RANCHO PALOS VERDES CITY COUNCIL
Adjourned Regular Meeting
July 30, 1974
The meeting was called to order at 7:30 p.m. at the City Offices, 31244 Palos
Verdes Drive West, notice having been given with affidavit thereto on file.
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth,
Robert E. Ryan and Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard G. Wood, Planning Director Sharon W.
Hightower, Community Services Officer Doris Brown and Administrative Services
Officer David B. Smith.
NACKOWSKI CONDOMINIUM Mayor Ryan noted that this work session
CONVERSION of the City Council had been set for
the primary purpose of further discussion
by the Council on the budget; however,
that Bob Nackowski had requested permission to speak. The Council concurred that
he should be allowed a limited time.
Mr. Nackowski spoke to the Council regarding the lawsuit between himself and the
City, indicating that he felt it was the result of mis-communication. He pointed
out that the building exists, outlined the chronology of events, drew a comparison
of his project to that of Treacy and Tarr, and noted subsequent reconsideration and
reversal of the Treacy and Tarr denials. He concluded by asking the Council to
reconsider and avoid the lawsuit.
Hearing no objection from the Council, the Mayor ordered his comments received
and filed without comment.
ANNUAL BUDGET Council continued discussion of the
FISCAL 1974-75 funds and expenditures proposed by the
City Manager for fiscal year 1974-75, begun
at the meeting of July 23rd.
A number of supplemental expenditures were presented by the City Manager as well ,as
potential variables within the budget. Council discussed each fund and expenditure
at length and the supplemental information submitted. It was agreed that there
should be a contingency fund; that adequate reserves should be maintained; and
expenditures approved with offsetting revenues that would indicate the need for a
possible tax rate of about .1803. The Manager was instructed to prepare the amend-
ments to the budget and bring it back to the City Council for adoption on August 6.
EXECUTIVE SESSION At 12:01 a.m. the City Council adjourned
to Executive Session to discuss a personnel
matter. Council reconvened at 1:05 a.m.
with the same members present.

on motion of Councilman Dyda, seconded
by Councilman Ryan and carried.
