A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES AUTHORIZING
THE ACTING CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH THE CITY OF ROLLING HILLS
ESTATES APPOINTING THE CITY OF ROLLING
HILLS ESTATES AS THE LEAD AGENCY IN APPLY-
ING FOR AN ARTICLE 4.5 COMMUNITY LEVEL
TRANSIT CLAIM FOR PROVIDING A COMMUNITY
LEVEL TRANSIT PROGRAM FOR SENIOR/HANDI-
CAPPED CITIZENS RESIDING IN THE CITY OF
RANCHO PALOS VERDES
WHEREAS, the Transportation Development Act under Article 4.5 provides for
the funding of community level transit programs; for senior/handicapped citizens,
and
WHEREAS, the City Council of the City of Rancho Palos Verdes deems it ap-
propriate to provide a community level transit program for its City's senior/
handicapped citizens that will be subsidized by the above grant program, and
WHEREAS, the City of Rolling Hills Estates has agreed to act as the lead
agency in applying for and administering this particular grant program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
RESOLVE AS FOLLOWS:
Section 1. To authorize the Acting City Manager to designate. the City of Rolling
Hills Estates as its lead agency hereby enpowering said City to apply for all
necessary funds for developing a community transit program in the City of Rancho
Palos Verdes including the following conditions:
90%-l0% formula, i.e. , State to finance 90% of operating and administrative
expenses; the other 10% of such expenses must be financed through fare box
revenue or per rider basis.
The hours of operation shall be 8:00 a.m. - 11:00 p.m.; seven days a week.
The fare shall be $7.00 (4 3/8 miles) . For any travel distance over the
$7.00 fare, the customer will be charged the regular fare (currently $1.60
per mile) .
The price of a one-way ticketnot to exceed $1.00 without further review by
the City of Rancho Palos Verdes.
There would be essentially no drop off boundaries. The criteria for rider-
ship would be age and/or handicap and residency in the service area.
The residency boundaries for service will be the same as those of the Palos
Verdes Peninsula Unified School District. The Eastview annexation area
should not be included in the application at this time. If the current
lawsuit on this matter is resolved so that Eastview is annexed to the City
of Rancho Palos Verdes, the City will then request an amendment to the appli-
cation to include the area in the Dial A Ride Program.
Eligible riders should be permitted to purchase tickets at any one of the
four City Hall offices.
There shall be an evaluation of program effectiveness at the end of one
year.
Section 2. To authorize the City of Rolling Hills Estates to administer
this program or appoint any other agency designated by the City of Rolling Hills
Estates for this task.
Section 3. The City Clerk shall certify to the adoption of this Resolution
No. , and shall cause the necessary copies to be forwarded to agencies
as required.
