A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES REQUESTING THE PUBLIC UTILITIES COMMISSION
TO RE-EVALUATE STREET LIGHTING RATES FOR MIDNIGHT SERVICE
WHEREAS, the impact of Proposition 13 has been to severely limit revenues
available to local governments historically received from the ad valorem tax; and
WHEREAS, street lights provided by most local governments in the Los
Angeles County area have historically been funded by ad valorem taxes; and
WHEREAS, ad valorem taxes to finance these street lighting systems will
be reduced in the magnitude of 70 percent; and
II/ WHEREAS, the continued operation of streets lights is necessary for the
safety and convenience of the public; and
WHEREAS, it may become necessary to turn off street lighting during some
hours of darkness instead of providing the present all night service in order to
reduce costs; and
WHEREAS, a great number of these street lights are owned and operated by
the Southern California Edison Company under contract to the various districts;
and
WHEREAS, the Southern California Edison Company rate schedules for mid-
night service appear to be disporportionately high when compared to the rate for
all night service, for example, midnight only service for a 7,000 lumen mercury
vapor light costs 83 percent of the cost for all night service.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Rancho Palos Verdes requests the Public Utilities Commission to re-evaluate the
partial night service rates and establish such rates at the lowest possible amount.
BE IT FURTHER RESOLVED, that the City Clerk be instructed to notify the
Public Utilities Commission and the Southern California Edison Company of this
action.
