A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES REDETERMINING PROCEEDINGS
AND DIRECTING PREPARATION OF A DEBT LIMIT
INVESTIGATION REPORT FOR UTILITY CONVERSION IN
FORRESTAL DRIVE (RANCHO PALOS VERDES IMPROVEMENT
DISTRICT NO. 1 )

THE CITY COUNCIL OF THE CITY OF RANCHO PALO VERDES DOES RESOLVE
AS FOLLOWS:
WHEREAS, the City Council of the City of Rancho Palos Verdes
on December 18, 1973, adopted Resolution No. 62 instituting
proceedings and directing preparation of a debt limit investigation
report for the conversion of existing overhead electric and
communication facilities to underground in Forrestal Drive and
other rights of way, under provisions of Division 12, Streets and
Highways Code; and
WHEREAS, the public utility providing electric service to this
area has modified its plans for the main distribution system; and
WHEREAS, it is now desirable to revise the boundary of the
district to exclude areas of land which will not be benefited by
the improvement; and
WHEREAS, the present intent of the City Council is to redeter-
mine proceedings and direct preparation of a debt limit investiga-
tion report; and
WHEREAS, the County Engineer of the County of Los Angeles has
been appointed City Engineer of the City of Rancho Palos Verdes
and will thus provide certain acts, services and forms in these
proceedings; and
WHEREAS, the County of Los Angeles must be compensated by the
City of Rancho Palos Verdes for these acts, services and forms
provided by the County Engineer in these proceedings; and
WHEREAS, the City of Rancho Palos Verdes will be reimbursed
in whole or in part for this compensation from the incidental
expenses advanced by the contractor.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES RESOLVES THAT:
1 . The public interest and convenience require the con-
version of existing overhead electric and communication
facilites to underground locations in Forrestal Drive
and other rights of way within the assessment district
proposed therefor, substantially as indicated on the
map attached hereto.
2. The district of lands proposed to be specially assessed
to pay the cost of said improvement shall include in
general the area included within the boundary line as
shown on said map.
3. The City proposes to pay no money toward the total cost
of the improvement from any source other than special
assessments upon benefited property.
4. This project shall be known as Rancho Palos Verdes
Improvement District No. 1 , Forrestal Drive et al.
5. The City Engineer is hereby requested to procure the
required information and prepare a written report upon
said improvement in accordance with provisions of
Division 4 of the Streets and Highways Code.
6. The City Engineer is hereby requested to provide all
necessary resolutions, reports, plans, specifications,
estimates, maps, notifications, proposal forms, con-
tract forms, bond forms and any other acts, service or
forms necessary to complete this project in accordance
with the provisions of Division 7 of the Streets and
Highways Code under which the proceedings are to be
conducted.
7. The City Engineer is hereby directed to negotiate
agreements with the Southern California Edison Company,
General Telephone Company of California and Palos Verdes
Cable TV which shall provide, among other things, for
the supplying of plans and specifications, said agree-
ments to be in accordance with the provisions of Section
5896.9 of Division 7, of the Streets and Highways Code.
8. The City of Rancho Palos Verdes will reimburse the
County of Los Angeles for all costs incurred by the
County Engineer on this project after this date in
accordance with the General Services Agreement.
9. The aforementioned resolution adopted by the City Council
December 18, 1973, be rescinded.
10. The City Clerk is directed to forward one certified copy
of this resolution to the County Engineer.
