Adjourned Regular Meeting
July 8, 1975
The meeting was called to order at 7:38 p.m. at the Palos Verdes Peninsula Unified
School District Building, 30942 Hawthorne Boulevard, having been adjourned to this
time and place, with Affidavit of Posting Notice on file. Following the Pledge of
Allegiance to the Flag, roll call was answered as follows:
PRESENT: Councilmen Ken Dyda, Francis D. Ruth, and Mayor Marilyn Ryan
ABSENT: Councilmen Gunther Buerk and Robert E. Ryan
Also present were City Manager Leonard G. Wood, Planning Director Sharon Hightower,
Acting City Attorney Pat Coughlan, Administrative Services Officer George Wunderlin,
Community Services Officer Tom Bandy, Public Works Director Dennis Pikus, and Deputy
City Clerk Dee Krebs.
CONSENT CALENDAR On motion of Councilman Dyda, seconded by
Councilman Ruth, and unanimously carried,
Council approved items on the Consent Calen-
dar as follows:
MINUTES APPROVAL Approved Minutes of Meetings of June 12, 17,
21, and 23, 1975.
ORD. NO. 70 Deferred until Regular meeting of August 5,
NUISANCE ABATEMENT 1975.

CLAIM - Lenore Decker Denied claim of Lenore G. Decker et al against
(303) the City.
BIKE RIDE - American Approved American Diabetes Association fund-
Diabetes Association raising bike ride to pass through the City on

ENV. EXCISE TAX - Dayton Realty Denied the appeal from Dayton Realty regarding
(1501) reimbursement of environmental excise tax.

PROVISIONS FOR CERTAIN LAND USES VERDES PROVIDING FOR CERTAIN LAND USES UNDER
UNDER C.U.P. 'S IN RESIDENTIAL CONDITIONAL USE PERMITS IN RESIDENTIAL ZONES
ZONES AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL
(1804) CODE was read by title, first reading having
been given June 17, 1975. It was moved by
Councilman Dyda, seconded by Councilman Ruth,
and unanimously carried, to waive further reading and adopt the ordinance. On roll
call vote:

ORD. NO. Planning Director reviewed the ordinance to
ADOPTING L.A. COUNTY adopt the County zoning ordinance by reference
ZONING ORDINANCE BY and stated that the proposed ordinance includes
REFERENCE those deletions and amendments recommended by
(1801) the Planning Advisory Committee.
Following discussion, it was moved by Councilman Ruth, seconded by Councilman Dyda,
and unanimously carried to waive further reading and introduce ORDINANCE NO. 71 OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, ADOPTING BY REFERENCE, PURSUANT TO
SECTION 50022.2 OF THE GOVERNMENT CODE, THE ZONING ORDINANCE OF THE COUNTY OF LOS
ANGELES BEING ORDINANCE NO. 1494 OF THE COUNTY OF LOS ANGELES, REPEALING AND AMEND-
ING CERTAIN PROVISIONS THEREOF AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.
ORD. NO. 72 Planning Director stated that the proposed
ADOPTING L.A. COUNTY SUBDIVISION subdivision ordinance includes amendments
ORDINANCE BY REFERENCE made since September 1973 by the County to
(1801 x 1409) conform to the State Map Act. Mrs. Hightower

ordinances have been prepared to be effective by September 2, 1975 until the City
adopts its own ordinances prior to December 31, 1975.
It was moved by Councilman Dyda, seconded by Councilman Ruth, and unanimously carried,
to waive further reading and introduce ORDINANCE NO. 72 OF THE CITY OF RANCHO PALOS
VERDES, CALIFORNIA, ADOPTING BY REFERENCE PURSUANT TO SECTION 50022.2 OF THE GOVERNMENT
CODE ORDINANCE NO. 4478 OF THE COUNTY OF LOS ANGELES KNOWN AS THE SUBDIVISION ORDI-
NANCE, REPEALING CERTAIN PROVISIONS THEREOF AND AMENDING THE RANCHO PALOS VERDES
MUNICIPAL CODE.
On motion of Councilman Dyda, seconded by Mayor Ryan, and carried, the date of public
hearing for both Ordinances No. 71 and 72 was set for July 29, 1975, 7:30 p.m. , in
the Council chambers.
CREATION OF It was the consensus of Council to table the
BICENTENNIAL COMMITTEE resolution establishing a Peninsula Bicenten-
(305) vial Committee until the Regular meeting of
July 15 in order to allow the chairman of the
Rancho Palos Verdes Bicentennial Committee to
attend and make the presentation to Council.
RESTORATION OF SUB-STANDARD Public Works Director reported that the sub-

(505) Engineer has determined the property is in
sub-standard condition and has ordered it re-
stored to a standard condition, but that the
property owner has failed to comply. Mr. Pikus explained that Chapter 99 of the
City Building Code authorizes the City to have the work done through private con-
tractors with the cost of the work to be recovered by a special assessment against
the property.
Council discussion included removal of fence on the property and whether proper no-
tice had been given to the property owner. It was the consensus of Council to defer
the matter to allow sufficient time to notify property owner and all interested parties.
RES. NO. 75-42 It was moved by Councilman Dyda, seconded by
REGISTER OF DEMANDS Councilman Ruth, and unanimously carried to
waive further reading and adopt RESOLUTION NO.
75-42 OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $629,295.22, DEMAND
NUMBERS 1286 and 1288 THROUGH 1323. On roll call vote:

AUDIENCE QUESTION - Mr. J. R. Carter, 28911 S. Golden Meadow Drive,
P.V. ESTATES voice concern that a proposed development in
UNIVERSITY DEVELOPMENT Palos Verdes Estates would obstruct views of
homeowners in the vicinity of Golden Meadow.
It was agreed that staff would look into the
matter and report back to Council at the next Regular meeting.
CETA YOUTH PROGRAM Administrative Services Officer briefed Council
(601 x 1705) on the Summer Youth Employment Program and
stated the City had received funding up to a
maximum of 52 positions. Mr. Wunderlin indi-
cated that thus far five youths were eligible under the guidelines of the program.
It was the consensus of Council to proceed with the program, and Council discussion
included notifying agencies such as the Peninsula Youth Commission and the Switch-
board, and publicizing the program in areas to include Lomita and San Pedro, in ad-
dition to the four Peninsula cities.
MIRALESTE TENNIS COURTS City Manager reported that the latest estimate
(1401) the school district had received to build the
three tennis courts at Miraleste High School
was considerably higher than $27,000 and that
estimates were now within the $50-60,000 range.
Following discussion, it was moved by Councilman Dyda, seconded by Councilman Ruth,
and unanimously carried to approve the concept in principle and authorize retention
of engineer to draw up specific plans and request firm bids.

RETENTION OF City Attorney reported his firm represented
SPECIAL COUNSEL a client prior to the City's incorporation
and because of a conflict of interest, recom-
mended securing special counsel to determine
the City's legal position with respect to two subdivision tract maps approved and
recorded prior to incorporation. Mr. James Erickson of the firm of Rutan & Tucker
appeared before Council to answer questions regarding fees and length of time re-
quired to conduct investigation and render an opinion. It was moved by Councilman
Dyda, seconded by Councilman Ruth, and unanimously carried, to retain the firm of
Rutan & Tucker as special consul.
GABRIC SUIT City Attorney reported that the suit brought
by George Gabric against the City was deci-
ded in the City's favor.
ADJOURNMENT At 8:39 p.m. , it was moved by Councilman Dyda,
seconded by Mayor Ryan, and carried to adjourn
the meeting.
