Adjourned Regular Meeting
November 12, 1975
The Mayor called the meeting to order at 7:40 p.m. , notice having been given with
affidavit thereto on file. Roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Robert Ryan, and
Mayor Marilyn Ryan
ABSENT: Councilman F. D. Ruth
Also present were City Manager Leonard Wood, City Attorney Pat Coughlan, Planning
Director Sharon Hightower, and Administrative Services Officer George Wunderlin.
Prior to the Public Hearing Councilman Dyda requested placing the following items
on the Agenda; these were approved by Council:
That the City Council approve the ordinary and necessary expenses related
to a trip by Chief Norton from Foster City to meet with the Public Safety
Committee. Councilman Dyda moved this be approved, seconded by Councilman
Ryan, and carried unanimously. Councilman Buerk seconded by Councilman
Ryan, and carried unanimously, moved that this item be held as a joint work
session Public Safety Committee meeting with the regular adjourned meeting.
Councilman Dyda then moved that the City staff contact the City of Palos
Verdes Estates and request that the City participate in the EIR process
related to the proposed subdivision on the Chadwick property which is
adjacent to the Highland School Site. Councilman Dyda then reported upon
the Animal Control problem and the necessity for timely action by the
Council Subcommittee to review this situation and report back to City
Council. The Mayor appointed Councilman Ryan to serve on this Committee
during the absence of Councilman Ruth.
PUBLIC HEARING - Continued hearing was opened to consider the
DRAFT DEVELOPMENT recommended Draft Development Code. The
CODE following people responded to the call for
(1801) testimony: Ellen Clark, 30731 Via La Cresta,
representing the League of Women Voters,
presented a written statement which identified five sections of the Draft Develop-
ment Code the League stated might be inconsistent with the intent of the General
Plan. Mr. Leonard Lindstrom, 25821 Palos Verdes Drive East, spoke on the Q District,
and Mr. Robert Smolley, representing the Portuguese Bend Homeowners Association,
said the Assocation supports the Q District. Mr. Smolley also addressed other
areas in the Code and stated the 16 feet height limitation is too low, and in
Section 814, the 30-day restriction should be one year. Ms Lola Field, 12 Martingale
Drive, voiced support for the Q District, and Mr. Burke Belknap, 28866 Crestridge
Road, also voiced support for the Q District especially the density provisions.
Mr. Steve Heller, 9 Fruit Tree Road, submitted a written definition of large
domesticated animal, and Ms Sara Medall, 28335 Palos Verdes Drive East, representing
the Committee for Rural Atmosphere on the Peninsula, voiced support for the Q
District.
There being no further response to the call for testimony, the hearing was continued
until November 18, 1975 at 7:30 p.m. , in the Council chambers.
WORK SESSION The Council then discussed Chapters 7, 8
DRAFT DEVELOPMENT and 10 and portions of Chapters 1, 2 and
CODE 5 of the Draft Development Code. Council
(1801) suggested various revisions and staff
indicated the list of revisions would be
by November 17, 1975 made available to the Council.
