RANCHO PALOS VERDES CITY COUNCIL
Special Meeting
May 17, 1975
The meeting was called to order at 8:30 a.m. at the City Offices, 30940 Hawthorne Blvd. ,
notice having been given with affidavit thereto on file. Roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, F. D. Ruth, Robert E. Ryan and
Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard G. Wood, Planning Director Sharon Hightower, Acting
City Attorney Pat Coughlan, Administrative Services Officer George Wunderlin, and members
of the Planning staff, Gary Weber and Larry Davis.
DRAFT GENERAL PLAN Planning Director began the session by saying
that there had been revisions made to the map
that will appear on the next Draft and that the
written material in the Land Use Plan had been revised but not changed in terms of intent or
classifications. She said the staff had tried to more accurately describe the methodology
and the determinates used to classify the various land uses and had expanded the descriptions
of the various land use categories. The Council discussed changes that were described by
Mrs. Hightower. Mrs. Hightower indicated they were continuing to refine estimates of the
amount of acreage in various categories and the difference between developed and undeveloped
land uses.
City Attorney indicated that he was still concerned about the housing element and asked that
the Council consider reviewing state and federal land possibilities so that the City could
seek Federal funds for low and moderate income housing under the Community Development Act.
There followed a discussion of densities and land use in specific areas, land values,
and percentage of units to be designated as low and moderate housing.
SLIDE AREAS Council discussed the legality of prohibiting
building in the slide area and it was the City
Attorney's recommendation that active slide areas be kept as open space.
NON CONFORMING USE City Attorney indicated that the issue of non-
conforming use should be addressed at the
zoning stage and not in conjunction with the General Plan.
SPECIFIC PLAN AREA Council discussed general policies regarding
views and slope problems in considering de-
velopment for these areas and the question was debated whether the specific plan zone could
be extended to include inn accommodations.
Council then discussed institutional use, agricultural use, and natural environment, and
protecting the natural environment through the use of control districts.
ACTIVITY AREA SECTION Larry Davis indicated that major changes in the
Activity Area focused on economic factors and
back-up data. He indicated they had added a section entitled "Housing Obstacles" and
changed the section designated as "Housing Demand" to "Housing Pressure". Discussion then
centered on condominium costs and rental ranges.
EIR Council discussed the EIR in terms of require-
ments, adequacy, specific language, indexing,
and there was a suggestion that the specific
language referred to in the EIR be done in italics to set it apart from the General Plan.
ADJOURNMENT At 2 p.m. , it was moved, seconded, and carried
to adjourn the meeting.
