CC MINS 19740827 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting August 27, 1974 The meeting was called to order at 7:35 P.M. at the City Offices, 31244 Palos Verdes Drive West, notice having been given with affidavit thereto on file. PRESENT: Councilmen Gunther Buerk, Ken Dyda and Mayor Marilyn Ryan II/ ABSENT: Councilmen Francis D. Ruth and Robert E. Ryan (Councilman Ruth arrived at 7:53 P.M.) Also present were City Manager Leonard G. Wood, Planning Director Sharon W. Hightower, and Community Services Officer Doris Brown. GENERAL PLAN Council heard a presentation by Mr. Bill Petak concerning the procedures relating to the Goals Committee on the General Plan Goals Statements. The Council publicly offered its appreciation and thanks for the work of the General Plan Goals Committee, and asked that a copy of the Preliminary Report be sent to all homeowners groups in the City. SURPLUS SCHOOL SITES The City Manager made a report regarding surplus school sites and recommended the establishment of a committee to develop a priority listing on the most desirable sites - considering access, area, topography, and area recreation needs. On motion of Councilman Dyda, seconded by Councilman Ruth, a subcommittee consisting of the following was established to prepare a report by the end of September: One representative from the school district One representative from the Planning Advisory Committee Larry Zamos Councilman Ruth CITY SELECTION COMMITTEE It was moved by Councilman Ruth, seconded by Councilman Dyda and unanimously carried that the Mayor be designated as voting representa- tive for the City Selection Committee, Corridor B Southern California Rapid Transit District, and that the Mayor Pro Tempore be designated as the alternate. YOUTH DIVERSION PROJECT Following discussion of the proposed organization for a governing board for the Youth Diversion Project sponsored jointly by other South Bay cities, it was the decision of the City Council to support the proposal for one executive board or a policy board for control of the project rather than have two separate boards. MORATORIUM AREA Council discussed in detail the moratorium area as it was established, the changes that had been made and indicated changes that should be con- sidered. It was agreed that the Council would consider the new boundaries and urgency ordinance to extend the moratorium at its regular meeting of September 3. Council 212 August 27, 1974 EXECUTIVE SESSION At 12:30 A.M. the City Council recessed to Executive Session to discuss a personnel matter, reconvening at 12:40 A.M.
