Adjourned Public Meeting
June 19, 1975
The meeting was called to order by the Mayor Pro Tempore at 7:49 p.m. at Ridgecrest
Intermediate School, 28915 Northbay Road. Following the Pledge of Allegiance to
the Flag, roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, and Robert E.
Ryan
ABSENT: Mayor Marilyn Ryan
Also present were City Manager Leonard G. Wood, Planning Director Sharon Hightower,
Community Services Officer Tom Bandy, and Deputy City Clerk Dee Krebs.
PUBLIC HEARING - Mayor Pro Tempore declared the continued pub-
REVISED DRAFT GENERAL PLAN lic hearing open to consider the revised edi-
tion of the Draft General Plan.
AUDIENCE QUESTIONS & COMMENTS Ms. Judy Schuster, 4 Thyme Place, represent-
ing Palos Verdes Coastwatch, read a prepared
statement requesting text and map revisions
to the Plan in such areas as agricultural use, development incentives, recreational
element, and housing. The full text of Ms. Schuster's statement is available in the
Environmental Services Department.
Mr. Robert Smolley, 56 Limetree Lane, speaking on behalf of the Portuguese Bend Com-
munity Association, stated they had not received an official response to document
they submitted on June 9 requesting certain changes to the Plan. He stated that
Association is concerned that designation of land as open space in Portuguese Bend
as presently set out in the Plan, is down-zoning the property and requested that
Council consider leaving the zoning as it has been.
Dena Friedson, a resident of Palos Verdes Estates, submitted written comments asking
that the General Plan recognize the limited traffic capacity of certain portions of
Palos Verdes Drive West, and a detailed copy of Ms. Friedson's comments as well as
her suggestions for revising the Infrastructure section are on file with the Environ-
mental Services Department.
Mr. Charles Abbott, 6554 Madeline Cove, said he would be willing to pay his share to
defend the plan as presently written.
Mr. Curtis Goetze, 28813 Blythewood Drive, representing the Concerned Citizens of
Rancho Palos Verdes, said there was no definite information contained in the Plan on
its exact cost and asked whether the far-reaching effects of open space had been
considered.
There followed a discussion by Council members regarding the natural environment
designations, and it was pointed out that those areas included in the Natural Environ-
ment are active slide area, those areas with 350 or more slope, and the bluff areas,
and there was no intent on the part of the City to expropriate property from owners.
Ms. Sheila Hoff, 28205 Ambergate Drive, speaking for the Goals Subcommittee on the
Vista Grande region, reviewed an itemized list and she said the items reflected
their view of the implementation of the Goals Report, at the same time pointing
out some inconsistencies in the Plan. The full text of Ms. Hoff's remarks is on
file in the Environmental Services Department.
Ms. Jackie Bacharach, 5033 Rock Valley Road, representing the League of Women Voters,
endorsed the preservation of open space but pointed out that the League believed the
language used in many parts of the plan regarding open space should be consistent
with the language used for the agricultural areas mentioned. In addition, Ms.
Bacharach voiced concern regarding use of incentives, bonuses, and transfer of de-
velopment rights stating these may be loopholes to increase the land use ranges of
certain areas. Other concerns mentioned were inconsistencies in the housing policy
and clarification of the Quimby Act and the environmental excise tax as applied in
the recreational area. The full text of Ms. Bacharach's statement is available in

RECESS At 9:11 p.m. , a brief recess was called and
the meeting reconvened at 9:28 p.m. with
the same members present.
Mr. Byron Blue, 3675 Cliff site Drive, submitted additional survey results by the
Mediterrania Homeowners Association urging support of a General Plan providing for
low density and single family dwellings in keeping with the incorporation goals of
the City.
Mr. George Adams, representing the Great American Land and Development Company, re-
quested change in zoning designation from 2-4 d.u./acre to 4-6 d.u./acre for an
8-acre parcel at northeast corner of Crest Road and Crenshaw.
Ms. Eleanore Wiedmann, 30032 Palos Verdes Drive West, stated she was appearing be-
fore Council for Ms. Jeane Burke, chairwoman of the Palos Verdes Peninsula Bikeways
Committee, and submitted written comments regarding a bikeway plan.
Ms. Barbara Gleghorn, 28850 Crestridge Road, presented petitions for more agri-
cultural uses in the Plan.
Mr. Thomas White, 28716 King Arthur Court, asked that the outline of the natural
environment be specifically defined and said he was concerned with the degree of
slope and the coastline. He also suggested setting up a preserve such as the one
in Palos Verdes Estates.
Ms. Barbara Hein, 30116 Via Rivera, referred to page 20 of the Plan and stated
there had recently been identified within the City of Rancho Palos Verdes, a rare,
endangered species of butterfly and she stated she would provide data to the
Council regarding this so it could be considered in the Specific Plan area. Ms.
Hein also discussed control overlay and transfer development rights and asked that
Council address themselves as to how these would be implemented.
There being no other individuals wishing to give testimony, Mayor Pro Tempore de-
clared the hearing closed and stated the adoption of the General Plan would take
place at the meeting of June 26, 1975.
ADJOURNMENT At 10:15 p.m. , it was moved, seconded, and
carried to adjourn the meeting.
