RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
October 1, 1974
The meeting was called to order at 7:45 p.m. at Ridgecrest Intermediate School,
28915 Northbay Road. Following the Pledge of Allegiance to the Flag, roll call
was answered as follows:
PRESENT: Councilman Gunther Buerk, Ken Dyda, Robert E. Ryan, and
11/ Mayor Marilyn Ryan
ABSENT: Councilman Francis D. Ruth
Also present were City Manager Leonard G. Wood, City Attorney Glenn Watson,
Planning Director Sharon Hightower, and Community Services Officer Doris Brown.
Mayor Ryan introduced Mrs. Donna Krebs, newly appointed Secretary-Deputy City Clerk.
MINUTES APPROVAL It was moved by Councilman Dyda, seconded by
Councilman Buerk, and carried, that the Minutes of
September 17, 1974 be approved as distributed.
PARAMEDICS Fire Chief Paul Schneider described to the Council
the Paramedic program in operation on the Peninsula
since September 1, 1974 and urged the homeowners to
familiarize themselves with the services of the
paramedics through a film presentation of the
program.
PUBLIC HEARING - Continued hearing was opened on Conditional Use
C.U.P. NO. 3 & VAR. NO. 2 Permit No. 3 and Variance No. 2, to permit the
So. Cal. Edison construction of a microwave facility in the City.
(1804) There being no objection, the hearing was continued
to November 6, 1974, 7:30 p.m.
ORD. 54 ORDINANCE NO. 54 OF THE CITY OF RANCHO PALOS VERDES
EXTENDING MORATORIUM EXTENDING THE MORATORIUM ON CERTAIN PERMITS AND THE
(1801) PROCESSING OR APPROVAL OF TENTATIVE MAPS, FINAL MAPS
OR PARCEL MAPS IN CERTAIN AREAS AND DECLARING
ISSUANCE OF BUILDING AND GRADING PERMITS IN THE REMAINDER OF THE CITY SUBJECT TO
ENVIRONMENTAL IMPACT REPORT PROCEDURES was read by title, first reading having been
given September 17, 1974.
It was moved by Councilman Dyda, seconded by Councilman Ryan, that further reading be
waived, and Council adopt Ordinance No. 54. On roll call vote:

NOES: None

Effective November 1, 1974 Ordinance No. 54 will repeal and supersede Ordinance No. 54U.

It was moved by Councilman Dyda, seconded by Councilman Ryan, and unanimously carried,
that further reading be waived, and Ordinance No. 57 be passed to second reading.

PERS CONTRACT RANCHO PALOS VERDES AUTHORIZING A CONTRACT BETWEEN
(1313) THE CITY OF RANCHO PALOS VERDES AND THE BOARD OF
ADMINISTRATION, PUBLIC EMPLOYEES' RETIREMENT SYSTEM
was read by title.
It was moved by Councilman Dyda, seconded by Councilman Buerk, and unanimously carried,
that further reading be waived, and Ordinance No. 58 be passed to second reading.
RES. NO. 74 -84 - C.U.P. NO . 4 RESOLUTION NO. 74 -84 OF THE CITY COUNCIL OF THE CITY
MARYMOUNT TENNIS FACILITY OF RANCHO PALOS VERDES GRANTING A CONDITIONAL USE
(1804) PERMIT FOR A COMMERCIAL TENNIS FACILITY AT MARYMOUNT
COLLEGE was read in full.
It was moved by Councilman Buerk, seconded by Councilman Dyda, and carried that the
resolution be adopted stating conditions with the understanding that the trees will
be of sufficient number to provide adequate screening, and that Item 12B of the
conditions be amended to read "to dusk" on Saturday and Sunday, deleting the words
"to 7 p.m., whichever is later ". Councilman Ryan noted upon reconsideration of the
energy consumption of the lighting, he would vote against the application. On roll

It was moved by Councilman Dyda, seconded by Councilman Buerk, and unanimously carried,
that Council waive further reading and adopt the resolution.

