is contained in Exhibit "B" and is a part hereof, to operate a private archery range in the above described manner and subject to the conditions prescribed in Exhibit "A" of this Resolution, said conditions being necessary to protect the health, safety, and general wel- fare in the District. All final plans shall be approved by the Director of Planning. 2 . Fire prevention measures shall be taken as directed by the local Fire Marshal. 3. The City shall maintain the right to revoke this approval and close the archery park and range on a thirty day notice. 4. Should a condition arise which may prove to be an imminent hazard to the health, safety, or welfare of person or persons in the area, the City retains the right to immediately sus- pend the use and operation of the archery park and range until the hazard is corrected. -3- Resolution No. 75-67
