AND OCCUPANCY OF RESIDENTIAL DWELLING
UNITS, COMMERCIAL AND INDUSTRIAL BUILD-
INGS, ESTABLISHING AN ENVIRONMENTAL EXCISE TAX FUND AND AMENDING THE
RANCHO PALOS VERDES MUNICIPAL CODE was presented, first reading having

Following an explanation and summarization of the Ordinance by the
City Manager and the City Attorney, Council heard comments in opposi-
tion from the following: Richard Wirth, representing the Building
Industry Association of California, Inc. ; Kelly Herold, representing

Project; Ray DiPietro; Jack Spahn; Mrs. Herman Smith; Richard Meine;
Leo Poxon; J. P. Jones; George Perkovich; John Crossley; Peter Lacombe;
and Walt Keusder. Opponents noted the Ordinance would provide a hard-
ship on those who have construction already started or sold; the lack
of sufficient notice to plan for the payment of this assessment; to its
retroactive aspects; and to the fact that it does not affect everyone
equally.
J. R. Pagett, Realtor, noted plenty of notice given. The Palos Verdes
Chamber of Commerce requested by letter a delay of one month. John
McTaggart spoke in favor of the Ordinance.
Council discussed the points made, a possible delay of two weeks based
on Councilman Ruth' s suggestion, and possible changes that could be
made by legislative classification.

the Council defer action for one week.
