CC RES 1980-023 RESOLUTION NO. 80-23
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES OPPOSING THE
PROPOSED OFFSHORE HARBOR AIRPORT
WHEREAS Southern California Association of Governments is conducting a study
to select a location for an airport in the Southern California area, and
WHEREAS an offshore site on the Continental Shelf outside the San Pedro/
Long Beach breakwater line is one of several alternatives being considered,
and
WHEREAS such alternative envisions the construction of a twenty-five hundred
acre landfill to be known as Harbor Airport Island with access to the island
by underwater tubes,
III NOW, THEREFORE, the City Council of the City of Rancho Palos Verdes does here-
by resolve as follows:
Section 1. The City of Rancho Palos Verdes is unalterably and
unequivocally opposed to the concept of Harbor Airport Island for the follow-
ing reasons:
The construction of a twenty-five hundred acre landfill on the
Continental Shelf appears to be ecologically unsound.
Traffic during construction and operation will burden roads and
freeways which are already operating to capacity.
The projected 304,000 total annual operations one mile off shore
will increase the noise level beyond any tolerable or acceptable
standards.
The dense fog in the harbor will require use of other airports for
more than two months of each year necessitating alternative air routes
over the Peninsula and highly urbanized areas unless air carriers
agree to conduct costly CAT-III-A landings.
The projected 12,400 to 13,450 airport industry employees, together
with their dependents, who will reside on the Peninsula and in sur-
rounding areas, will severely impact already financially burdened
cities, school districts and library districts.
A suitable land site can be constructed at far less cost.
Section 2. The City Clerk is directed to send a copy of this resolu-
tion to the Southern California Association of Governments, the Federal Aero-
nautics Administration, Senator H. I. Hayakawa, Senator Alan Cranston, Congress-
man Robert K. Dornan, Senator Robert G. Beverly, Assemblywoman Marilyn Ryan
and Supervisor Yvonne Braithwaite Burke.
PASSED, APPROVED and ADOPTED this 18th day of March, 1980.
