RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
August 19, 1975
The meeting was called to order by Mayor Pro Tem Ruth at 7:38 p.m. at the Palos
Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard.
Following the Pledge of Allegiance to the Flag, roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, F. D. Ruth and Robert E. Ryan
ABSENT: Mayor Marilyn Ryan
Also present were City Manager Leonard G. Wood, City Attorney Pat Coughlan, Planning
Director Sharon Hightower, Administrative Services Officer George Wunderlin, Com-
munity Services Officer Tom Bandy, Public Works Director Dennis Pikus, and Deputy
City Clerk Dee Krebs.
AUDIENCE QUESTIONS - Lois Smith, 2723 San Ramon, asked City to
CROSSING GUARD consider assigning a crossing guard at
(1206) Palos Verdes Drive East and Crest Road ad-
jacent to San Ramon. Council directed
Traffic Engineer to study situation and re-
port back at meeting of September 2.
CONSENT CALENDAR Councilman Buerk requested that the Minutes
of August 5 be removed from the Consent
Calendar. Councilman Buerk moved, seconded
by Councilman Dyda and carried, to approve
the recommended action for items on the
Consent Calendar as presented except for
Minutes of August 5.
MINUTES Approved Minutes of July 22, 24 and August 4,
1975 as presented.
ENV. ASSESSMENT APPEAL #207 Granted extension of time until Regular
2546 Rockinghorse Road Meeting of September 2.

WATER SYSTEM Approved water system for Tract 30583 (Paseo
(1409) del Mar and La Rotunda Drive.)
DAYTON REALTY Denied the appeal from Dayton Realty regard-
(1501) ing reimbursement of environmental excise
tax.
ITEM REMOVED FROM CONSENT CALENDAR: Corrections to the Minutes were as follows:
Minutes of August 5, 1975 under the heading "General Plan Distribution"
in sentence 6 change "moved" to "suggested"
and strike "the motion died for lack of
second". In sentence 7, the motion was amended to read as follows: "It was moved
by Councilman Dyda, that the motion to authorize staff to print 500 copies of the
General Plan be amended to read 1,000 copies with Councilman Buerk's suggestion to
incorporate a letter acknowledging the work of the Goals Committee included in the
General Plan with copies of the Plan to be distributed to the Goals Committee free
of charge."
SPECIAL PRESENTATION - Mr. Dick Fitzgerald of the County Beach
L.A. COUNTY DEPT. OF BEACHES Department commented on County services at
(109) the beach and furnished Council with statis-
tics relating to parking and the usage of
Abalone Cove Beach Park by residents and
non-residents.

Mr. Robert Pelton, 2 Packet Road, voiced concern regarding trespassing, and both
he and Mr. Douglas Hinchliff, 131 Yacht Harbor Drive, sought clarification on ex-
pansion of beach facilities.
Council discussion included preservation of tidepools and traffic and safety fac-
tors. It was pointed out that a traffic study is underway with particular con-
sideration being paid to problems entering and exiting the park plus turning con-
siderations with results of the traffic study to be presented to Council at the
next Regular Meeting.
RECESS At 9:22 p.m. , the Mayor Pro Tem declared a
brief recess. Council reconvened at 9:32
p.m. with Councilman Ryan absent from the
chambers.
APPEAL OF EAC DENIAL OF At applicant's request, Council agreed to
NEGATIVE DECLARATION continue this matter until the meeting of
(7165 Avenida Altisima) September 16.
Councilman Ryan returned to the chambers at 9:34 p.m. and was present for the re-
mainder of the meeting.
PUBLIC HEARING - Mayor Pro Tem Ruth declared the hearing
C.U.P. #9 open regarding issuance of a Conditional
(Marymount College) Use Permit to allow operation of a college
(1804) in a RA-1 zone. Planning Director re-
ported notice was given with affidavit on
file. Planning Director reported the
Planning Advisory Committee recommended approval of the conditional use permit
subject to specific conditions.
Dr. Thomas Wood, representing the applicant, said the college wanted to keep the
use of the tennis courts and it was their desire to close the service road at the
entrance and egress of Palos Verdes Drive East but keep it open internally for
faculty and staff.
Council heard supportive comments from Mrs. Lois Smith, 2723 San Ramon, who cited
the need for recreational facilities in the area.
Mrs. Keith Knight, 2810 San Ramon, asked that the road be closed entirely and
fencing removed from tennis court #3 and practice court. Mr. Ross Burnett, 2803
San Ramon, spoke in opposition to the courts, and Mr. Ery Upton, 2750 San Ramon,
cited concern for lack of privacy, and Mrs. Blance Vance, 2844 San Ramon, urged
closing of the road. There being no further call for testimony, the hearing was closed.
Council discussion included court use by organizations, other than the school,
vehicle access and parking, fencing, noise, lighting, and landscaping. It was
moved by Councilman Dyda, seconded by Councilman Buerk, to refer the matter to
staff to bring back to the meeting of September 2, with the conditions listed in
the draft resolution modified to include the possibility of moving Court #3 and a
practice court so as not to intrude on a buffer area as defined by the other
tennis courts; recreation provided for organized community groups as part of the
college program to be limited to the hours from 9 a.m. to 4:30 p.m. ; and consider-
ation given to a planted buffer zone between the service road and adjacent lots
on San Ramon.
PUBLIC HEARING - Report of notice having been given with
ORD. 75 - Zoning Amendment affidavit on file, Mayor Pro Tem opened
(1801) the hearing to consider an ordinance al-
lowing restoration of damaged or partially
destroyed non-conforming structures.
There being no response to the call for testimony, the hearing was closed. It was
moved by Councilman Dyda, seconded by Councilman Ryan, and carried unanimously, to
waive further reading and introduce ORDINANCE NO. 75 OF THE CITY OF RANCHO PALOS
VERDES AMENDING THE ZONING ORDINANCE RELATING TO NON-CONFORMING USES AND AMENDING
THE RANCHO PALOS VERDES MUNICIPAL CODE.

