CC RES 1982-024 RESOLUTION NO. 82-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING GENERAL PLAN AMENDMENT NO. 10 AND COASTAL SPECIFIC PLAN AMENDMENT NO. 1 WHEREAS, the City has initiated General Plan Amendment No. 10 and Coastal Specific Plan Amendment No. 1; and WHEREAS, the Planning Commission has held a public hearing on this matter on February 23, 1982, and has recommended approval in Resolution No. 82-4 (P.C.) ; and WHEREAS, the City Council has held a public hearing on this matter on April 6, 1982, at which time all interested parties were given an oppor- tunity to be heard and present evidence; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND AND RESOLVE AS FOLLOWS: Section 1: The City Council has reviewed and considered the General Plan Environmental Impact Report and the Coastal Specific Plan Environmental Impact Report, which cover the environmental impacts of these amendments, in reaching its decision. Further, the City Council finds that the approval of this General Plan amendment and Coastal Specific Plan amendment will not result in significant adverse environmental impact in the area. Section 2: The City Council has reviewed the adjacent land uses, densities, and the potential impacts of the property affected by General Plan Amendment No. 10 and finds that when developed pursuant to the standards of the Zoning Ordinance, the Commercial Recreation is compatible with sur- rounding land uses. Section 3: The City Council finds that General Plan Amendment No. 10 and Coastal Specific Plan Amendment No. 1 together with Exhibits "A" and "B" are appropriate to the City's goals and State law and regulations. Section 4: The City Council finds that General Plan Amendment No. 10 and Coastal Specific Plan Amendment No. 1 are consistent with the intent of the General Plan and the Coastal Specific Plan. Section 5: The City Council finds that General Plan Amendment. No. 10 and Coastal Specific Plan No. 1 are consistent with the requirements of the California Coastal Commission as set forth in the conditionally approved Local Coastal Plan. Section 6: The City Council hereby adopts General Plan Amendment No. 10 as set forth in Exhibit "A" attached hereto. Section 7: The City Council hereby adopts Coastal Specific Plan Amendment No. 1 as set forth in Exhibit "B" attached hereto. Section 8: The City Council hereby directs the City Clerk to endorse the General Plan to show approval by the Planning Commission and adoption by the City Council. Development of bluff roads and access corridors will be required as part of contiguous new development, and will be developed in other areas as funding is available, substantially as shown on the Access Corridors map (Figure 24, page C -6) and to City standards. Minor variation in the secondary access corridor will be permitted in Subregion 3 if such variation provides equal or greater public access to and recreational use of the bluf f top area. 2. The parking bays to be developed at Neptune Cove and Halfway Point shall have a minimum of 15 public spaces at each location. The City will monitor the use of and need for on- street and off - street parking along the access corridors. 3. New development north of the drainage course in Subregion 1 shall be designed to maximize public access to the bluff, where safe, and views from a public road. 4. New subdivision streets, and existing public streets, will be available for public on- street parking, excluding Palos Verdes Drive South and West, except as stated in Policy 10, page U. 67. 5. Appropriate signing will identify coastal access opportunities for the public. 6. Pt. Vicente Park, when fully developed, will provide parking for a minimum of 45 cars and an overflow parking area for use during peak periods for an additional 30 cars. Revisions to Urban Environment Element, Activity Areas, and other appropriate sections: 7. The Land Use Plan of the Coastal Specific Plan and the General Plan designates the 17 -acre former school site in Subregion 2 for commercial recreation visitor - serving uses. 8. Visitor - serving uses may be permitted in Subregions 1,3,5, and 7, with a Conditional Use Permit. 9. The Land Use Plan allows for, and the City will encourage the County to develop, appropriate public campground facilities to the extent physically feasible in Shoreline Park. Revisions to Urban Environment Element, Planning and Design Guidelines, Site Planning, and other appropriate sections: 10. The design of Residential Planned Development in Subregions 1 and 7 shall limit structures and coverage by impervious surfaces (excluding public roads) to a maximum of 25% of buildable area, with a minimum of 30% of buildable area reserved as common or public open space. Planned development concepts with greater clustering and open space are preferred. 11. In addition to the 30% common open space, all land oceanward of the bluff road shall be dedicated or permanently maintained for public use. If it is necessary in the limited area of Neptune Cove to allow development seaward of the bluff road due to terrain and ownership, only visitor - serving uses may be permitted (with a Conditional Use Permit) on the oceanward side.
