CC MINS 19750805 M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Regular Meeting August 5, 1975 The meeting was called to order at 7:45 p.m. at the Palos Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard. Following the Pledge of Allegiance to the Flag, roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, F. D. Ruth, Robert E. Ryan, and Mayor Marilyn Ryan ABSENT: None Also present were City Manager Leonard G. Wood, Acting City Attorney Pat Coughlan, Planning Director Sharon Hightower, Administrative Services Officer George Wunder- lin, Community Services Officer Tom Bandy, Public Works Director Dennis Pikus, and Deputy City Clerk Dee Krebs. AUDIENCE QUESTIONS - Mrs. Keith Knight, 2810 San Ramon, asked Marymount College Council to view Marymount College from both (1804) sides of the fence at the site before con- sidering the conditional use permit. CITY BIRTHDAY Gloria Bourne and Barbara Kirbach of the CELEBRATION firm of Bourne/Kirbach reported plans for (305) the City's birthday celebration were being developed around a western theme, i.e. , a hoedown. CONSENT CALENDAR City Manager requested that Item "9" be re- moved from the Consent Calendar as action by the City was not required. Councilman Dyda, moved, seconded by Councilman Ruth, to approve the recommended action for items on the Consent Calendar as presented except for Item "9". MINUTES Approved the Minutes of July 1, 2, 8 and 25, 1975, as presented. RES. NO. 75-52 Adopted RESOLUTION NO. 75-52 OF THE CITY TURNING REGULATIONS COUNCIL OF THE CITY OF RANCHO PALOS VERDES (1503) ESTABLISHING SPECIAL TURNING REGULATIONS AT CERTAIN INTERSECTIONS WITHIN THE CITY OF RANCHO PALOS VERDES. RES. NO. 75-53 STOPPING ZONES ON Adopted RESOLUTION NO. 75-53 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES WEST SIDE OF CRENSHAW PROVIDING FOR PROHIBITED STOPPING ZONES ON (1503) THE WEST SIDE OF CRENSHAW BOULEVARD. RES. NO. 75-54 Adopted RESOLUTION NO. 75-54 OF THE CITY SEWER MAINTENANCE COUNCIL OF THE CITY OF RANCHO PALOS VERDES DISTRICT GRANTING CONSENT AND JURISDICTION TO THE (1402) COUNTY OF LOS ANGELES FOR THE INCLUSION OF CERTAIN TERRITORY OF THE CITY OF RANCHO PALOS VERDES WITHIN A COUNTY SEWER MAIN- TENANCE DISTRICT. RES. NO. 75-55 Adopted RESOLUTION NO. 75-55 OF THE CITY ABANDONED VEHICLE COUNCIL OF THE CITY OF RANCHO PALOS VERDES ABATEMENT PROVIDING FOR A CONTRACT WITH THE CALIFOR- (1701) NIA HIGHWAY PATROL FOR ABANDONED VEHICLE ABATEMENT PARTICIPATION. (1803) BICYCLE TRAFFIC Received and filed report by Traffic (112) Engineer regarding bicycle traffic on Crenshaw Boulevard. BICYCLE LANES Received and filed report by Traffic (112) Engineer regarding bicycle lanes. ORDINANCE RE Planning Director reported that Los An- ADOPTION OF COUNTY geles County updated its building laws to BUILDING LAWS conform to certain state requirements and (201) recommended Council introduce ordinance in order to be in compliance with current building laws being enforced by the County. Following questions and comments by Council, the matter was continued until the meeting of August 19, 1975, to permit staff to gather additional information re- garding the various codes. APPOINTMENTS TO It was moved by Councilman Dyda, seconded COMMISSIONS & by Councilman Ryan, and carried to adopt COMMITTEES the rules and procedures set out in the (307) Mayor's memorandum of January 27, 1975, re- garding appointment of commissions and/or committees with staff to prepare a reso- lution incorporating same. Council agreed to meet August 26, 1975, to consider ap- plications for appointments to parks and recreation and traffic committees. LEAGUE OF CALIF. NO. 75-51 It was moved by Councilman Dyda, seconded REGISTER OF DEMANDS by Councilman Ryan, and unanimously carried to waive further reading and adopt RESOLUTION NO. 