CC RES 1981-030 RESOLUTION NO. 81- 30
A RESOLUTION OF THE CITY OF RANCHO PALOS VERDES REQUESTING THE
CALIFORNIA STATE LEGISLATURE'S ENDORSEMENT OF FIVE (5) POSITIONS
THAT WILL MODIFY THE IMPACT OF THE 1981-82 GOVERNOR'S PROPOSED
BUDGET ON LOCAL CITIES
WHEREAS, the Governor's Proposed 1981-82 Budget has been introduced in the State
Legislature in the form of two bills; and
WHEREAS, SB 100 and AB 250 are referred to as the Governor's Budget and are now
under review by the various legislative committees; and
WHEREAS, the proposed State budget in its present format will seriously impair
the ability of the City of Rancho Palos Verdes to provide local services to its residents;
and
WHEREAS, the proposed budget submitted by the Governor is not equitable in that
local revenues would be transferred to the State, increasing local dependency on State
government while diminishing local home rule.
Now, THEREFORE BE IT RESOLVED, as. follows: The City of Rancho Palos Verdes
vigorously supports the following five-point program and strongly urges adoption of
said program by the various State legislative committees, including the Senate Finance
(Chairman Alquist) and Assembly Ways and Means (Chairman Vasconcellos);
1. Maintenance of the current AB 8 property tax allocation and local
assistance formulas.
2. Suspension and/or deletion of AB 8 deflator. (Requires legislation. )
3. No decrease in the current level of State assistance and/or subvention
funds for local governments.
4. Elimination of State mandates of local costs.
5. Local determination of the use of 1978-79 unsecured property taxes.
BE IT FURTHER RESOLVED that the State Legislature is hereby requested to set up
special and/or extended hearings on the Governor's Budget in order that all local
governments may properly be heard on this vital issue now confronting the various
levels of government within the State of California.
BE IF FURTHER RESOLVED that our legislators, State Assemblywoman Marilyn Ryan,
and State Senator Robert Beverly, having received a copy of this resolution be specifically
urged to consider these five positions during deliberations on the Proposed 1981-82
State Budget.
