A RESOLUTION OF THE CITY OF RANCHO PALOS
VERDES ADOPTING RULES AND REGULATIONS
GOVERNING THE APPOINTMENT OF CITIZEN
COMMISSIONS OR COMMITTEES
WHEREAS, the City must meet certain requirements by law when appointing
citizens to Commissions or Committees, and
WHEREAS, the City wishes to adhere to and make known the procedure that
will be followed in making such appointments
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE
AS FOLLOWS:
Section 1: Sequence of Commission and Committee Appointments. The ap-
pointments shall be made in the following sequence:

� ) Planning Commission
(2) Parks and Recreation Committee
(3) Traffic Committee
(4) Environmental Committee
Section 2: Notification to the Public of .Impending Appointments. On or
before December 31 prior to each even-numbered year the City Council shall have
the City Clerk prepare an appointments list of all Commissions and Committees
which are appointed by the City Council. The appointee's list shall contain the
following information:
(1) A list of all appointive terms which will expire during the
next calendar year, with the name of the incumbent appointees,
the date of appointment, the date the term expires, and the
necessary qualifications for the position.
(2) A list of all Commissions and Committees whose members serve
at the pleasure of the City Council, and the necessary qualifi-
cations for each position.
The appointments list shall be made available to members of the public.
On or before March 15 of each even-numbered year the City Clerk shall
place a notice of all impending Commission and Committee appointments in the
local newspaper inviting qualified citizens to apply. Applications for these
appointive positions shall be made available at the City Hall.
- On or before March 15 of each even-numbered year the City Clerk shall send
letters to the incumbent members of the Commissions and Committees requesting
them to submit an application if they wish to be considered for reappointment.
The deadline for submission of applications shall be 5:00 P.M. of the
eighteenth day prior to date of the Council meeting at which the appointments shall
be made.
Whenever an unscheduled vacancy occurs in any Commission or Committee,
whether due to resignation, death, termination, or other causes, a special
vacancy notice shall be placed in the local newspaper, within 20 days after the
vacancy.
Section 3: Listing of Candidates. The City Clerk shall prepare a list of
all candidates and their applications and/or resumes from those who have applied
for a seat on a Commission or Committee. This material shall be made available
to each member of Council at least 14 days prior to the Council meeting at which
the members of the Commission or Committee shall be appointed.
Section 4: Appointments of Commission and Committee Members. Appointments
shall be made by open voting at a City Council meeting. Each member of the
Council shall cast as many votes as seats are open on a Commission or Committee.
No Council member shall cast more than one vote for any candidate. The Mayor shall
record the votes and declare the candidates with the highest number of votes ap-
pointed. It shall require a minimum of three votes to place a candidate on a
Commission or Committee.
Section 5. Term of Appointment. Term of appointments shall
normally be for four years, except for appointments made in the year of 1978.
Appointments made in the year of 1978 for 5 Member Commissions
and Committees shall be as follows:
o three (3) members for two (2) years.
o two • (2) members for four (4) years.
For the year of 1978, the two candidates receiving the highest number of votes
shall be elected for the four-year terms. The other three appointees shall
receive two-year terms.
Appointments made in the year of 1978 for 3 Member Commissions and
Committees shall be as follows:
o two (2) members for two (2) years.
o one (1) member for four (4) years.
For the year of 1978, the one candidate receiving the highest number of votes
shall be elected for the four-year term. The other two appointees shall re-
ceive two-year terms.
Section 6. Breaking Tie Votes or Insufficient Votes. In cases of
tie vote or insufficient votes, each member of Council shall vote again. Voting
under this condition shall be restricted to those candidates who tied or received
insufficient votes in the previous voting. The number of votes for each member
of Council shall be reduced to the number of seats which remain to be filled, or
in the case of a tie for a longer term, to the number of remaining appointments
with the longer term.
Section 7. Unscheduled Vacancies. Appointments to unscheduled
vacancies shall not be made by the City Council for at least ten (10) working
days after the notice of the vacancy has been published in the local newspaper.
Emergency appointments can be made to fill unscheduled vacancies
prior to publishing in the newspaper and allowing the necessary waiting time,
but the person filling such a vacancy can serve only on an acting basis until
such time that a permanent appointment is made.
Section 8. Appointment of Commission or Committee Chairperson.
The City Council shall appoint a chairperson for each Commission and Committee.
The term of the chairperson shall be for one year. Appointment of the chair-
person shall be made as follows:
o Even-numbered years: Following the appointment of members.
o Odd-numbered years: At the second regular City Council meeting
in April.