75-51 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,234,093.95, DEMAND NUMBERS 1358 THROUGH 1403, 1405 THROUGH 1410 AND 1415. On roll call vote: AYES: Buerk, Dyda, Ruth, R. Ryan, M. Ryan NOES: None ABSENT: None HOUSE NUMBERING CHANGES Councilman Buerk reported he recieved a Rockinghorse Road petition from more than 60 percent of the (1406) homeowners on Rockinghorse Road requesting house numbering changes. Following dis- cussion, it was moved by Councilman Buerk, seconded by Mayor Ryan, and carried to set September 16 for public hearing on house numbering changes for upper and lower Rockinghorse Road. VEHICLE CODE Councilman Buerk stated he was in receipt ENFORCEMENT of a petition from upper Rockinghorse Rockinghorse Road Road residents regarding vehicle code en- (1502) forcement and indicated a similar petition was being circulated in the lower Rocking- horse area. It was moved by Councilman Buerk, seconded by Mayor Ryan, and carried, to set September 16 as public hearing for vehicle code enforcement on upper Rockinghorse Road with lower area to be in- cluded if petition is received prior to public hearing date. Council 369 August 5, 1975 BEACH COMMITTEE Following Council discussion of problems (109) and concerns involving Abalone Cove Beach, Council accepted Councilman Buerk's resignation as chairman of the Beach Committee with Councilman Ryan accepting the chair and Councilman Ruth also join- ing the Committee. Captain Foreman of the Sheriff's Department reported on traffic surveillance at Abalone Cove and Robert Pelton, #2 Packet Road, voiced concern re garding traffic and safety in Abalone Cove and urged Council to voluntarily close area until remedial action could be taken. Staff indicated a traffic survey was in progress. PUBLIC SAFETY Councilman Dyda reported the Public Safety COMMITTEE Committee was working to identify all (306) elements relating to public safety. PVE UNIVERSITY Councilman Dyda reported efforts were con- DEVELOPMENT tinuing to set up meetings with Palos (310) Verdes Estates officials regarding the proposed development adjacent to Golden Meadow Drive. HORSEKEEPING WITHIN In response to questions raised at a pre- CITY LIMITS vious meeting, City Attorney reported that the City does not regulate horsekeeping at the present time. GENERAL PLAN Planning Director briefed Council on format DISTRIBUTION and distribution of General Plan. Follow- (701) ing Council discussion regarding costs, it was moved by Councilman Buerk, seconded by Councilman Dyda, and unanimously carried, to authorize staff to print 500 copies of General Plan in the format presented. Mayor Ryan moved, seconded by Councilman Dyda, to authorize staff to print 300 copies of the revised Goals Report. After discussion, the motion was withdrawn. On motion of Councilman Dyda, seconded by Mayor Ryan, staff was authorized to print 500 copies of the Land Use Map. Councilman Buerk moved that a letter acknowledgin the work of the Goals Committee be incorporated into the General Plan. The motioritXI died for lack of a second. It was moved by Councilman Dyda that the motion to /4,-,t÷.•y authorize staff to co rint 500 copies of the General Plan be amended to read 1,000 i7�f/7 P P copies. The motion was seconded by Councilman Ruth and it was the consensus of Council that the motion be amended as moved. SCHOOL SITES It was moved by Councilman Ryan, seconded (1401 x 1201) by Councilman Dyda, and unanimously carried to authorize the City Manager to retain the firm of Crosbie & Associates to draw up legal boundaries dividing the Crestmont and Highland Schooi sites into five parcels in connection with the lease-purchase program. EXECUTIVE The City Council recessed to Executive SESSION Legal Session at 10:05 p.m. , reconvening at 12:43 a.m. with no action taken.
