CC MINS 19731229 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting December 29 , 1973 The meeting was called to order at 9 : 15 a.m. by Mayor Marilyn Ryan at the City Offices, 31244 Palos Verdes Drive West. Roll call was answered as follows : PRESENT : Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert Ryan and Mayor Marilyn Ryan ABSENT: None Also present were City Manager Leonard Wood, City Attorney Tom Winfield, Planning Advisor Larry Derr, Attorney Ken Brown and Deputy City Clerk Doris Brown. INTERIM ZONING Council began study and discus- sion of the proposed extension of interim zoning established by Ordinance No. 3. EXECUTIVE SESSION At 9 : 45 a.m. the City Council adjourned to Executive Session to discuss a personnel matter, on motion of Councilman Dyda, seconded by Councilman Ryan; recon- vening at 10 :10 a.m. with the same Council members present. INTERIM ZONING Council discussed at length an (CONTINUED) underlying zone for the entire city, how to handle the problems of developed, undeveloped and partially developed areas , and the problems of flag lots , grading and canyon preservation. The various areas were then indicated on the map by color. RECESS The Council recessed for lunch from 11: 50 a.m. to 1:00 p.m. on motion of Councilman Dyda and seconded by Councilman Ryan. INTERIM ZONING Following completion of the map (CONTINUED) and further discussion, it was 1801 agreed that the underlying zone for the entire city would be RA-1-1 Acre; that in the area designated by Yellow, development of legal lots already recorded will be considered under Section 721 but that a building or a grading permit will be required, such permits or development subject to the Environmental Quality Act; and that in the area designated Red, no building or grading permits will be issued. Council 73-074 Dec. 29 , 1973 The ordinance will be prepared and presented to the City Council on January 2 . EXECUTIVE SESSION At 2 : 00 p.m. the City Council adjourned to Executive Session to discuss personnel matters on motion of Councilman Dyda, seconded by Councilman Ruth. The Council reconvened at 4: 40 p.m. with the same Council members present. PERSONNEL The City Manager presented tentative salary ranges and received authorization to employ Janice DuPar as the City Manager's Secretary at $786 to $954 and Jennie McKeage Patchin as Secretary at $713 to $866 .
