CC MINS 19740806 MINUTES RANCHO PALOS VERDES CITY COUNCIL Regular Meeting August 6, 1974 The meeting was called to order at 7:42 P.M. at Ridgecrest Intermediate School, 28915 Northbay Road. Following the Pledge of Allegiance to the Flag, roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert E. Ryan and Mayor Marilyn Ryan 11/ ABSENT: None Also present were City Manager Leonard G. Wood, City Attorney Glenn Watson, Planning Director Sharon Hightower, Community Services Officer Doris Brown and Administrative Services Officer David B. Smith. MINUTES APPROVAL It was moved by Councilman Dyda, seconded by Councilman Ryan and carried that the Minutes of the Meetings of July 16, July 22, July 23 and July 30, 1974 be approved as distributed. CITY NAME CHANGE J. B. McGuire representing the Committee for Palos Verdes requested the Council to do everything possible to expedite checking the petitions for changing the name of the City so that it can go on the November Ballot. There followed discussion on possible technical problems with some of the signatures, and the attorney indicated his determination for checking the petitions would be ready within two days. It was agreed every effort should be made to expedite the matter. PUBLIC HEARING Mayor Ryan opened the hearing and stated the CONDITONAL USE PERMIT Environmental Assessment Committee has decided NO. 3 - So. Cal. Edison an Environmental Impact Report was necessary Microwave Station and the matter was continued to the meeting of Council on September 3, 1974. PUBLIC HEARING Mayor Ryan declared the hearing open regard- CONDITIONAL USE PERMIT ing issuance of a Conditional Use Permit for NO. 4 - Pettingill, Kamen construction of a tennis facility. The & Associates (Tennis Director of Planning stated that a Negative Facility) Declaration had been issued but that an appeal had been made to the Negative Declara- tion and requested the Council uphold the Negative Declaration or require an Environ- mental Impact Report. The Planning Advisory Committee recommended approval subject to the staff report conditions. Robert E. King requested to speak, stating he had filed the appeal. Mr. King stated he is a resident of the area overlooking the proposed tennis court facility and objected to the impact on the environmental quality of living to the residents in the area, stating the lighting would be objectional, would cause glare and disturb residents of the area. Ryan NOES: None ORD. 50 - LICENSE ORDINANCE NO. 50 OF THE CITY OF RANCHO PALOS FEES FOR DOGS VERDES AMENDING THE ANIMAL CONTROL ORDINANCE AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE was introduced for first reading by title. It was moved by Councilman Ryan, seconded by Councilman Dyda and carried that Council waive further reading and pass the ordinance to second reading. It was moved by Councilman Dyda, seconded by Councilman Ryan and carried that further reading be waived and the Resolution be adopted. ACCEPTANCE OF SANITARY SEWER After discussion, it was moved by Mayor Ryan TRACT NO. 29115 seconded by Councilman Ryan and carried that the Sanitary Sewer Tract No. 29115, Private Contract No. 8281 be accepted by the City of Rancho Palos Verdes from the County of Los Angeles. RUNAWAY CARS - Councilman Dyda reported the need for diligence HAWTHORNE BOULEVARD in enforcing the speed laws to curtail run- away vehicles on Hawthorne Boulevard. EXECUTIVE SESSION At 1:25 A.M. the meeting was adjourned to Executive Session on a personnel matter, reconvening at 1:35 A.M.
