CC MINS 19750605 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Public Meeting June 5, 1975 The meeting was called to order by the Mayor Pro Tempore at 7:45 p.m. at Ridgecrest Intermediate School, 28915 Northbay Road. Following the Pledge of Allegiance to the Flag, roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, and Robert E. Ryan ABSENT: Mayor Marilyn Ryan Also present were City Manager Leonard G. Wood, Acting City Attorney Pat Coughlan, Planning Director Sharon Hightower, Administrative Services Officer George Wunderlin, Community Services Officer Tom Bandy, and Deputy City Clerk Dee Krebs. REVISED DRAFT GENERAL PLAN Planning Director reviewed changes made in the PRESENTATION revised Draft General Plan as follows: in the (701) format of the Plan the goal statements are now at the beginning of each section and the poli- cies are stated at the end of each section. Mrs. Hightower stated the Fiscal element was greatly expanded and that land use changes plus refinement to many of the calcula- tions of acreages and population projections had changed the projection summaries that were in the land use section. She indicated the revised estimate is 11,600 dwelling units as of May, 1975, including units under construction, with an approximate popula- tion estimate of 41,700 which includes projections for units under construction. Mrs. Hightower went on to say the projected capacity increase was approximately 2,500 dwelling units with 8-9,000 population for a total capacity population of 49,700 to 50,700. LAND USE MAP Mrs. Hightower then pointed out the revisions REVISIONS to the land use map and the reasons for them: Northeast section of City, area around Palos Verdes Drive East; 1 d.u./ac. changed to 1-2 d.u./ac. based on refinement of existing density. Area just north of Miraleste: changed from 1-2 d.u./ac. to 2-4 d.u./ac. (a refinement of existing density) . Palos Verdes Drive South (north side) near Palos Verdes Drive East where, the Planning Director pointed out, there was a mistake on pre- vious map in one area and has now been changed from 2-4 d.u./ac. to 1 d.u./ac. because the area has high slopes. Area south of Palos Verdes Drive East changed from agricul- tural to 1 d.u./ac. Portuguese Bend changed from 1 d.u./ac. to 102 d.u./ac. to reflect existing density and because there are no high slopes in this particular area. Abalone Cove school site changed from public school to recreational-commercial. Planning Director explained this is the area the school district has for sale. Area above Hawthorne at Via Rivera changed from 1-2 d.u./ac. to 1 d.u./ac. which is a reflection of high slope category. Area south of Aqua Armaga Canyon changed from 2-4 d.u./ac. to 1-2 d.u./ac. to reflect existing density. Ridgegate-Monte Verde area changed from 4-6 d.u./ac. to 6-12 d.u./ac. to more closely reflect what is existing. Peacock Ridge- Ravenspur changed from 6-12 d.u./ac. to 12-22 d.u./ac. Mrs. Hightower explained the 12-22 d.u./ac. is a new range, not found in the first draft of the Plan, to reflect the higher density in that particular area. Grandview area was changed from 4-6 d.u./ac. to 2-4 d.u./ac. which is a re-evaluation of existing density. Ascension Lutheran Church Canyon changed from institutional to 1 d.u./5 ac. The Planning Director said this new designation would allow for some residential use but still reflect area as a canyon. Mrs. Hightower concluded by saying a portion of the Nike Site was changed from insti- tutional to recreational to more accurately reflect the proposed use of the Site. PUBLIC HEARING - The Planning Director reporting notice given REVISED DRAFT GENERAL PLAN with evidence on file, Mayor Pro Tempore (701) opened the hearing to consider the revised edition of the Draft General Plan. AUDIENCE QUESTIONS & COMMENTS Mr. Claude P. Albanese, 27116 Freeport Road, asked for clarification of the fiscal element; specifically, what items would be bond issues and what items funded from existing tax rate; what additional taxes would be needed and for what specific items. Council 331 June 5, 1975 Mr. James G. Maxwell, 14 Limetree Lane, presented a petition to Council signed by 46 residents in the Portuguese Bend area setting forth their views that the Draft General Plan proposals for the slide area are not acceptable, and Mr. Maxwell sub- mitted a written report referencing areas in the Plan which the residents felt should be removed or modified. Mr. John McTaggart, 6916 Purpleridge, commended City Council and staff for their show of fiscal responsibility. Mr. Charles Mandala, 6957 Abbotswood Drive, commended City Council and staff for allowing citizens to participate in the plan for the City. Mr. Howard B. Lawson, 15725 Whittier Boulevard, Whittier, explained he represented American