RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
March 18, 1975
The meeting was called to order at 7:40 p.m. at the Palos Verdes Unified School District
Building, 30942 Hawthorne Boulevard, having been adjourned from the chamber at Ridgecrest
School. Following the Pledge of Allegiance to the Flag, roll call was answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert E. Ryan, and
Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard G. Wood, Acting City Attorney Pat Coughlan, Public
Works Director Dennis Pikus, Administrative Services Officer George Wunderlin, Planning
Director Sharon Hightower, Community Services Officer Tom Bandy, and Deputy City Clerk
Dee Krebs.
MINUTES APPROVAL It was moved by Councilman Dyda, seconded
by Councilman Ryan, and carried, that the
Minutes of February 22, February 25, and March 4, 1975 be approved as distributed.
PROPOSED DEVELOPMENT The City Attorney reported that the State
Golden Cove Area Appellate Court had upheld Save Our Coast-
line in its suits to stop proposed develop-
ment by Dayton Realty and Beverly Realty on Palos Verdes Drive West in the Golden Cove area.
PUBLIC HEARING - The Mayor opened the hearing on Conditional
C.U.P. NO. 7 Use Permit No. 7 for expansion of General
General Telephone Telephone facilities at 5841 Crest Road.
(1804) Planning Director reported that notice of
hearing was given, with affidavit thereto
on file with the Clerk.
Planning Director reported that the applicant seeks approval to construct a 6,200 square
foot addition to the south side of the existing building, and reviewed the recommended
conditions for approval contained in the resolution, including a landscaping plan by the
applicant to ensure screening and softening of the existing and proposed facility, and
submittal of samples by the applicant of building materials and proposed color schemes.
Responding to the call for testimony, Mr. and Mrs. Harold Turley, 5814 Scotwood Drive,
stated they had not be notified of the public hearing. It was ascertained by map refer-
ence that the Turley's address was outside the 300 ft. notice requirement. The Turleys
spoke in opposition to the project citing concern for view obstruction and parking. Mr.
John Hagan, engineer for General Telephone, said that the existing parking lot has more
space than presently called for. In response to a question from Councilman Buerk, Mr.
Hagan stated the proposed addition is necessary to provide space for new switching equip-
ment which would increase the capacity of the facility. Responding to a question from
Councilman Dyda, Bodie Fite, South Bay Divsion Manager for General Telephone, said land-
scaping plans had not yet been submitted.
There being no further questions or comments from the audience, the Mayor declared the
hearing closed and called for comments from Council. Council discussion included land-
scaping, elevations, and telephone capacity and service.
City Attorney then read by title RESOLUTION NO. 75-21 OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES GRANTING A CONDITIONAL USE PERMIT FOR THE EXPANSION OF AN EXISTING
NON-CONFORMING TELEPHONE UTILITY FACILITY IN AN RA-1 (1 ACRE) ZONE. It was moved by
Councilman Ryan, seconded by Councilman Buerk, and unanimously carried, to waive further
reading and adopt the resolution.

read by title by the City Attorney, who explained the urgency clause. On unanimous motion
of Councilman Dyda, seconded by Councilman Ryan, further reading was waived and the ordinance
adopted as an urgency ordinance on the following roll call vote:

