Adjourned Regular Meeting
January 7, 1974
The meeting was called to order at 7:45 p.m. by Mayor Marilyn Ryan at the City Offices,
31244 Palos Verdes Drive West. Roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth,
Robert E. Ryan and Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard Wood, City Attorney Glenn Watson and Deputy
City Clerk Doris Brown.
ENVIRONMENTAL APPRAISAL Mr. Jeffrey Gault, of Kennard and Silvers,
FASHION CENTER presented to the City Council a progress report
103 on the consulting firm's appraisal for -the City
of Rancho Palos Verdes of the proposed project
in Rolling Hills Estates, noting that the appraisal was not yet complete and the firm
is now preparing for the City a memorandum of the key impacts and what alternative
policies are possible for this City. After discussing a number of areas of possible
effect on the City, such as police requirements, traffic, and other services, it was
agreed that the consultants would meet in Executive Session with the City Council
and the City Attorney at the end of consideration of other items by the City Council.
CONTRACT CITIES ASSOCIATION Council discussed the Legislative Conference
schedule by the Contract Cities Association
for January 16-17 in Sacramento, and the Mayor
and any other Councilman, who could arrange to be there, were authorized to attend, on
motion of Councilman Buerk, seconded by Councilman Dyda.
SOUTHERN CALIFORNIA EDISON The City Attorney discussed with the members
FRANCHISE 901 x 1601 of City Council the various aspects of the
application for franchise by the Southern Cali-
fornia Edison Company. It was noted that
the application was for an indeterminate period of time and the Attorney answered a
number of questions regarding the possible actions of the City Council on the appli-
cation and reviewed the differences in the Broughton Act and the 1937 Act under which
franchises could be granted.
It was agreed that the matter would be taken off the Council's next agenda and that
the City Manager would arrange another meeting with the representatives of the Southern
California Edison Company and the Council subcommittee.
EXECUTIVE SESSION City Council adjourned to Executive Session, to
discuss a matter of possible litigation, on
motion of Councilman Buerk, seconded by Council-
man Ryan. The City Council reconvened at 12:25 a.m. , with the same Council members
present.
COMMUNITY SERVICES On motion of Councilman Ruth, seconded by
OFFICER EMPLOYED Councilman Dyda, Council confirmed the City
305 x 1202 Manager's employment of Doris Brown as Community
Services Officer, effective January 10, 1974,
salary range set at $1105 - $1343.

ADJOURNMENT At 12:30 a.m. , on motion of Councilman Dyda,
seconded by Councilman Buerk, the meeting was
adjourned to 8:30 a.m. , January 12, 1974
in the City Offices for an Executive Session on personnel matters.
