A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES STRONGLY OBJECTING TO THE
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS'
USURPATION OF LOCAL CONTROL AND LOCAL DECISION
MAKING ON MATTERS OF LOCAL CONCERN
WHEREAS, the Southern California Association of Governments (SCAG) ,
originally formed as an advisory body to local governments and a clearinghouse
for State and Federal grant funds, has exceeded its original advisory purpose,
particularly in the areas of transportation and land use planning but also in
the areas of water availability, water reclamation, community growth, employment
and air quality; and
WHEREAS, SCAG has created area-wide transportation and housing plans
which do not reflect local needs and circumstances; and
WHEREAS, SCAG has become a costly level of government without direct
elected representation; and
WHEREAS, SCAG's regional philosophies are often at odds with the reality
of the taxpayer's limited ability to finance resulting programs; and
WHEREAS, SCAG continues to distribute full reports, letters and documents
to all government officials including anyone who might be only remotely concerned
with a particular subject thereby adding significantly to the overall cost of
government in terms of wasted time, effort, paper, energy, postage, etc. ;
NOW, THEREFORE, the City Council of the City of Rancho Palos Verdes
does hereby resolve as follows:
Section 1. The City Council strongly urges that the elected members
of the SCAG Board of Directors reverse the present trends apparent in SCAG's
efforts in order that SCAG can once again assume its advisory role to local
governments and focus its efforts on acting as a clearinghouse for governmental
bodies searching for solutions to mutual problems.
Section 2. The City Council urges the SCAG Board of Directors to adopt
a policy which would require all future directives or recommendations issued by
SCAG to be accompanied by an Economic Impact Report.
Section 3. The City Council urges the SCAG Board of Directors to adopt
a policy limiting the distribution of voluminous reports and documents. It is
strongly recommended that only one copy of such reports and documents be sent to
the seat of each representative governmental body, i.e. cities and counties. The
use of well written executive summaries should suffice to keep all other parties
informed.
Section 4. The City Clerk is hereby directed to provide copies of this
Resolution to each Mayor of cities belonging to SCAG, to each member of the SCAG
Board of Directors, to the executive Director of SCAG, and to the Director of the
Los Angeles Office of the League of California Cities for distribution to their
Board of Directors.
