A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES
APPROVING TENTATIVE PARCEL MAP 3963
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES HEREBY RESOLVES
AS FOLLOWS :
WHEREAS, Tentative Parcel Map 3963 has been filed,
which would create two lots of 5. 21 acres and 4 . 0 acres from the
existing 9 . 210 acre parcel;
WHEREAS , said parcel, identified as a portion of Lots
51 and 52 of Los Angeles County Assessor' s No. 51 recorded in Map
Book 1, Page 1 of the Assessor' s maps, is located in an institutional
zone ;
WHEREAS , the Planning Advisory Committee of the City
of Rancho Palos Verdes has reviewed the proposal and has condition-
ally recommended its approval;
WHEREAS, after notice required by the City' s Sub-
division Ordinance was duly issued on the requested approval of
Tenative Parcel Map 3963;
WHEREAS, on January 6, 1976 a public hearing was
held on the application at which time all interested persons were
given full opportunity to be heard and present evidence;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS :
Section 1. That the creation of these two lots of
4 . 00 acres and 5. 210 acres is consistent with the Development Code
and the recently adopted General Plan.
Section 2. That the creation of these two lots will
not be materially detrimental to the public health, safety or general
welfare, since physical improvements and dedications are required
and the conditional use permit which will be required for the devel-
opment of either parcel may require further conditions and/or
restrictions necessary to protect the public health, safety and
general welfare.
Section 3. That such adjustment will not adversely
affect the use, enjoyment or valuation of property of other persons
in the vicinity, since other lots in the vicinity are of similar
size and design.
Section 4. That the tentative parcel map is in
conformance with Sections 66473. 5 and 66474 of the Subdivision
Map Act.
Section 5. For the foregoing reasons, the City
Council of the City of Rancho Palos Verdes hereby grants approval
of Tentative Parcel Map 3963 subject to the attached conditions
marked Exhibit "A" , which are necessary to protect the public health,
safety and general welfare in the area.

I HEREBY CERTIFY that the foregoing is a true and

EXHIBIT "A"
Parcel Map No. 3963 is approved subject to the following
conditions :
1. This approval expires 12 months from the date of approval of
this parcel map by the City Council of the City of Rancho
Palos Verdes.
2. Any outstanding assessments must be paid prior to filing the
final parcel map with the County Recorder.
3. Any dedications shall be by certificate on the final map and
not by separate instrument.
4 . Any damaged curb shall be repaired along Crestridge Road to
the satisfaction of the City Road Department.
5. Prior to filing the parcel map, dedication shall be made to
the City of the right to restrict by certificate on the final
map, vehicular access rights from the subject property directly
to Crestridge Road.
6. Easements shall not be granted or recorded within areas
proposed to be granted, dedicated, or offered for dedication
for public streets or highways, access rights, building
restriction rights, or other easements until after the
final parcel map is filed with the County Recorder unless
such easements are subordinated to the proposed grant or
dedication. If easements are granted after the date of
tentative approval, a subordination must be executed by
the easement holder prior to the filing of the final parcel
map.
A preliminary title report/parcel map guarantee is required
that covers the entire area showing all fee owners and
interest holders. The account for this title report shall
remain open until the final parcel map is filed with the
County Recorder.
A final parcel map prepared by, or under the direction of,
a Registered Civil. Engineer or Licensed Land Surveyor must
be processed through the City Engineer prior to being filed
with the County Recorder.
Prior to submitting the parcel map to the City Engineer for
his examination pursuant to Section 66450 of the Government
Code, obtain clearances from all affected Departments and
Divisions including a clearance from the Subdivision Section
of Mapping Division of County Engineer for the following
mapping items: mathematical accuracy, survey analysis , and
correctness of certificates and signatures .
Submit a preliminary parcel map guarantee if grants,
dedications , or offers of dedication are to be made by
certificate on the parcel map. A final parcel map guarantee
will be required at the time of filing of the parcel map with
the County Recorder.
7. Approval of this land division is contingent upon the
installation and dedication of local main line sewers and
separate house laterals to serve each lot of the land
division.

The subdivider shall consult the Sanitation Division of the
Department of City Engineer to determine the sewer design
requirements .
Easements are tentatively required, subject to review by
the City Engineer to determine the final locations and
requirements.
The discharge of sewage from this land division into the
public sewer system will not violate the requirements of the
California Regional Water Quality Control Board pursuant to
Division 7 (Commencing with Sec. 13000) of the Water Code.
8. All lots shall be served by adequately sized water system
facilities which shall include fire hydrants of the size
and type and location as determined by the Fire Chief.
The water mains shall be of sufficient size to accommodate
the total domestic and fire flows required for the land
division. Domestic flows required are to be determined by
the City Engineer. Fire flows required are to be determined
by the Fire Chief.
At the time the final land division map is submitted for
checking, plans and specifications for the water system
facilities shall be submitted to the City Engineer for check-
ing and approval, and shall comply with the City Engineer ' s
standards .
Approval for filing of this land division is contingent upon
approval of plans and specifications mentioned above. If the
water system facilities are not installed prior to the filing
of this land division, the subdivider must also submit a Labor
and Materials Bond in addition to either :
a. An Agreement and a Faithful Performance Bond in the amount
estimated by the City Engineer guaranteeing the installation
of the water system, or
b. An Agreement and other evidence satisfactory to the City
Engineer, indicating that the subdivider has entered into
a contract with the serving water utility to construct the
water system as required, and has deposited with such water
utility security guaranteeing payment for the installation
of the water system.
There shall also be filed with the Waterworks and Utilities
Division a statement from the water purveyor indicating that the
proposed water mains and any other required facilities will be
operated by the purveyor and that under normal operating con-
ditions the system will meet the requirements for the land
division.
The Fire Chief ' s office requests that three fire hydrants with
6"x4"x21/2" heads, James Jones No. 3708 or approved equal, six
inch diameter lateral, six inch gate valve, and six inch diameter
riser or bury be installed on the north side of Crestridge Road
located approximately 360, feet, 660 feet and 960 feet east of
the centerline of Highridge Road, or at such other location as
may be acceptable to the Fire Chief' s office.
The Fire Chief' s office advises that under normal operating
conditions, the fire flow for this land division map is to be
4000 gpm for a duration of four hours at 20 psig residual .
9. Portions of the property are subject to sheet overflow, ponding
and high velocity scouring action.
Drainage plans and necessary support documents to comply
with the following requirements must be approved prior to
filing of a final map :
a. Eliminate the sheet overflow and ponding or elevate
the floors of the buildings with no openings in the
foundation walls to at least 12 inches above the
finished pad grade.
b. Provide drainage facilities to protect the lots from
high velocity scouring action.
c. Provide for contributory drainage from adjoining
properties .
10 . The subdivision is reasonably free of flood hazard from
channels and streams under the Flood Control District' s
jurisdiction. Refer to the report of the City Engineer,
Design Division.
11. Provide water mains, fire hydrants, and fire flows as
determined by the County Forester and Fire Warden for all
land shown on the map to be recorded.
12. The Los Angeles County Department of Health Services
recommends that sanitary sewers be installed to serve pro-
posed Parcel Map No. 3963.
The owner' s statement indicates that domestic water will
be supplied by California Water Service.