RES. 75-22 RESOLUTION NO. 75-22 OF THE CITY COUNCIL OF

ZONE - Indian Peak Rd. A PASSENGER LOADING ZONE BETWEEN 7 a.m. and
(1503) 5 p.m. ON SCHOOL DAYS ONLY ON THE SOUTH SIDE
OF INDIAN PEAK ROAD was read by title.
It was moved by Councilman Ryan, seconded by Councilman Dyda, and unanimously carried, to
waive further reading and adopt the resolution.
RES. 75-23 Following the reading by title of RESOLUTION
PROVISION FOR ANGLE PARKING NO. 75-23 PROVIDING FOR ANGLE PARKING ON THE
Indian Peak Rd. SOUTH SIDE OF INDIAN PEAK ROAD, it was moved
(1503) by Councilman Dyda, seconded by Councilman
Ryan, and unanimously carried, that Council
waive further reading and adopt the resolution.
RES. 75-24 City Traffic Engineer Tom Brohard explained
TRAFFIC REGULATIONS basis for recommendation for establishing
(1503) special turning regulations at certain inter-
sections. Following discussion, it was moved
by Councilman Buerk, seconded by Councilman Dyda, and unanimously carried to waive further
reading and adopt RESOLUTION NO. 75-24 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ESTABLISHING SPECIAL TURNING REGULATIONS AT CERTAIN INTERSECTIONS WITHIN THE CITY with the
section relating to Crenshaw Boulevard deleted. It was the.•consensus of Council to defer
action on.a resolution providing for prohibited stopping zones on the west side of Crenshaw
and to consider both the turning and stopping regulations at Crenshaw and Crest Road
pending further review.
RES. 75-25 Following the reading by title of
TRAFFIC REGULATIONS RESOLUTION NO. 75-25 OF THE CITY COUNCIL
(1503) OF THE CITY OF RANCHO PALOS VERDES PRO-
VIDING FOR PROHIBITED STOPPING ZONES ON
THE EAST SIDE OF THE EAST ROADWAY OF PALOS VERDES DRIVE WEST, it was moved by Councilman
Dyda, seconded by Councilman Ryan, and unanimously carried, that Council waive further
reading and adopt the resolution.
RES. 75-26 RESOLUTION NO. 75-26 OF THE CITY COUNCIL OF
TRAFFIC REGULATIONS THE CITY OF RANCHO PALOS VERDES ESTABLISHING
(1503) YIELD REGULATIONS AT CERTAIN INTERSECTIONS
WITHIN THE CITY OF RANCHO PALOS VERDES was
read by title. Mr. Brohard stated that this resolution would supersede Resolution No. 75-9,
which established yield regulations throughout the City, and would establish yield control
on Palos Verdes Drive South between Palos Verdes Drive West and Narcissa Drive.

It was moved by Councilman Ryan, seconded by Councilman Dyda, and unanimously carried,
to waive further reading and adopt the resolution.
RES. NO. 75-27 RESOLUTION NO. 75-27 OF THE CITY COUNCIL OF
TRAFFIC REGULATIONS THE CITY OF RANCHO PALOS VERDES ESTABLISHING
(1503) STOP REGULATIONS AT CERTAIN INTERSECTIONS
WITHIN THE CITY OF RANCHO PALOS VERDES was
read by title. Mr. Brohard reported that this resolution supersedes Resolution No. 75-8
and adds regulations for existing stop signs in the median area on Palos Verdes Drive West
at Via Lorado and on Palos Verdes Drive South at the entrance to the Point Vicente Coast
Guard Station, and requires traffic to stop on Whitefox Drive at Manitowac.
It was moved by Councilman Ryan, seconded by Councilman Dyda, and unanimously carried, to
waive further reading and adopt the resolution.
RES. 75-28 Public Works Director explained that passage

struction. In response to a question from
Councilman Buerk concerning City's interest in landscaping of the arrestor beds, City Manager
stated that direction given Road Department was to allow for landscaping design as the
Council adopted.
Whereupon, RESOLUTION NO. 75-28 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES CON-
SENTING TO THE ESTABLISHMENT OF A PORTION OF HAWTHORNE BOULEVARD WITHIN SAID CITY AS A PART
OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES was read by title, further reading
waived and the resolution adopted on the unanimous motion of Councilman Dyda, seconded by
Councilman Buerk.
PARKING - Rancho Palos City Traffic Engineer Tom Brohard recom-
Verdes Park mended against removal of signs at the park
(1503) citing reduced visibility without the "no
stopping" prohibitions. Mary Thomas reported
on the availability of parking, a representative of the Pony Colt League stressed the need
for additional parking, and Franklyn Weiss, representing the LaCresta Homeowners Association,
and J. B. McGuire of the Ocean View Homeowners Association, emphasized traffic safety con-
siderations. Following questions and comments by Council, it was the consensus of Council
to refer the matter to the Council traffic committee for study.
DRAFT HEIGHT LIMITATION City Attorney reported on a draft of an ordi-

on buildings within the City and suggested
Council submit their comments to him or the Planning Director prior to the public hearing.
Following discussion of fees for appeals and whether a moratorium should be established durinc
the interim prior to adoption of the ordinance, Council set the public hearing for April 1,
1975 on motion of Councilman Dyda, seconded by Councilman Ryan, and carried.
ENV. ASSES. APPEAL Council considered the appeal from the Envi-
Lot 44 (Crownview Dr.) ronmental Assessment Committee concerning con-
(1803) struction of a two-story house by George
Gabric on Lot 44 of Crownview Drive.
Planning Director reported on Council's request of March 4 for additional data on two-story
houses in the area and reported that, of the flag lots five were one-story, four were two-
story, and one was a vacant lot in addition to Lot 44. In response to City Attorney's
question as to how many homeowners' views would be obstructed, Planning Director indicated
it was a matter of degree but the lot was prominent. Mrs. Elza Cortes, representing the
Miraleste Hills Homeowners Association, said that CC & R's in the neighborhood provide for
one-story construction unless approval is obtained for two-story. Mr. Louis Frost, owner
of the vacant lot adjacent to Lot 44, said that most of the homes built in the immediate
area in the past ten years have been two-story.
Following discussion by Council, it was moved by Councilman Dyda, seconded by Councilman
Buerk and unanimously carried, to uphold the Environmental Assessment Committee's decision
and deny the appeal based on the following findings of fact: neighborhood has been developed
to protect views, house will destroy character of neighborhood, lot is on a ridge, existing
two-story houses minimize view obstruction and do not obstruct views, the whole neighborhood
would be adversely affected by this construction, cumulative effect of this house plus ad-
jacent lot development as two-story dwellings would be substantial, existing two-story houses
are on pads substantially below houses above them and back on a hill and do not obstruct view.

