RAPID TRANSIT Council heard a presentation of the proposed
1505 regional mass transit system by the Southern
California Rapid Transit District by Lucius
Collier, Joe Cooper, and Ross Sutherland. Larry Nebel and L. Rosenberg from the
audience commented in opposition and questions of Council were answered by the
RTD represernatives.
Council discussed at length the possible impact of the proposed system on land
use in the Peninsula area, the fact that the City's General Plan is some time
away, and the proposed ending station for the Southwest Corridor.
It was moved by Councilman Buerk, seconded by Councilman Ryan that the City Council
of Rancho Palos Verdes express its determination to support changes in the
Southern California Rapit Transit District plan to extend the Southwest corridor to
the north side of the Palos Verdes Peninsula and establish an east/west link
between the Southwest and the Long Beach Corridors. The motion carried with
Councilman Ruth voting No and Mayor Ryan abstaining.
ORD. NO. 7, OCCUPANCY ORDINANCE NO. 7, AN ORDINANCE OF THE CITY OF
TAX ADOPTION RANCHO PALOS VERDES IMPOSING A TAX UPON THE
1501 PRIVILEGE OF TRANSIENT OCCUPANCY, PROVIDING FOR
THE COLLECTION THEREOF, AND AMENDING THE
RANCHO PALOS VERDES MUNICIPAL CODE was presented for second raading and adoption by
title. Further reading being waived on unanimous motion of Councilman Ryan,
seconded by Councilman Dyda, it was moved by Councilman Dyda, seconded by Council-
man Ryan that the ordinance be adopted, (the tax having been inserted as six per
cent) . On roll call vote:

ORD. NO. 8, MEETING PLACE, ORDINANCE NO. 8, AN ORDINANCE OF THE CITY OF
URGENCY 307 RANCHO PALOS VERDES DESIGNATING THE PLACE FOR
THE OCTOBER 17, 1973, CITY COUNCIL MEETING AND
DECLARING THE URGENCY THEREFOR was introduced
by title and the urgency therefor explained by the City Attorney, (changing the
October 17th meeting to Miraleste School) . It as moved by Councilman Dyda,
seconded by Councilman Ryan and unanimously carried that further reading by waived
and the ordinance be adopted as an urgency ordinance on motion of Councilman Ruth,
seconded by Councilman Ryan. On roll call vote:
AYES: Buerk, Dyda, Ruth, R. Ryan, M. Ryan
NOES: None

EXECUTIVE SESSION On motion of Councilman Ryan, seconded by Council-
man Buerk and cariied, Council adjourned to
Executive Session at 10:10 p.m. to discuss matters
pertaining to personnel and litigation. The Council reconvened at 11:15 p.m. with
all Councilmen present.
ORD. NO. 3, ZONING On motion of Councilman Dyda, seconded by
1801 Councilman Buerk, and carried, Council instructed
the City Attorney to prepare amendments to
Ordinance No. 3 to provide Council with procedures by which an interim development
plan can be implemented. The City Attorney will present a statement of what develop-
ments consist of that are pending.
Council 73-033 Oct. 10, 1973
CITY CLERK DUTIES On motion of Councilman Dyda, seconded by Council-
301 man Ruth and carried, Council approved letter
proposal dated October 10, 1973, from Doris Brown
to perform in City Clerk's office, with provision that $150 per month of compensation
for next three months be provided by P.M.S.; and that agreement to this arrangement
in no way prejudice Doris Brown for future application for employment with the City.
CITIZENS COMMITTEES Council discussed establishment of an advisory
task force committee to make recommendations
and present alternatives to the City Council in
certain planning matters with the number of members set at seven.
The City Attorney will research and prepare the proper documents for establishment
of such a committee; and the Council will discuss the matter further in Executive
Session on Saturday, October 13 at the Adjourned Regular meeting.
PLANNING STAFF Proposal for the recruitment of a Planning Director
1202 x 1203 and other professional staff was presented by
Acting City Manager Lee Weber on behalf of P.M.S.
The proposal was accepted and action to implement as soon as possible, on motion of
Councilman Dyda, seconded by Councilman Buerk and carried.
COMMENDATORY RESOLUTIONS On motion of Councilman Ruth, seconded by Council -
304 man Buerk and unanimously carried, Council
adopted RESOLUTION NO. 41, 42, and 43, express-
ing appreciation to and commending Dorothy LeConte, Gordon M. Curtis, Jr., and
Frederick W. Hesse for their efforts on behalf of the Palos Verdes Peninsula and
resolving to plant three trees in their honor.
ORAL COMMUNICATIONS
by the Acting City Manager.
A question of Councilman Buerk regarding an invi-
tation from the Torrance Planning Commission
appearing in the newspaper will be looked into
Council discussed representation at meetings with other Peninsula cities and decided
to consider the matter further at future meetings.
Councilman Ryan brought up the May Co. question and E.I.R. report; however, noting
that Dick Anderson, Planning staff representative, was absent, it was agreed to
bring it back on agenda later.
ADJOURNMENT At 12 :05 a.m. there being no further business to
come before the City Council, the meeting was
adjourned to 9 :00 a.m., October 13, 1973, at the
City Offices 31244 Palos Verdes Drive West, on motion of Councilman Dyda, seconded
by Councilman Ryan and carried.
