RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
February 4, 1975
The meeting was called to order at 7:47 p.m. at Ridgecrest Intermediate School,
28915 Northbay Road. Following the Pledge of Allegiance to the Flag, roll call was
answered as follows:
PRESENT: Councilmen Gunther Buerk, Ken Dyda, Francis D. Ruth, Robert E. Ryan
and Mayor Marilyn Ryan
ABSENT: None
Also present were City Manager Leonard G. Wood, Assistant City Attorney Pat Coughlan,
Public Works Director Dennis Pikus, Administrative Services Officer George Wunderlin,
Community Services Officer Tom Bandy, and Deputy City Clerk Dee Krebs.
MINUTES APPROVAL Council approved, as submitted, Minutes of the
Adjourned Regular Meeting of January 16, 1975
and the Regular Meeting of January 21, 1975, on motion of Councilman Dyda, seconded
by Councilman Ryan, and carried.
AUDIENCE QUESTION - Responding to the Mayor's call for questions
APPEAL OF NEGATIVE DECLARATION from the audience on items not on the agenda
Lots 40 & 41 (Avenida Classica) was Dr. Walter Wolf, 30142 Avenida Classica,
who asked for reconsideration of granting of
Negative Declaration to Randall E. Presley, Jr. for Lots 40 & 41 on Avenida Classica.
It was moved by Councilman Ryan, and seconded by Councilman Buerk to place the item
on the agenda. City Attorney indicated that Councilman Buerk was not eligible to
participate in the discussion as he was absent when prior testimony was given.
Thereupon, Council Buerk withdrew his second. The motion to place Dr. Wolf's request
on the agenda was then made by Councilman Ryan and seconded by Mayor Ryan.
Following discussion and comments, the question on the motion was called for and
failed with Councilmen Ruth and Dyda voting "no".
AUDIENCE QUESTION - Andrew Peele, 27532 Elmbridge Dr. , spoke on
FIELD HOUSE - CHADWICK SCHOOL behalf of residents in the area adjacent to
Chadwick School opposed to the configuration of
the fieldhouse at the school.
It was moved by Councilman Buerk and seconded by Councilman Dyda to send letters to
Chadwick School and Supervisor Hayes reiterating the citizens' concerns. Following
discussion, it was moved by Councilman Dyda that the motion be amended to read that
copies of the letters be forwarded to the cities of Rolling Hills and Rolling Hills
Estates. The motion was seconded by Councilman Buerk and the motion, as amended,
was carried unanimously.
PUBLIC HEARING - Continued hearing was opened on Conditional Use
C.U.P. NO. 3 & VAR. NO. 2 Permit No. 3 and Variance No. 2 to permit the
SO. CALIF. EDISON MICROWAVE FACILITY construction of a microwave facility in the
(1804) City. There being no objection, the hearing was
continued to March 4, 1975, to allow the
Planning Advisory Committee to review the environmental impact report.

It was moved by Councilman Dyda, seconded by Councilman Ryan, and unanimously carried,
that further reading be waived and the resolution adopted.