(901) DIRECTING PREPARATION OF A DEBT LIMIT INVESTIGATION

REPORT FOR UTILITY CONVERSION IN FORRESTAL DRIVE (RANCHO PALOS VERDES IMPROVEMENT
DISTRICT NO. 1) was read by title.
Councilman Buerk presented the Franchise Committee report recommending proceeding
with this district but that it should run concurrently with City 8209 project.
It was moved by Councilman Buerk, seconded by Councilman Ryan, and unanimously
carried, that further reading be waived and Council adopt the resolution with
that understanding.
FEDERAL AID URBAN PROJECT The Council heard a presentation by Roy Butler
(1401) of the L. A. County Road Department summarizing
the Joint Committee Proposal, dated August 26,
1974, for a Federal Aid Urban Program in Los Angeles County.
Following discussion, the Council voted to approve the proposal on motion of
Councilman Buerk, seconded by Councilman Ryan, and carried.
HAWTHORNE LANDSCAPING PROJECT Roy Butler briefed the Council on the proposed
(1404) new design for median landscaping on Hawthorne.
Following discussion, the Council approved the
concept of the new design, but referred the design to the Planning Subcommittee
studying medians for recommendation, and asked that they consider maintenance costs
in their studies.
The Council requested a letter be sent to Supervisor Hays indicating Council's
agreement for the necessity of the arrestor beds on Hawthorne, but reiterating
their position that it should not be at the sacrifice of the landscaping project.
RECESS At 9:35 p.m. the meeting was recessed for ap-
proximately five minutes, reconvening at 9:44 p.m.
with the same members present.
LEAGUE CALIF. CITIES On motion of Councilman Buerk, seconded by
CONFERENCE Councilman Ryan, the Mayor was designated as
(1102) voting delegate at the Annual Conference and
Mayor Pro Tempore as alternate. Members of the
Planning Committee and the Executive Committee of the General Plan Goals Committee
are to be invited to attend and unanimous approval was given for the City to pay
their registration fees on motion of Mayor Ryan, seconded by Councilman Buerk.
ABC LICENSE Application for person-to-person transfer of
(10 2) On Sale General Alcoholic Beverage License at
Los Verdes Country Club was received and filed
on motion of Councilman Buerk, seconded by
Councilman Dyda.
HOUSE NO. & STREET NAME The Council heard the Planning Director's report
CHANGES regarding a number of requests for house numbering
(1406) and street name changes.
Following discussion of processing such requests at this time and the burden on the
staff and the need to have a city-wide policy recommendation, it was moved by
Councilman Buerk and seconded by Mayor Ryan, that the Council request the Citizen's
committee study and recommend policy and hold all requests pending receipt. The
motion was carried with Councilman Ryan dissenting.
VERDE RIDGE The City Attorney reported he had modified, with
(1503) concurrence of County Counsel, the proposed
agreement with the County for design and con-
struction of a barrier on Verde Ridge Road.
It was moved by Councilman Buerk, seconded by Councilman Dyda and carried that the
Agreement be approved and the Mayor be authorized to sign.

RES. NO. 74-86 - DEMANDS RESOLUTION NO. 74-86 OF THE CITY COUNCIL OF THE
(1504) CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN
CLAIMS AND DEMANDS IN THE SUM OF $258,367.84,
DEMAND NUMBERS 591 THROUGH 610, was read by
title.
It was moved by Councilman Buerk, seconded by Councilman Dyda, that further reading
be waived and Council adopt the resolution. Verification of Demands 601 and 608 was
requested prior to payment.
CHAMBER OF COMMERCE It was moved by Councilman Buerk, seconded by
(1102) Councilman Dyda, and carried that the Council
sponsor membership for the Mayor and the City
Manager in the Peninsula Chamber of Commerce, the annual membership fee being
$50 per member.
POST OFFICE - GOLDEN COVE The City Manager reported on the closing of
the contract post office station formerly
located in Golden Cove Shopping Center and
information from the Postmaster that no satisfactory new bid has been received.
It was agreed that the Mayor should send a letter in support of post office activity
in the Golden Cove Shopping Center and stating the need for a full-branch office
within that area.
NIKE SITE LEASE The City Manager reported the City has been
(1109 - xref. 302, 307) granted use of the Nike Site on an interim-lease
basis, effective October 1, 1974, for a five-
year period. Terms of the lease were discussed by the City Attorney.
On motion of Councilman Dyda, seconded by Councilman Ryan, the Council authorized
the City Manager to sign the lease after negotiating the best provisions regarding
inventory conditions and valuations. The City Manager is to arrange a field trip
to the site for the Council.
SEISMIC STUDY - GENERAL PLAN The City Attorney presented minor changes in
(701) the Joint 4-City agreement for a seismic study,
and the Council approved the agreement, on motion
of Councilman Buerk, seconded by Councilman Dyda,
and carried.
MIRA VERDE TENNIS LIGHTS Councilman Ryan questioned the possibility of
(1203) regulating the lighting of tennis courts at
Mira Verde if they reflect on adjacent property.
Council will explore further the implications involved.
ADJOURNMENT At 11:15 p.m. , on the motion of Councilman Buerk,
seconded by Councilman Ryan, the meeting was
adjourned.
