A RESOLUTION OF THE CITY COUNCIL OF RANCHO
PALOS VERDES , CALIFORNIA, RE-NAMING AND RE- -
CONSTITUTING THE ENVIRONMENTAL ASSESSMENT
COMMITTEE AND AMENDING RESOLUTION NO. 74-32 .

The City Council of the City of Rancho Palos Verdes hereby resolves
as follows : • .
Section 1. Section 1 of Resolution No. 74!32-...dopted
April 2 , 1974 , is hereby amended to read : ' •
"Section 1. An Environmental Committee has been and hereby
is constituted and established, consisting of three (3)
members to be appointed by the Council , and who shall
serve at the pleasure of the City Council. " The term of
office for each Member first appointed shall continue to
and include March 21, 1978 and thereafter until a successor
for the Member whose term is expiring has been appointed.
All successive Members appointed shall hold office until the
second regular meeting of the City Council in March of each
even-numbered year, and thereafter until a successor. has
been appointed. Should any vacancy exist on the Environ-
mental Committee, an appointment shall be made i°n like manner
for the unexpired portion of the term. The D.iz ector of
Planning shall serve as Ex-Officio member of the -tnviron.-
mental Committee and Secretary thereof.
Section 2 . Section 2 of Resolution No. 74-32 , dopted
April 2 , 1974 , is hereby amended to read:
"Section 2. Duties. The Environmental Committee shall have,
exercise , and perform the duties and functions provided for
in Resolution No. 74-28 , as amended, and shall have such other
powers, duties and functions as may be from time to time
provided by the City Council. "
Section 3 . Absence from Meetings . Notwithstanding any other
provision of this code, any Member who is absent from any three (3)
consecutive regular meetings of said Environmental Committee unless
excused from attendance by consent of such Committee expressed by
action recorded in its Minutes or who is absent without such absence
being excused of record, from a total of five (5) regular meetings of
said Committee in any six (6) months period, shall thereby automatically
forfeit his or her position as a member of said Environmental Committee.
In such case the name of such Member shall be automatically removed
from the membership of said Committee immediately after the adjournment
of any such third consecutive meeting or of any such fifth meeting in
any six months period, as the case may be, at which such Member has not
appeared. The Chairperson or Secretary of the Environmental Committee
shall thereupon promptly notify the City Council and such person so
ceasing to be a Member, of the fact of such vacancy.
Section 4 . Meetings. The Environmental Committee shall hold
at least one regular meeting in each month at such time and place as
designated in the rules and regulations of the Committee. The Com-
mittee shall further determine and provide in its rules and regulations
the manner in which special meetings may be held and the notice to be
given of such meetings . A majority of the members shall constitute
a quorum.

Section 5 . Organization. The City Council shall appoint the
Chairperson. The Environmental Committee shall elect a Vice-Chair-
person and a Secretary from among its members at its first organi-
zational meeting and thereafter at its first regular meeting in April

of each even-numbered year. The Committee may also appoint such
other officers as may be necessary for the administration of its
business , at the same time and for like terms . Said officers shall
enter in the duties of their office at the first regular meeting in
April of each even-numbered year. The Committee shall adopt rules
and regulations for the transaction of its business and shall keep
a record of all its resolutions , actions, and determinations.
Resolutions and official records shall be filed with the City Clerk.
Section 6 . This resolution shall become effective
June 1, 1976.
Section 7 . The Mayor shall sign this resolution and the City
Clerk shall attest and certify to the passage and adoption thereof.
