RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
November 19, 1974
The meeting was called to order at 7:45 p.m. at Miraleste Elementary School, 6245 Via
Canada, having been adjourned from the Chamber at Ridgecrest School. Following the
Pledge of Allegiance to the Flag, roll call was answered as follows:
PRESENT: Councilman Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert E. Ryan,
and Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard G. Wood, Assistant City Attorney Patrick Coughlan,
Planning Director Sharon Hightower, Community Services Officer Doris Brown, and Deputy
City Clerk Dee Krebs.
MINUTES APPROVAL It was moved by Councilman Dyda, seconded
by Councilman Ruth, and carried, that the
Minutes of October 29, November 2,
November 6, November 12, and
November 13, 1974 be approved as
distributed.
CALENDAR SALE Dodi Burkhart, 30423 Via Cambron, reported
Save Our Coastline that calendars will be sold in designated
areas throughout the City to help finance
payment of legal fees incurred by S.O.C.
during the period of the City's incorporation
TRAFFIC SIGNAL Beverly Gugliuzza, 2778 Calle Aventura,
PALOS VERDES DR. EAST & CREST RD. spoke on behalf of the El Prado Estates
(1503) Homeowners' Association, and urged recon-
sideration of Council's decision to put the
traffic signal at Palos Verdes Drive East and Crest Road at "flashing red" in all direct-
ions and asked that a crossing guard or normal "green-amber-red" traffic signal be in
operation during school crossing times.
Following discussion, the Council rescinded the order to change the signal to "flashing
red" in all directions and directed the signal remain in normal operation and that other
safety measures be studied concurrently for speed at the intersection.
CITY NAME CHANGE The following individuals spoke in favor of
(501) changing the City name from Rancho Palos
Verdes to Palos Verdes: Ann Richardson,

Mrs. Barbara Lasky, 31207 Marne Dr. ; Russell LaRose, 6111 Arrowroot; Ray D. Hailey,
5057 Silver Arrow Dr. ; Mrs. George Griese, 28331 Plainfield Dr. ; Fred L. Eaton,
30615 Cartier Dr. ; Elizabeth H. Endrys, 6300 Rio Linda Dr. ; Janet Witcher, 6304 Rio
Linda Dr. ; Lee Weir, 6308 Rio Linda Dr. ; Betty Mayer, 30033 Ave. Celestial; William

for Palos Verdes. Mr. McGuire urged the Council to consider the magnitude of the af-
firmative vote for the name change and take action to effect the change.
Speaking in opposition to the name change were: Betty Field, 10 W. Pomegranate Rd.;
Dodi Burkhart, 30423 Via Cambron; and Burke Belknap, 28866 Crestridge Rd. Mr. Belknap
stated that the name Palos Verdes applies to the entire Peninsula and adopting the name
would cause confusion with remaining unincorporated areas and with the town of Palo Verde
in Imperial County.
Mr. John Schimmenti, attorney for Bertha Coffineau, reported that a writ of mandate had
been filed with the City Clerk's office asking for a court order to force the Council to
certify the vote and proceed with changing the City name.

Mayor Ryan stated that the Council is awaiting a report from the City Attorney regarding
legal alternatives to election results, and the official canvass from the county Registrar
of Voters.
RECESS At 9:00 p.m. , the Mayor declared a five-
minute recess. Council reconvened at
9:10 p.m. with the same members present.
ORD. NO. 60U The City Attorney reported revision of the
SEPARATE NEWSPAPER COLLECTION ordinance regarding separate newspaper
(1301) collection as directed by the City Council
at the Regular Meeting of November 6, and
read by title ORDINANCE NO. 60U OF THE CITY OF RANCHO PALOS VERDES REGULATING COLLECTION
OF NEWSPAPERS AND PAPER MATERIALS, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE,
AND DECLARING THE URGENCY THEREOF.
On motion of Councilman Dyda, seconded by Councilman Ryan, further reading was waived
and the ordinance was adopted as an urgency ordinance on the following roll call vote:

