CC RES 1977-031 RESOLUTION NO. 77-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES URGING THE CALIFORNIA STATE LEGISLATURE TO REVISE THE PRESENT METHOD OF SALES TAX DISTRIBUTION TO LOCAL GOVERNMENT AND ADOPTING A "FAIR SHARE" FORMULA BASED PREDOMINANTLY ON A PER CAPITA BASIS THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES RESOLVE AS FOLLOWS: WHEREAS, the present sales tax distribution to local government results in a distorted distribution ranging from a low of approximately 27Q per capita to a high of $13,194 per capita; and WHEREAS, a substantial majority (approximately 91%) of the counties in California are receiving less than their per capita "Fair Share" of sales tax; and WHEREAS, a substantial majority (approximately 60%) of the cities in California are receiving less than their per capita "Fair Share" of sales tax; and WHEREAS, the vast majority of legislative districts in California have an overwhelming majority of local governments receiving less than their "Fair Share" of sales tax. NOW, THEREFORE, the City Council of the City of Rancho Palos Verdes does hereby find, determine, and resolve as follows: That the City Council of the City of Rancho Palos Verdes urges the state legislature to revise the present method of sales tax distribution to a "Fair Share" formula in which 5% of the present 1% be returned to local govern- ment in the same manner as now prescribed and that the balance of that 1% be equally distributed on a per capita basis.
