PLANNING ADVISORY COMMITTEE
December 11, 1973
The adjourned regular meeting of the City Council was called to order at the City
Offices, 31244 Palos Verdes Drive West, at 7:45 p.m. by Mayor Marilyn Ryan. Roll
call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth,
Robert Ryan and Mayor Marilyn Ryan
ABSENT: None
Also present were Acting City Manager Lee Weber, Assistant City Attorney Tom Winfield,
Planning Advisor Dick Anderson, Deputy City Clerk Doris Brown and City Manager
Designate Leonard G. Wood.
MINUTES APPROVAL Council approved, as submitted, Minutes of the
Adjourned Regular Meeting of December 1, 1973
and the Regular Meeting of December 4, 1973,
on motion of Councilman Dyda, seconded by Councilman Ruth and carried.
ROAD DEPT. PRESENTATION Mayor Ryan introduced Mr. I. L. Morhar, Road
Commissioner for the County of Los Angeles,
who presented to the City Council a report
describing his services as Superintendent of Streets for the City and the services of
his department to the City in such areas as street maintenance, lighting, sweeping,
improvement projects and the various methods for financing street improvements.
Mr. Morhar then presented a listing of the current proposed street improvement projects
in the Palos Verdes Peninsula area and estimated cost of each.
RECESS At 9:00 p.m. the Mayor declared a fifteen
minute recess; the City Council reconvened at
9:15 p.m. with the same Council members present.
TRAFFIC SIGNALS Acting upon a request from the County Road
1405 Department for consent and jurisdiction to
modify and interconnect traffic control signals
on Crenshaw Boulevard, from Wilshire Boulevard to Crest Road, Project No. 2353, the
City Council, on motion of Councilman Dyda, seconded by Councilman Ruth and carried,
instructed the City Attorney to prepare the appropriate resolution for Council adop-
tion at the next regular meeting.
RES. 57, REGISTER OF DEMANDS Council received and considered a resolution
1504 setting forth a Register of Demands with a
request from the Acting City Manager that
Warrant Numbers 161 and 162 be deleted from the Register for the present time. RESO-
LUTION NO. 57 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN
CLAIMS AND DEMANDS IN THE SUM OF $6579.86 DEMAND NUMBERS 154 THROUGH 164 EXCEPT
NUMBERS 161 AND 162 was introduced by title. It was moved by Councilman Buerk,
seconded by Councilman Ryan that further reading be waived and the Resolution be
adopted. On roll call vote:

HIGHWAY IMPROVEMENT Action on Projects No. 2568 and 4120 for
improvement on Hawthorne Boulevard, Palos
Verdes Drive North to Silver Spur Road, was
deferred.
PLANNING ADVISORY COMMITTEE The City Council meeting was declared recessed
CONVENES MEETING for the convening of the adjourned regular
meeting of the Planning Advisory Committee by
Chairman Eleanore Wiedmann. Roll call was
answered as follows:
PRESENT: Robert S. Gruhn, John McTaggart, Robert K. Marohn,
Lou Rosenberg, Ann Shaw, Eleanore Wiedmann
ABSENT: Byron Blue
CONDOMINIUMS The members of the City Council and Planning
Advisory Committee then convened in joint
session to discuss the general subject of
condominiums and conversion of apartments to condominiums.
After reviewing at length the methods of approval for condominiums and conversions
to condominiums and the possible restrictions that could be placed upon such
developments, the discussion evolved to defining possible criteria for conversion
projects already before the City Council or Planning Advisory Committee. Suggestions
for criteria were heard from committee members and councilmen, and a proposal was
made that such criteria could be tested against an inventory of multiple dwelling
units already existing within the City. The method of obtaining such an inventory
was discussed, with the possible costs thereof. It was noted that much information
might be obtained from material available prior to incorporation, from a field review
of older developments, and from plans in the Building Department on newer units.
PLANNING COMMITTEE ADJOURNMENT At the conclusion of discussion, on motion
of Chairman Wiedmann, seconded by Mr. Rosenberg
and carried, the Planning Advisory Committee
adjourned to 7:30 p.m. , December 13, 1973, in the City Offices.
CONDOMINIUM CONVERSION CRITERIA The Clerk read a summary of the criteria that
1864 had been suggested for conversion projects
as follows:
Projects one year or older
Height limit of 2 stories, but with no stacking of units
No common hallways
100 units or less
2 to 1 parking, with proper access thereto
Guest parking
Storage
20 units per acre
Separate utilities
Maintenance agreement and CC 4 R's, with review by City
if any changes proposed
Provision for the entry of law enforcement officials
Public open space
It was moved by Councilman Dyda, seconded by Councilman Ryan, that the suggested list
of criteria, and any additions thereto or modifications thereof, be used as a working
basis which can be tested by inventory of all multiple dwellings presently existing
in the City, for the purpose of determining adequacy of the criteria.
A motion by Councilman Buerk, seconded by Mayor Ryan, was adopted to amend the motion
to add that the matter be referred to a sub-committee of the Planning Advisory
Committee and one Councilman, that being Mr. Dyda, to take the action requested.
The amended motion was then adopted unanimously. A tentative date for completion

of this project was set at January 31.
The Planning Advisor noted that in view of the action just taken that he would not
schedule any applications for the Planning Advisory Committee for the 20th.
Mr. Anderson further called to the attention of the City Council that he is being
replaced in representing the City of Rancho Palos Verdes by Mr. Larry Derr.
Responding to a question by Mayor Ryan, the Attorney indicated that he would bring
to the Council on December 18, the means for placing a moratorium on future con-
versions. The City Attorney also asked for input from the City Council on the
extension of Ordinance No. 3.
ADJOURNMENT At 12:40 a.m. , the City Council adjourned on
motion of Councilman Buerk, seconded by
Councilman Ryan and carried.
