Adjourned Regular Meeting
April 17, 1976
The meeting was called to order at 8:00 a.m. in the Council Chambers, 30942
Hawthorne Boulevard, notice having been given with affidavit thereto on file.
The following Council members were in attendance:
PRESENT: Councilmembers Dyda, M. Ryan, R. Ryan and Mayor Buerk
ABSENT: Councilman Ruth
Also present were City :Manager Leonard G. Wood, Planning Director Sharon W.
Hightower, Administrative Services Officer George Wunderlin, Community Services
Officer Tom Bandy, Acting Administrative Assistant Trish Eby, Director of Public
Works Dennis Pikus.
CITY COUNCIL The nine goals of the 76-77 program for the
76-77 PROGRAM City Council as discussed and agreed upon
(310) at the March 16, 1976, regular meeting of
the City Council were further defined and
discussed by the staff and Council members.
The following statements represent the consensus that was reached by the Council
on definition and interpretation of each of the goals.
Goal #1:
The focus will be to assure that as new land is developed in the City, there is
conformity with the General Plan. Should proceed with some of the activities
specified in the General Plan as resources permit: these could be prioritized
yearly.
Goal #2:
The no increase provision applies only to the property tax rate. We should begin
working toward user fees where we can identify beneficiaries of the services.
Should not consider increasing the property tax rate without going to the com-
munity with a referendum. This is a one-year goal.
Goal #3:
The focus should be on streamlining the application process in high volume areas.
Perhaps an intern could be assigned to this. The assumption is that we are well-
organized and secure enough to take some risks. Work on new ordinances should
not be stopped.
Goal #4:
The written instructions given to applicants should be made simpler, more personal,
and less legalistic. An intern could be assigned to this project. Staff who
deal with citizens at the counter must be well-informed. We need to have back-up
counter staff in all areas of City Hall.
Goals #5A & 5B:
A Council subcommittee will be established to review the Development Code section
by section in consultation with the Planning Commission. Staff will then be con-
sulted to determine the impact that revisions or modifications will have on them.
Council will decide the final action to be taken.
It was agreed that the remainder of the goals would be discussed at a later time.
Ken Dyda and Dave Ruth will report on their analysis at that time.
ADJOURNMENT At 11:00 a.m. , it was moved by Councilman
Ryan, seconded by Councilman Dyda, and
carried to adjourn the meeting.
