CC RES 1979-016 RESOLUTION NO. 79-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES OPPOSING DIVISION OF THE AREA
KNOWN AS EASTVIEW FOR PURPOSES OF ANNEXATION
WHEREAS, the San Pedro and Peninsula Homeowner's Coalition has submitted
a proposal to LAFCO, designated as the "Eastview Annexation," calling for
annexation of unincorporated area to the City of Rancho Palos Verdes, and
WHEREAS, the Eastview annexation proposal includes the 840 acre area
generally bordered by on the north by the City of Lomita, on the south by
Summerland Streets, on the east by the City of Los Angeles and on the west
by the Cities of Rancho Palos Verdes and Rolling Hills Estates, and
WHEREAS, the residents of that area have stated in their proposal to
LAFCO that they consider themselves to have a common interest and local identity,
and
WHEREAS, subsequent to submission to LAFCO of the Eastview annexation
proposal from the San Pedro and Peninsula Homeowners Association, the City of
Los Angeles submitted a proposal, designated as Rolling Hills Addition No. 1-79,
for annexation of 206.5 acres of the area included in the Eastview annexation,
and
WHEREAS, division of the area included in the Eastview annexation proposal
into two separate annexations to two different entities would break up a cohesive
unit, and furthermore,
WHEREAS, division of the area included in the Eastview annexation proposal
would separate the largest commercial zone from the residential section and
would therefore deprive both the citizens of the residential section and the City
that annexed the residential section of the tax revenues that would be needed to
provide services to those residents, and
WHEREAS, Section 35000 of MORGA recognizes that the provision of an adequate
level of community services and the availability of sufficient financial resources
to provide such services is an important factor which must be considered in
determining whether an annexation proposal should be approved.
NOW, THEREFORE, be it resolved by the City Council of the City of Rancho
Palos Verdes as follows:
Section 1: It is the concensus of the City Council of the City of
Rancho Palos Verdes that the area included in the Eastview annexation proposal
is a cohesive unit and that division of that area would be ill-advised and
contrary to the desires of the residents of that area.
Section 2: The City Council of the City of Rancho Palos Verdes hereby
expresses its objection to any division of the area included in the Eastview
annexation proposal for purposes of annexation and requests that LAFCO disapprove
any proposal which would divide that area.
Section 3: The City Clerk is hereby directed to file a certified copy
of this Resolution with the Executive Director of LAFCO.