10:30 p.m. Council reconvened at 10:47 p.m.
with the same members present.
P.V. CABLE TV On motion of Councilman Buerk, seconded by
(605) Councilman Ryan, and carried, Council
received and filed report presented by
Dick Young, of Palos Verdes Peninsula Cable, regarding plans to offer pay TV to cable
customers with service to start around May 1.
GENERAL PLAN Community Services Officer presented plan
(701) to be considered for scheduling, notification
and follow-up of General Plan events. During
the course of discussion, it was the consensus of Council to schedule Open House for the new
City offices in conjunction with the second anniversary of the City's incorporation.
COUNCIL RULES & A motion by Councilman Dyda, seconded by
PROCEDURES Councilman Ryan, that Council reconsider
(307) Ordinance No. 65 carried unanimously.
Following discussion, it was moved by
Councilman Buerk, seconded by Councilman Ryan, and carried to amend Ordinance No. 65
to include Section 2403, paragraphs A through D, contained in material submitted for
Council review, and Section 2404 up to and including Robert's Rules of Order to be pre-
pared in resolution form, with clarification from City Attorney concerning paragraph on
conflict of interest.
Council again reaffirmed its intent to appoint a planning commission after adoption of the
General Plan.
SOUTH BAY CORRIDOR STUDY Councilman Buerk reported that Phase I of
(1505) the South Bay Corridor study had been com-
pleted and asked Council approval for
expenditures remaining from Phase I to be applied to preparation of Phase II. The recom-
mendation was approved on motion of Councilman Dyda, seconded by Councilman Buerk, and
unanimously carried.
PLANS - Palos Verdes Public Works Director stated plans had not

improvement of roadway on Palos Verdes Drive
West in area adjacent to Palos Verdes Estates.
SEMINAR - CALIF. CONTRACT CITIES Council considered California Contract CitieE
(1102) invitation to annual municipal seminar and
following discussion, authorized any Council-
man to attend, one staff representative, the City Attorney, and agreed to share cost with
Lawndale, Lomita, Rolling Hills and Rolling Hills Estates to send a representative from the
Sheriff's Department.
ENV. EXCISE TAX On motion of Councilman Ryan, seconded by
Dayton Realty Co. Councilman Dyda, and unanimously carried,
(1501) Council denied the appeal from Dayton Realty
regarding environmental excise tax.
RES. NO. 75-20 RESOLUTION NO. 75-20 OF THE CITY COUNCIL OF
REGISTER OF DEMANDS THE CITY OF RANCHO PALOS VERDES ALLOWING
CERTAIN CLAIMS AND DEMANDS IN THE SUM
OF $633,730.51, DEMAND NUMBERS 982 THROUGH 1017, was read by title, further reading
waived, and adopted on motion of Councilman Buerk, seconded by Councilman Dyda, on the
following roll call vote:

ABALONE COVE Mayor Ryan reported on initial action of
school district to sell Abalone Cove site.
P.V. YOUTH COMMISSION Councilman Dyda reported on letter he sent
to Department of Urban Affairs regarding the
Palos Verdes Youth Commission.

RHE Tract 30420 Councilman Ruth reported on Rolling Hills
(Developer: Presley) Estates planning commission meeting regarding
EIR for proposed development near Highridge
and Crest Roads.
LEGISLATION - AB 330 & Council indicated opposition to AB 330 which
SB 175 would make City Council elections bi-partisan,
and opposed SB 175 as an unwarranted ex-
tension of the Brown Act.
EXECUTIVE SESSION At 12:30 a.m. , Council adjourned to Executive
Session to discuss personnel matters on
motion of Councilman Dyda, seconded by Councilman Ruth, and carried. The meeting recon-
vened at 12:48 a.m. with the same members present.
ADJOURNMENT There being no further business to come
before the City Council, the meeting was
adjourned to March 22, 1975, 9 a.m. , at the City Offices on motion of Councilman Ryan,
seconded by Councilman Dyda, and carried.