Savings and Loan Association, working in conjuction with Great American Land and Development Company, had designed a project at a density of 5.8 d.u./acre for an 8-acre parcel at northeast corner of Crest Road and Crenshaw, and requested that the zoning designation in that area be changed to 6-12 d.u./acre. He stated that if City wants to deprive them of effective use of property, it was his opinion that the City must compensate them. Mr. William J. Schworer, 4676 Admiralty Way, Marina Del Rey, representing the Great American Land and Development Company, spoke of his previous attempts to address Council regarding the development of the property at the northeast corner of Crest and Crenshaw and requested a change in zoning to allow development of the 8-acre parcel for 50-unit cluster housing. Mr. John Beringer, 3412 Seaglen Drive, stated that as president of the Mediterrani Homeowners Association he was presenting Council the partial results of a 20-reside survey urging the Council to support a General Plan providing low density and single family dwellings in keeping with the incorporation goals of the City. Ms. Sheila Hoff, 28205 Ambergate Drive, asked about the land designated at 1 d.u./ 5 acres and whether the canyons abutting that land were averaged into the zoning. Mr. Burke Belknap, 28866 Crestridge Road, stated that he believed the only way the City would be in trouble would be a lack of equal zoning. Mr. Robert Maxwell, 7 Pomegranate Road, representing residents of the Portuguese Bend community, cited objections these residents have to the proposed Plan and sub- mitted a list of concerns and proposed actions to be taken. Mr. Paul Garmas, 3324 Seaclaire Drive, spoke in favor of low density and single family dwelling units. Mrs. Eleanore Wiedmann, 30032 Palos Verdes Drive West, commended the entire commu- nity for their concerted efforts on behalf of incorporation and commended the City Council and staff for the Plan. Dr. P. R. Bronner, 30231 Cheret Place, spoke in favor of low density. Ms. Donna Arroyo, 27557 Longhill Drive, presented a petition signed by 52 residents requesting that the land behind their homes be preserved as open space and not designated for office buildings. Mr. Miller Collins, 4055 Admirable Drive, said he had a lot in the natural environ- ment zone and wanted to know who would pay taxes on it and asked that the Plan be flexible enough to accommodate individual needs. Mr. William C. Kulow, speaking on behalf of the Palos Verdes Peninsula Chamber of Commerce, requested that the vacant land be developed in an orderly fashion and commented that if zoning is too restrictive, federal and state government could intervene. Mr. Forrest Riegel, 2 Cinchring Road, Rolling Hills, asked if it was the intent of the Plan to have Crest Road through Rolling Hills Estates as a public road. Mr. Bill Nielson, 5531 Shoreview Drive, said he felt residents should not be taxed to pay for open land and that the General Plan is stopping development in Rancho Palos Verdes. Mrs. Ann Shaw, 30036 Via Borica, rebutted Mr. Kulow's comments regarding government intervention. She further stated that high density zoning would devalue existing homes. Council 332 June 5, 1975 Mr. Don Owen, representing Cayman Development Company, requested that a land parcel at the southeast intersection of Whitley Collins and Crest Road be changed from 1-2 d.u./acre to 2-4 d.u./acre. He also requested that comments submitted by Mr. Glenn Schafer at May 7 adjourned Council meeting be made a part of the proceedings of this meeting. Mr. Lowell C. Martindale, Jr. , appearing on behalf of First City National Bank of New York, requested that the General Plan be modified to retain the flexibility for the City to permit land use transfers where appropriate. Mr. Kaye, 27551 Longhill Drive, asked if the names and addresses of the members of the Goals Committee and subcommittees were a matter of public record, and whether it was possible to know members' occupations in order to identify their interests in the Plan. Mr. Burke Belknap gave a summation of the mechanics of how the Goals committee was organized. Ms. Barbara .Gleghorn, 28850 Crestridge Road, spoke in favor of low density and stated that anyone investing in land was taking a risk similar to investing in stocks and/or bonds and should, therefore, not expect a guaranteed return. At 9:25 p.m. , a recess was called and the meeting reconvened at 9:45 p.m. with the same members present. Mayor Pro Tempore stated that the public hearing would be continued to June 12 at which time questions posed at this meeting would be answered. ADJOURNMENT At 9:47 p.m. , it was moved by Councilman Buerk, seconded by Councilman Dyda, and carried to adjourn the meeting to June 12, 1975. YOR LEONARD G.
