Adjourned Regular Meeting
December 11, 1975
The meeting was called to order at 7:38 p.m. at the Council chambers, 30942 Hawthorne
Boulevard, notice having been given with affidavit thereto on file. The following Council
members were in attendance:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Robert Ryan, and Mayor Marilyn Ryan
ABSENT: Councilman F. D. Ruth
Councilman Ruth arrived at 7:40 p.m. and was present for the remainder
of the meeting.
Also present were City Manager Leonard G. Wood, City Attorney Pat Coughlan, Planning
Director Sharon Hightower, Administrative Services Officer George Wunderlin, Community
Services Officer Tom Bandy, Administrative Assistant Janice DuPar, and Deputy City Clerk
Dee Krebs.
GENERAL PLAN - Palos Verdes City Manager outlined a suggested order of
Properties Proposal procedure to follow for the meeting and ex-
(701) plained the meeting was arranged to establish
criteria to analyze the alternate development
proposal submitted by Palos Verdes Properties.
City Attorney stated the Council had three alternatives regarding the Palos Verdes Proper-
ties proposal: 1) rejection of the submitted material and refusal to consider under threat
of litigation; (2) establish criteria with which the staff could review and analyze the
proposal; (30 request that Palos Verdes Properties submit a request for General Plan
amendment.
Councilman Buerk stated that before any decision was made, staff should carefully analyze
the proposal, and Councilman Ruth said the proposal should be accepted for review by staff.
Mayor Ryan queried Mr. John Pollack, attorney for Palos Verdes Properties, concerning the
number of parcels and the buildable units per acre as outlined in the proposal. In regard
to Parcel #1, Mr. Pollack stated the proposal was for 801 buildable acres for residential
purposes which did not include another 34 acres that were designated by the General Plan
for other uses. In response to a question on Parcel #10, Mr. Pollack stated the proposal
included 246 total acreage with 187 buildable for residential use; and, in response to the
Mayor's question concerning density, Mr. Contini, representing Gruen a Associates, stated
the density applied was through gross acreage. The Mayor stated that in a previous Palos
Verdes Properties proposal there was an area for commercial development in Parcel #17.
Mr. Pollack said that he believed commercial development in that area was warranted but in
the proposal submitted to the Council the figures set out were submitted under the assumption
of the entire parcel being usedlfor,residential development. In response to the Mayor's
question concerning development of Parcel #13 and #14 located within the active slide area,
Mr. Contini indicated area could be developed for recreational uses compatible with safety.
Further discussion ensued and Councilman Dyda stated that before Council made any decision
to reject or accept the proposal it needed to be reviewed.
In response to the Mayor's request for questions from the audience, Mr. J. B. McGuire,
7213 Rue Godbout, voiced support for the Council in the decision making process and stated
the residents relied on the Council to do what was right for the City.
Mr. Pollack said the General Plan should contain a component for low to moderate cost housing
and in the Palos Verdes Properties proposal it was specifically included. In response to
a question from Councilman Dyda, Mr. Pollack stated that the low to moderate income housing
was not included in the proposal for 1,602 dwelling units on 801 buildable residential acres
and that•Palos Verdes Prdperties'should not be penalized for meeting the obligation imposed
by the Government Code. Mr.- Pollack said :Council should be analyzing how to:meet the housing
needs of all.economic segments spelled out in the Government Code. In rebuttal, the Mayor
stated the issue of low to moderate income housing was addressed in the General Plan.
Following discussion by Council concerning criteria to be used in reviewing the Palos Verdes
Properties proposal, it was moved by Councilman Buerk, seconded by Councilman Ruth to have
staff come back at the January 6, 1976 meeting with an estimate of the time involved to re-
view the proposal considering the following points outlined by Council: where conflicts
and compliance exist between the General Plan and the Palos Verdes Properties proposal;

what is the impact on other undeveloped areas if the same proposed densities are extended
to them; and consideration of any areas in the infrastructure that make it impossible to
do what is suggested in the Palos Verdes Properties proposal.
Planning Director stated that in reporting the estimate of time involved to review the
proposal, she would include the impact such review would have on other staff priorities.
ADJOURNMENT At 9:59 p.m. , it was moved by Councilman Ryan,
seconded by Councilman Dyda, and carried to
adjourn the meeting.