by title for second reading, first reading
having been given June 17, 1975.
It was moved by Councilman Dyda, seconded by Councilman Ryan, and carried unani-
mously, to waive further reading and adopt the ordinance. On roll call vote:

Council considered a resolution establish-
ing rules and procedures for the appoint-

(307) Councilman Dyda's motion to establish 7-
member commissions died for lack of second.
Following discussion, Council directed staff to prepare separate resolutions for
procedures establishing committees and commissions and bring back to meeting of
August 26.

moved by Councilman Dyda, seconded by Councilman Ryan, and carried unanimously, to

MAPPING ESTIMATES On motion of Councilman Buerk, seconded by
Councilman Dyda, Council received and filed
estimate of costs and schedule for compre-

Building Laws PALOS VERDES ADOPTING BY REFERENCE THE LOS

ANGELES COUNTY PLUMBING CODE, AND THE LOS
ANGELES COUNTY MECHANICAL CODE, CONTAINED IN THE 1975 EDITION OF LOS ANGELES COUNTY
UNIFORM BUILDING LAWS PUBLISHED BY THE BUILDING NEWS, INC. , MAKING AMENDMENTS TO
SAID CODES, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE was read by title.
It was moved by Councilman Dyda, seconded by Councilman Ryan, and carried unani-
mously, to waive further reading and introduce Ordinance No. 76.
RES. 75-60 RESOLUTION NO. 75-60 OF THE CITY COUNCIL OF
REGISTER OF DEMANDS THE CITY OF RANCHO PALOS VERDES ALLOWING
CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$1,289,199.43, DEMAND NUMBERS 1412 THROUGH
1414, AND 1416 THROUGH 1457 was read by title. It was moved by Councilman Buerk,
seconded by Councilman Ryan, and carried unanimously, to waive further reading

P.V.P. YOUTH Following a report by Councilman Dyda on the
COMMISSION thumb taxi service provided by the Youth
(1705) Commission, it was moved by Councilman
Ryan, seconded by Councilman Buerk, and
carried to appropriate $800.00 to the Youth
Commission for general purposes. On roll call vote:

SOUTH BAY COUNTY Councilman Buerk gave a report on progress
FORMATION regarding formation of a separate county
in the South Bay area.
NIKE SITE Council discussed plans for utilization
(1109) of the Nike Site and agreed upon Plan A
as the preferred plan.
EXECUTIVE At 12:15 a.m. , Council recessed to Execu-
SESSION tive Session on motion of Councilman Dyda,
seconded by Councilman Ryan, and carried.
Council reconvened at 1:43 a.m. , with the
same members present.
GENERAL PLAN LITIGATION City Attorney reported that he was contacted
(701) on August 19 by the attorney for Palos
Verdes Properties, who requested a meeting
concerning litigation over the General Plan.
Council authorized the City Attorney and two Council members to meet with repre-
sentatives of Palos Verdes Properties.
ADJOURNMENT At 1:45 a.m. , it was moved by Councilman
Ruth, seconded by Councilman Dyda, and
carried to adjourn the meeting to August 26,
7:30 p.m. , at Council Chambers for a public
hearing on an improvement district.