RES. NO. 75-9 RES. NO. 75-9 OF THE CITY COUNCIL OF THE
EST. YIELD REGULATIONS CITY OF RANCHO PALOS VERDES ESTABLISHING
(1503) YIELD REGULATIONS AT CERTAIN INTERSECTIONS
WITHIN THE CITY OF RANCHO PALOS VERDES was
read by title.
Following discussion, it was agreed that staff would look at converting certain median
stops to "yield". On motion of Councilman Dyda, seconded by Councilman Buerk, and
carried, further reading was waived and the resolution adopted.
ENG. & GEOLOGIST REVIEW Council deferred action on a resolution
& APPEALS BOARD authorizing and requesting the County Engineer
(505 x 1203) to utilize the Engineering Geologist Review
and Appeals Board and indicated the concept
should be considered in conjunction with the City's zoning ordinance.
VERDE RIDGE City Manager reviewed the proposed design
(1503) for a restraining structure on Verde Ridge
Road. Dr. Robert Hanel, 6983 Verde Ridge,
representing the homeowners on Verde Ridge, said they were pleased with the design
and one of the residents had volunteered to maintain any plantings in the structure
if the capability could be found to tie into his sprinkler system. It was suggested
that the City look at placing an additional restraining structure on Verde Ridge while
Mr. John Thompson, 6972 Verde Ridge, voiced concern that the structure would block
street parking and diminish accessibility.
It was moved by Councilman Dyda, seconded by Councilman Ryan, and unanimously carried,
to approve plans for the restraining structure and ask the County to proceed with
plans for an additional barrier.
TRAFFIC STUDY Traffic Engineer Tom Brohard reported on a
PALOS VERDES DR. EAST & VIA CANADA traffic experiment directed by the Sheriff's
(1503) Department at Palos Verdes Drive East and Via
Canada to simulate conditions that would
occur if a traffic signal was installed. Traffic conditions during this experiment
resulted in greater vehicular delay with direct control than experienced with current
"stop" control. In conclusion, Mr. Brohard did not recommend installation of a
traffic signal at this time but did recommend staggering of school hours to reduce
potential pedestrian-vehicle conflict and to reduce congestion at Via Canada & Palos
Verdes Dr. East. Mr. Brohard stated that the elementary school was planning to
stagger starting and dismissal times beginning with the spring semester.
Following questions and comments by Council, it was moved by Councilman Dyda, seconded
by Councilman Ruth, and unanimously carried, to retain the crossing guard at Via
Canada with staff to re-evaluate the situation at the end of the school year.
HARBOR AREA Louis Dominguez discussed the concept of a
SPORTS COMPLEX sports complex proposed for surplus govern-
(1201) ment land at Palos Verdes Drive North and
Western.
Steve Jenkins, 26519 President Ave. , Harbor City, spoke in opposition to the size of
the complex and stated that Rolling Hills and Rolling Hills Estates had stated their
opposition.
Council declined to take any action until such time as plans for the site are more
definitive.
RECESS The Mayor declared a five-minute recess at
10:05 p.m. Council reconvened at 10:25 p.m.
with the same members present.
KEVIN LEWIS DAY Mrs. John C. McTaggart reported that the
(304) PTSA of Rolling Hills High School will sponsor
a concert on March 18, 1975, to raise funds
to assist Kevin Lewis who suffered serious injury during a high school sporting event.
It was the consensus of Council to proclaim March 18, 1975, as "Kevin Lewis Day".

CETA, TITLE VI Council heard a report from Supervisor Hayes'
(601 x 1202) Deputy, Bob McCaman, that the City would not
receive funding under the Comprehensive Em-
ployment and Training Act.
After discussion, the matter was referred to staff for review with staff to investi-
gate the distribution formula for the funds.
BUDGET - 6 MONTHS'' REVIEW City Manager reviewed the budget and stated
(602) that reports on contract services for street
sweeping, tree trimming, and traffic-signal
lighting were being prepared for presentation in the immediate future.
NIKE SITE - TELEPHONE Administrative Services Officer reported on
INSTALLATION the proposed telephone system for the City
(1109) Offices at the Nike Site.
Following discussion of the pros and cons of a new system and the increased costs, the
Council authorized provision for future telephone capability in accordance with re-
quirements, with staff to investigate answering service system for non-working hours.
SPECIAL OLYMPIC RUN It was moved by Councilman Ryan, seconded by
Councilman Dyda, and carried, to grant request
of the Non-Commissioned Officers Association
to pass through the City on a run for the Special Olympics.
ENV. EXCISE TAX On motion of Councilman Ryan, seconded by
Dayton Realty Co. Councilman Dyda, and unanimously carried,
(1501) Council denied the appeal from Dayton Realty
regarding environmental excise tax.
RES. NO. 75-7 RESOLUTION NO. 75-7 OF THE CITY COUNCIL OF THE
REGISTER OF DEMANDS CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN
CLAIMS AND DEMANDS IN THE SUM OF $1,169,759.07,
DEMAND NUMBERS 848 THROUGH 898, was read by title.
It was moved by Councilman Buerk, seconded by Councilman Ryan, and unanimously
carried, that further reading be waived and Resolution No. 75-7 be adopted. On roll
call vote:
AYES: Buerk, Dyda, Ruth, R. Ryan, M. Ryan
NOES: None
ABSENT: None
EXECUTIVE SESSION At 12:45 a.m. , Council adjourned to Executive
Session to discuss personnel matters on motion
of Councilman Dyda, seconded by Councilman Ryan, and carried. The meeting reconvened
at 12:58 a.m. with the same members present.
APPOINTMENTS TO It was moved by Councilman Dyda, seconded by
BI-CENTENNIAL COMMITTEE Councilman Ruth, and unanimously carried to
appoint community members Janet Smith, Dodie
Burkhart, Margaret Blue, Florence McTaggart and Marion Ruth to the Bi-Centennial
Committee.
ADJOURNMENT The meeting was adjourned at 1:00 a.m. , on
motion of Councilman Ryan, seconded by Council-
man Ruth, and carried to February 11, 1975, 7:30 p.m. , in the City Offices for pur-
poses of a work session.
