CC RES 1978-010 RESOLUTION NO. 78- 10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES OBJECTING TO THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS REGIONAL HOUSING MODEL WHEREAS, the Southern California Allocation of Governments staff has prepared a Regional Housing Allocation Model which assigns a quota of low and moderate income housing units to each city within the SCAG region; and WHEREAS, the SCAG Executive Committee is currently consider- ing policy actions which will severely penalize cities which are unable to meet area wide housing assistance goals by jeopardizing opportunities to receive state or federal monies; and WHEREAS, there are a number of issues which have not been adequately addressed by the drafters of the Regional Housing Allocation Model, to wit, usurping Municipal General Plans and Zoning Ordinances, insufficient consideration of economic cost benefit, a dearth of environ- mental review, inadequate discussion of employment and transportation needs, promulgation of urban sprawl, and an affront to constitutional provisions of home rule; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Palos Verdes that: SECTION 1. The SCAG Executive Committee direct their staff to re-evaluate the practicality of each city's Low and Moderate Income Housing Allocation quota in relation to its General Plan; and SECTION 2. The SCAG Executive Committee consider additional factors when evaluating Regional Housing Allocation Model; and SECTION 3. The SCAG Executive Committee consider Fair Share on a sub-regional distribution basis in lieu of a city-by-city allocation basis. APPROVED AND ADOPTED this 21st day of February, 1978.
