CC MINS 19740226 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting February 26, 1974 The meeting was called to order at 7: 40 p.m. by Mayor Marilyn Ryan at the City Offices, 31244 Palos Verdes Drive West. Roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert E. Ryan and Mayor Marilyn Ryan ABSENT: None Also present were City Manager Leonard Wood, City Attorney Glenn Watson, Planning Advisor Larry Derr and Planning Director Sharon Hightower. CONDOMINIUMS (1804) City Attorney reviewed a proposed ordinance relating to condominiums drafted as a result of the Condominium Study Committee Report, noting that fees had not been set since they would be a matter of Council policy. Following discussion, Council indicated that parking spaces assigned to each unit should be "enclosed" and Section 9 306 , c, (i) was corrected accordingly. It was moved by Councilman Buerk, seconded by Councilman Ruth and carried, that the ordinance be approved in principle and adopted as policy and that the ordinance be presented for first reading at the next meeting of Council, together with Planning Director' s recommendation on fees . ARMAGA SPRINGS City Attorney briefed Council on cur- TR. 31249 rent status of Tentative Tract Map (1411 x 1804) No. 31249 , Armaga Springs . John C. McCarthy and Don Davis presented com- ments on behalf of the Armaga Springs owners in favor of the approval of conversion to a condominium. Mr. McCarthy urged Council to approve Tentative Tract Map No. 31249 with conditions as established by the County, and the payment of any fee whenever established. John McTaggart raised questions concerning the lack of material presented on a timely basis and urged Council to consider some of the deficiencies before approving the project. It was moved by Councilman Ryan, seconded by Councilman Dyda, and carried, that Tentative Tract Map No. 31249 , stamped "Final, July 9, 1973, " as approved by the County Regional Planning Com- mission, be approved by the City Council of Rancho Palos Verdes, subject to revision of the conditions by the Planning Director and the City Attorney, and further on the condition that the fee for the Tentative Map be paid as established by the City Council. Council 112 Feb. 26, 1974 RECESS At 9 :05 p.m. , the Mayor declared a five minute recess. The meeting reconvened at 9 : 15 p.m. with the same Council members present. BIKEWAYS (112) Mrs. Jeane Burke, Mr. Jack Beigle and Eleanore Wiedmann presented a Bikeways Plan for the City as recommended by the Planning Advisory Committee . City Manager indicated gas funds can be used toward this program but a review of an adopted plan is necessary to obtain approval for funding. It was agreed the Bikeways Plan be placed on the March 5 Council agenda for adoption in principle and that staff develop a definitive plan relative to costs and sources of funding available. HAWTHORNE BLVD. - Mr. Roy Butler of the County Road PROJECT NOS. 2568 Department discussed proposed improve- & 4120 (14 04) ments planned for Hawthorne Boulevard, Palos Verdes Drive North to Silver Spur Road, with Council. Mr. Butler pointed out the urgency of completing these projects due to availability of funding; however, since Council wished to consider these projects further, Councilman Dyda and Councilman Buerk were appointed to work as a committee with the City Manager to explore alternatives relating to retain- ing walls, curbing, landscaping, bikeway paths, etc. Mrs. Jeane Burke offered to work with the Committee as needed. RES. 74-20 - RESOLUTION NO. 74-20 OF THE CITY HAWTHORNE SIGNALS, COUNCIL OF THE CITY OF RANCHO PALOS GRANVIA ALTAMIRA VERDES, CONSENTING TO THE ESTABLISH- (1403) MENT OF PORTIONS OF HAWTHORNE BOULEVARD, GRANVIA ALTAMIRA AND RIDGEGATE DRIVE WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES was presented by title. It was moved by Councilman Buerk, seconded by Councilman Dyda and carried, that further reading be waived and the resolu- tion be adopted. P.V. DR. SOUTH Councilman Ryan requested that some action be taken to reduce the speed limit on Palos Verdes Drive South. STREET NAME CHANGE - City Manager reported study is under- RIDGEGATE TO GRANVIA way to determine if the name of Ridge- ALTAMIRA (1406) gate can be changed to Granvia Altamira since it is a continuation of Granvia Altamira. EXECUTIVE SESSION At 11:00 p.m. City Council adjourned to Executive Session to discuss a personnel matter, on motion of Council- man Buerk, seconded by Councilman Dyda. Council . 113 Feb. 26 , 1974 The City Counci 1 reconvened at 12 : 10 a.m. , with the same Council members present. FASHION CENTER (103) Council heard a report from Councilmen Dyda and Ruth and the City Manager on a meeting held February 25 with two Council members and City Manager of the City of Rolling Hills Estates, and it was reported that the Managers would meet and bring back a proposal for exchange of road boundary around the Peninsula Center.
