CC MINS 19760309 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting March 9, 1976 The meeting was called to order at 7:45 p.m. at the Palos Verdes Peninsula Unified School District Building, notice having been given with affidavit thereto on file. Roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, F. D. Ruth, Robert Ryan and Mayor Marilyn Ryan ABSENT: None Also present were City Manager Leonard G. Wood, Administrative Services Officer George Wunderlin, and Deputy City Clerk Dee Krebs. WAIVER OF FULL READING OF It was moved by Councilman Dyda, seconded by ORDINANCES & RESOLUTIONS Councilman Ryan, and carried unanimously to waive further reading in full of all ord- inances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all Council members after reading of the title, unless specific request was made at that time for the reading of such ordinance or resolution. RES. NO. 76-12 City Manager pointed out that a portion of DECLARING RESULTS Section 7 of Resolution No. 76-12 should be OF MUNICIPAL ELECTION deleted, whereupon it was moved by Council- (501) man Ryan, seconded by Councilman Ruth, and carried unanimously to adopt, as amended, RESOLUTION NO. 76-12 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF RANCHO PALOS VERDES ON THE 2ND DAY OF MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. CERTIFICATES OF ELECTION City Clerk presented Certificates of & OATH OF OFFICE Election to the newly elected Council and (501) administered the Oath of Office. CALL TO ORDER OF The City Clerk called the newly elected NEWLY ELECTED COUNCIL Council to order and it was moved by Council- man Buerk, seconded by Councilman Dyda, and unanimously carried to nominate Marilyn Ryan as temporary chairperson to preside over nominations for Mayor and Mayor Pro Tem. ELECTION OF MAYOR It was moved by Councilwoman Ryan, seconded & MAYOR PRO TEM by Councilman Dyda, to nominate Councilman (306) Buerk as Mayor of the City of Rancho Palos 11/ Verdes. Councilwoman Ryan moved nomina- tions be closed. The motion to elect Councilman Buerk as Mayor carried with Mr. Buerk abstaining. It was moved by Councilman Ruth, seconded by Mayor Buerk, to nominate Councilman Ryan as Mayor Pro Tempore. Councilman Ruth moved nominations be closed. Council- man Ryan was elected Mayor Pro Tempore by unanimous vote. On motion of Mayor Buerk, seconded by Councilman Dyda, and carried, staff was asked to prepare resolutions commending Councilwoman Ryan and Councilman Ruth for their dedicated service to the City in their respective capacities as Mayor and Mayor Pro Tempore. APPOINTMENT OF It was moved by Councilwoman Ryan, seconded CITY ATTORNEY by Councilman Dyda, and unanimously carried, (103) to appoint Patrick C. Coughlan as City Attorney. Council 446 March 9, 1976 APPOINTMENT OF MEMBERS TO It was moved by Councilman Dyda, seconded by PLANNING COMMISSION Mayor Buerk, to defer consideration of ap- (1212) pointments to Planning Commission, Traffic Committee and Parks and Recreation Committee until March 16 and change the Commission membership to seven persons. Following discussion, the motion failed with Council members R. Ryan, M. Ryan, and Ruth voting in opposition. It was then moved by Councilman Ryan, seconded by Councilwoman Ryan, to reappoint the current members of the Planning Commission, and retain the current chairperson. Motion carried unanimously. APPOINTMENT OF MEMBERS TO It was moved by Councilman Ruth, seconded by TRAFFIC COMMITTEE AND Councilman Ryan, to defer consideration of PARKS & RECREATION COMMITTEE appointment of Committee members until March 16. Following discussion, the motion was withdrawn with consent of second. Where- upon, it was moved by Councilman Dyda, seconded by Councilman Ryan, to reappoint the current members of the Traffic Committee and the Parks and Recreation Commit- tee and retain the current chairpersons. Motion carried unanimously. Council asked that staff arrange in the near future to have work sessions between the Council, the Planning Commission, Traffic Committee, and Parks and Recreation Committee. COUNCIL ORGANIZATIONAL Council discussed Council representation to ASSIGNMENTS organizations outside the City and it was (306) agreed that the Mayor would be the desig- nated representative to the Committee of Mayors, League of California Cities, and Sanitation District, with the Mayor Pro Tempore designated as the alternate for the two latter organizations. It was moved by Councilwoman Ryan, seconded by Councilman Dyda, and carried to have staff prepare a resolution designating Mayor Buerk as member and Mayor Pro Tempore Ryan as alternate to the City Selection Committee. Consideration of all other Council assignments was deferred until the meeting of March 16, 1976. ADJOURNMENT At 8:30 p.m. , it was moved by Councilman Ryan, seconded by Councilman Ruth, and carried to adjourn the meeting. r MAYOR LEONARD G.
