CC MINS 19750510 ADJ M I N U T E S RANCHO PALOS VERDES CITY COUNCIL Adjourned Regular Meeting May 10, 1975 The meeting was called to order at 8:30 a.m. at the City Offices, 30940 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Roll call was answered as follows: PRESENT: Councilmen Gunther Buerk, Ken Dyda, and Robert E. Ryan ABSENT: Councilman F. D. Ruth and Mayor Marilyn Ryan Also present were City Manager Leonard G. Wood, Planning Director Sharon Hightower, Acting City Attorney Pat Coughlan, Administrative Services Officer George Wunderlin, and members of the Planning staff, Gary Weber and Larry Davis. Councilman Buerk was elected chairman to preside over the meeting in the absence of the Mayor and Mayor Pro Tempore. GENERAL PLAN Planning Director opened the meeting and stated that the format would be to have subcommittee status reports on various sections of the Draft General Plan and then a review of goals and policies. ACTIVITY AREAS The Subcommittee indicated there were several areas they wanted__ to strengthen, particularly the housing element. INFRASTRUCTURE Discussion included the need for additional data, especially in regard to traffic, where it was felt there was a need to look beyond the City to other Peninsula cities in order to show the effect proposed land use would have on the various arteries, as well as a need for more analysis of existing utility networks and trunklines to determine if any additional facilities would be needed to support proposed land use. SAFETY Mr. Weber stated the subcommittee had identified an item of major concern and that was to develop a stronger risk policy in relation to all safety hazards. SENSORY SECTION Discussion on this section focused on views and there was a suggestion to include highway noise in the Noise Element. SOCIO/CULTURAL Indication was that the major part to be worked on was the social services section in order to refine some of the goals, and take some of the objectives and turn them into policy statements. NATURAL ENVIRONMENT It was the consensus of this subcommittee that there were no significant changes to be made except in the section on air pollution. FISCAL Councilman Dyda summarized the committee's ef- forts to qualify and identify the impact of increase in level of current services and pos- sible fiscal impact. He said they also planned to identify the alternative methods of accomplishing the various goals and to do this by two basic measures: regulation and acquisition; and in so doing to extract and identify the effect of, regardless of whether acquisition is done by purchase or regulation, costs associated with development. HOUSING There was discussion regarding the legal re- quirements for housing elements and the City Attorney cited a court case in New Jersey and read from the Court decision with reference to economic discrimination. City Attorney stated that the Court said the New Jersey city had made it physically and economically impossible to provide low and moderate income housing in the municipality for various persons who needed and wanted it and that the city must affirmatively afford the oppor- tunity for a choice and variety of living accommodations. The Court went on to say that when regulation had a substantial external impact on the welfare of state citizens be- yond the borders of a particular municipality, it could not be disregarded and must be recognized and served. City Attorney stated he believed it possible to follow the language of the New Jersey court decision for the General Plan and still come Council 323 May 10, 1975 forth with policies that do not alter basic goals of the community. There followed further_discussion of the housing section. ENERGY AND LIGHTING Discussion included aspects of energy and lighting and also encompassed sun rights, site privacy, view protection, and prevailing winds. HOUSING DIVERSITY There was discussion regarding the character of the community and the sug- gestion was made regarding the establishment of an architectural committee to control preservation of trees, views, and site lanes to the ocean. SLIDE AREA Councilman Dyda said there had been some discussion among the people who live in the slide areas with respect to their properties and there was concern among them as to their legal status with regard to monitoring such areas. WASTE DISPOSAL & RECYCLING Discussion centered on the City taking an active interest in energy conservation and recycling by offering assistance to groups carrying out recycling projects and it was agreed that this section needed some reworking. TRANSPORTATION Discussion encompassed such areas as building new roads, bike plans, and motorized ve- hicle access to foot paths or equestrian trails, and the question of the City providing stables. Another aspect considered was off-street parking and policy regarding parking of recreational vehicles. BEACH COMMITTEE It was moved, seconded and carried to ap- point the following cummunity representa- tives to a Beach Committee to meet with County Beach Dept. regarding plans for Abalone Cove and Pt. Vicente: Bob Pelton, Bob Smolley, Joe Clifford, Elinor Schadle, and John McTaggart.