ORD. NO. 61 The City Attorney reported revision of the
BUS BENCH RESTRICTIONS ordinance regarding bus bench advertising
(1405) as directed by the City Council at the
Regular Meeting of November 6, and read
by title ORDINANCE 61 OF THE CITY OF RANCHO PALOS VERDES PROHIBITING THE PLACING, CHANGING
OR RENEWING OF ANY ADVERTISING STRUCTURE WHICH ENCROACHES UPON ANY HIGHWAY BY AMENDING
THE HIGHWAY PERMIT ORDINANCE AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.
Following discussion between Council members and the City Manager regarding the enforcement
of the ordinance, it was moved by Councilman Dyda, seconded by Councilman Ryan, and
unanimously carried, to waive further reading and pass the ordinance to second reading.
ORD. NO. 59 ORDINANCE NO. 59 OF THE CITY OF RANCHO PALOS
AMBULANCE AND TOW TRUCK VERDES AMENDING THE LICENSE ORDINANCE RELATING
OPERATOR LICENSES TO REVOCATION AND SUSPENSION OF AMBULANCE
(202) OPERATOR AND TOW TRUCK OPERATOR LICENSES AND
AMENDING THE RANCHO PALOS VERDES MUNICIPAL
CODE was read by title, first reading having been given November 6, 1974.
City Manager reported there are two ambulance services operating within City limits, and
one towing service.
It was moved by Councilman Dyda, seconded by Councilman Ryan that further reading be
waived and Council adopt the ordinance. On roll call vote:

LEARNING TREE SCHOOL PARKING Traffic Engineer Tom Brohard reported on
(1503) traffic congestion at Learning Tree School
on Crenshaw Blvd. at Indian Peak. He
suggested solutions to the parking problem and congestion including removal of "no stopping
anytime" signs on west side of Crenshaw south of Indian Peak, and painting of red curb
for a distance of 30 ft. at the same location and on the south side of Indian Peak for a
distance of 20 ft. west of Crenshaw.
The following individuals spoke citing the need for school owners to assist in providing
for adequate parking, traffic and pedestrian safety factors at the school location:

Alan Cunningham, 26716 Shorewood Dr. ; William and Delores Welling, 904 Via Rincon;
Jacki Bacharach, 5033 Rock Valley Rd. ; Ruthlee Becker, 1 Eucalyptus Ln.; and Doris
Kyle, 30338 Via Borica.

Following a number of questions and comments by members of the Council, staff was
directed to meet with parent representatives, a Council representative, and the school
owners to discuss alleviating the traffic problem.
SPEED ZONE RESOLUTION Traffic Engineer presented a resolution
(1503) establishing speed zoning on certain streets.
The Council directed staff to revise the
resolution for consideration at the next Regular meeting of the Council to include only
unposted prima facie 55 mph streets and presently posted streets where the present speed
zone has been confirmed by study, to identify which category each street is, and to ex-
clude the major collectors where a change is recommended.
DISCHARGE OF WEAPONS City Manager reported on request by Mr. Pat
(1206 x 801) Scognamillo, 744 S. Walker, San Pedro, to
11/ discharge shotguns in connection with train-
ing hunting dogs. The City Manager also stated that Mr. James Ishibashi had permitted
shooting on his property to protect his crops and control predatory pigeons. Mr. Ishibashi
stated that alternative methods for controlling the pigeons had thus far proved
unsatisfactory.
The City Attorney pointed out that the City had not adopted Section 1769 of the County
ordinance prohibiting the discharge of firearms except in an area specifically designated
for that purpose, and a representative of the Sheriff's Department indicated they had
responded to 18 calls over a recent nine-month period involving shooting within City
limits.
Following discussion, the Council directed staff to prepare an appropriate ordinance
adopting Section 1769 of the County ordinance prohibiting discharge of weapons except
for agriculture purposes, which would be considered by permit.
SETBACK MODIFICATION APPEAL Council received an appeal from the Planning
(1803) Advisory Committee's denial of Setback
Modification No. 26. Applicant Nick Trani
originally requested a modification to allow a direct access garage to encroach in the
front setback to 11 ft. from the property line located at 4329 Via Frascati. This was
denied by both the Planning Advisory Committee and the City Council.
The Planning Director stated Mr. Trani submitted a revised plan indicating a setback
of 141 feet which was denied by the Planning Advisory Committee as the Committee felt
there were sufficient alternate designs that did not call for a direct access garage
with a reduced setback.
On a motion by Mayor Ryan, seconded by Councilman Ryan, and unanimously carried, the
Council granted the setback modification.
VET CLINICS Dr. Bernard Lauhoff, 2801 Via Buena, ap-
(1801) peared with a request for Council recon-
sideration of proposed amendment to zoning
ordinance to allow vet clinics in C-1 zones as a conditional use. Mary Lauhoff, Keith
Ingram, 28037 Santona; William Brown, 2700 Via Rivera, Palos Verdes Estates; Mrs. F. W.
Streitenberger, 7207 Rue la Fleur; and Donald Putnam, 28817 Crestridge Rd. , spoke in
support of this request. Mr. Niels Christensen, 2825 Via Buena, Palos Verdes Estates,
presented to Council letters and a petition for immediate need of a vet clinic in the
Golden Cove Shopping Center.
On motion of Councilman Dyda, seconded by Councilman Ryan, and carried, the Council
denied reconsideration of the zoning ordinance amendment until completion of the City's
zoning ordinance with Councilman Ruth dissenting.
