CC RES 1977-008 RESOLUTION NO. 77-8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ENDORSING THE PRIORITY PLAN FOR EXPENDITURE FOR JURIS- DICTIONS WITHIN THE COUNTY OF LOS ANGELES FROM THE NEJEDLY-HART STATE, URBAN, AND COASTAL PARK BOND ACT OF 1976 WHEREAS, SB 1321 approved by the Governor of the State of California on June 24, 1976, created the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976; and WHEREAS, the voters of the State of California on November 2 , 1976, adopted the Ne j ed ly-Hart State, Urban, and Coastal Park Fond •Ac t of 1976 and authorized the issuance of bonds in the amount of $280 mi ll ion to provide funds to acquire, develop, and restore real property for state and local park, beach, recreational and historical purposes, and WHEREAS, approximately $24 . 5 million of these funds will be available for use by Los Angeles County and eligible cities and districts within Los Angeles County for the acquisition and development of high priority projects; and WHEREAS, Section 5096. 127 of the Public Resources Code requires that each County of the State submit a priority plan of expenditures to the State Department of Parks and Recreation prior to June 30 , 1978; and WHEREAS, the plan must be approved by at least fifty percent (50%) of the cities and districts within the County representing at least fifty percent (50%) of the population of the cities and districts, and by the County Board of Supervisors; and WHEREAS, similar provisions were required for State Beach, Park, Historical and Recreational Facilities Bond Act of 1974 and after numerous meetings more than fifty percent (50%) of the jurisdictions and represent- ing more than fifty percent (50%) of the population agreed that the ex- penditures plan should provide twenty-five percent (25%) of the available funds to Los Angeles County in recognition of its regional park responsi- bility as well as its local park responsibility and the remaining seventy- five percent (75%) to be made available to cities and districts on an equal per capita basis except that no jurisdiction would receive less than $10, 000; and WHEREAS, all cities and districts within Los Angeles County were invited to send representatives to a December 2, 1976, meeting where- in the attached priority plan for expenditures was adopted by an over- whelming majority: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho Palos Verdes hereby approves the priority plan for expendi- tures for Los Angeles County as adopted at the December 2 , 1976, meeting. Said plan provide that: II. Twenty-five percent (25%) of the funds available for the agencies in Los Angeles County will be allocated to the County of Los Angeles in recognition of its regional park responsibilities in addition to its local park responsibilities for the unincorporated areas. Based on the State' s current projected 1980 population, the funds available for the agencies of Los Angeles County will be $24 , 501, 697 . This figure is subject to minor change when the State Department of Finance recomputes the projected 1980 population in January, 1977 . The State' s January, 1977, projected 1980 population of Counties will be the basis on which the funds will be allocated to Counties. Therefore, the County of Los Angeles can expect to allocate about $6, 125, 424, (25% of $24 ,501,697) . II. Cities in Los Angeles County with a population of less than 3, 275 will receive $10, 000 based on the plan that no City will re- ceive less than $10, 000 . III. The remaining funds will be allocated to cities on a per capita basis. The population figures to be used in computing the amount to be allocated to each City will be the State of California Department of Finance estimated population as of January, 1977.
